Abyei is affiliated to South Kordofan – report

The political fate of Abyei seemed to have been decided by the ruling National Congress party NCP. It should go to South Kordofan State.

Two Arabic dailies published yesterday in Khartoum carried an advertisement by the National Health Insurance Fund in which it has officially referred to Abyei region as a ”locality” under the administration of South Kordofan State instead of being separate entity under the presidency as stipulated in the Comprehensive Peace Agreement [CPA] signed on 9 January 2005 between the Government of Sudan and the [ex-rebel] Sudan People’s Liberation Movement [SPLM]

Why should an authority in Southern Kordofan dare to send a galvanized message to the SPLM and that it owns the Abyei region? The advertisement of the National Health Insurance Fund overtly reflects expansion of its services in Southern Kordofan but covertly carries a cool but a calculated message that the NCP’s intransigence over the implementation of the Abyei protocol is not out of vacuum. It is based on a designed and calculated political agenda.

The advertisement speaks of a number of institutions to be inaugurated by the National Health Insurance Fund under the auspices of the government in south Kordofan and the commissioner of Abyei.

Might the presidency have appointed one without announcing it publicly?

After the agreement was signed, a big shot from the NCP visited Abyei and told the people there they should not dream of a separate administration in Abyei, as the region has already been annexed to Southern Kordofan state. At the same time, his audience thought he was a daydreamer.

However, the National Health Insurance Fund advertisement has come as a message to confirmation to the SPLM and the entire people of the Abyei who have been upset by deliberate delays of the presidency to implement the CPA protocol on Abyei.

If the National Health Insurance Fund advertisement is allowed to pass without challenging or questioning the constitutionality of Abyei as a ”locality” under the administration of the government of south Kordofan, then it should be constructed that the NCP has already taken its decision on the political fate of Abyei and the SPLM should lick its CPA wounds in silence.
