Arrest and torture of IDPs from Otash IDP camp, south Darfur

At 21:00 hours on 12 March 2006, Police Forces in Otash IDP camp, 5 Km north of Nyala, South Darfur state, arrested two IDPs from the local market inside the camp.

The details of the two IDPs are as follows:

– Hashim Abdella Targiya, male, 18 yrs, Zaghawa tribe, lives in Otash IDP camp
– Alsayid Adam Haroun, male, 32 yrs, Zaghawa tribe, lives in Otash IDP camp

The two men were taken to Otash police station where they were reportedly tortured by three policemen. The policemen kicked the men with boots on their sides, beat them with hands on their faces, tied their hands together with rope and forced the men to turn around in circles.

Hashim Abdella Targiya and Alsayid Adam Haroun were released without charge the following day, on 13 March 2006. Both men sustained serious wounds during their detention and are currently receiving medical treatment at SOAT’s partner organisation, the Amel Centre for the Treatment and Rehabilitation of Victims of Torture in Nyala, South Darfur.

SOAT condemns the widespread and systematic harassment, detention and torture of IDPs in Darfur and urges the Government of Sudan to:

Immediately investigate the reported torture of Hashim Abdella Targiya and Alsayid Adam Haroun and ensure that the perpetrators are brought before an impartial tribunal and guaranteed procedural rights at all times;
Cease the campaign of intimidation and harassment of persons in the Darfur region;
Guarantee respect for human rights and fundamental freedoms, in accordance with national laws and international human rights standards, in particular with reference to Article 33 of the Interim National Constitution of Sudan (2005) which states that “no person shall be subjected to torture or to cruel, inhuman or degrading treatment”.
