Feb 25, 2006 — As discussions between SSDF and the Ministry of Energy and Mining broke down this month, the SSDF has decided NOT to build its pipelines north towards the Red Sea unless Khartoum changes it policies immediately. Jarch Management Group has told the SSDF that it will seek alternative routes to build pipeline infrastructure through other African countries.

Jarch Management Group was awarded significant oil exploration rights from the SSDF in 2004 and has informed the SSDF that it plans to conduct exploration activities in Nasir, in Akobo, and near Ayod and especially around the coordinates of 7 40’North and 31 40’East in South Sudan. The company has told us that they expect to find significant oil reserves and plans to exploit those reserves as soon as possible. The SSDF has promised Jarch to secure the territories to allow the company to operate in a safe and secure environment. This promise includes protecting the area from outside forces including the SPLA and GOS forces, and other foreign companies that do not have agreements with the SSDF.

We urge and appeal to all foreign oil companies such as the Chinese, Asians and the so- called White Nile Oil company, the late Garang’s own entity, to full out without any preconditions. Failure to comply with this notice could have serious consequences to similar to the current situation in the oil rich Delta region of Nigeria. SSUDA/SSDF strongly issued a serious warning to the corrupt Marxist-Leninist SPLM/A to keep off SSDF controlled areas. Any incursions could provoke a serious military situation in the area.

Jarch will reinvest significant amounts of funds back into the South Sudan infrastructure. Discussions have already begun about development of modern hospitals and schools. Jarch Management Group is hereby authorized to enter into negotiations with interested Western investors in the great oil and gas fields of the Nuer nation in Great Upper Nile region.
