NCP and SPLM ink Khartoum State constitution
June 5, 2006 (KHARTOUM) — In a meeting held by the Khartoum State legislative council with the attendance of the chairman of the National Assembly and the judiciary, the Khartoum State interim constitution for 2006 was signed this morning.
The second Vice-President, Ali Osman Taha and the minister of state in the presidency, representative of the First Vice-President, chairman of the Sudan People’s Liberation Movement (SPLM), Telar Deng, attended the signing ceremony.
The meeting was addressed by Ali Osman Taha who lauded the signing of the Khartoum State constitution. He said it was an achievement that embodied one of the active and vital mechanisms for implementing the peace agreement on the ground
Meanwhile, the governor of Khartoum State, Abdelhalim Ismail Al-Mutaafie, announced that his government would be formed in the second week of current June, describing the signed Constitution of Khartoum State as a legitimate product of the CPA, adding that it adds a new burden to the responsibilities being shouldered up by his government.
In the past, the SPLM said that the constitution draft proposed by the ruling National Congress was not valid as the basis for discussion as it comprises chapters that are identical to those of the 1998 constitution. SPLM added that a proposal must be forwarded based on the Comprehensive Peace Agreement (CPA) and the interim constitution.
