Salient points of the first meeting of Sudan NCP-SPLM final communiqué
May 29, 2006 (KHARTOUM) — The following are the major points of the final communiqué issued at the end of the first Joint Meeting of the National Congress (NCP) and Sudan People’s Liberation Movement (SPLM) Monday evening :
The final communiqué stated that the discussions at the first meeting of the two major partners were characterized by accord and a spirit of determination to overcome the differences and push ahead the march for the aspired destination.
The meeting of the Executive Bureaus of the National Congress and the SPLM stressed the keenness to the two major partners to go forward in the path of peace, stability, development and there will never be a return to war, affirming their determination to implement in full the items of the Comprehensive peace Agreement (CPA).
The two parties have asserted their support to the existing partnership between them through the principles, programmes and institutions which were enshrined between them.
The final communiqué said that the partnership between the National Congress and the SPLM does aim to isolate the other forces, but aims to consolidate the peace, stability and the democratic transformation.
In the political field, the two parties agreed on the existence of coordination mechanisms to guarantee the implementation of the peace agreement, adoption of an information line which is based on the coordination between the two parties, intensifying the work to boost the mutual confidence between the two partners, expanding the scope of dialogue, guaranteeing the participation of the other political forces in the implementation of the Comprehensive Peace Agreement.
The two parties also agreed to boost the establishment of the institutions for good governance, normalization of the relations with the neighbouring countries as well as speeding up the process to implement Darfur peace agreement. In the economic field, the First Meeting of the leaderships of the National Congress and the SPLM called for call on the donors to meet their commitments to boost the process of development and rehabilitation.
The meeting also called on the Presidency of the Republic to speed up the process for establishment of the National Fund for Development and Rehabilitation, and stressed the importance of joint work to enhance the work of the National Petroleum Commission.
Concerning the issue of Abyei, the two parties affirmed that there was no difference between the National Congress and the SPLM on the administrative mechanism of Abyei and the formation of the institutions which were stipulated in the peace agreement. In this regard they agreed on the formation of the administration of Abyei area from all the people who live in this area, according to the peace agreement.
