S. Sudan Kiir appoints two governors, minister & state minister
Sept 7, 2006 (JUBA) — In an expected move, the President of Southern Sudan government (GOSS) Salva Kiir Mayardit has appointed a minister in the GOSS, a state ministers in the federal government, and two governors in Southern Sudan.
Salva Kiir appointed on 5 September, Dr. Barnaba Marial Benjamin as Minister for Regional Corporation instead of Niahl Deng Niahl who resigned since several months to mark his disapproval of rampant corruption and ineffectiveness of the government in delivering the services.
He nominated Ellias Nyamlell as state minister for International Cooperation in the Government of National Unity. The post was vacant since the formation of the government of national unity on Sept 20, 2005. His appointment should be issue by presidential decree in the coming days.
On the governors level Salva Kiir appointed Cdr Samuel Abu John Kabashi as Governor of Western Equatoria State. The former governor of WES, Col Patrick Raphael Zamoi,, is accused of instigating tribal clashes between Dinka and Equatoria tribes in the area in last november.
In 1990, Abu John was elevated by late leader Dr. John Garang to commander of SPLA and later appointed Governor of Equatoria and member of the leadership council and member of national liberation council.
The decree appoints Anthony Bol Madut as Governor of Warab state, replacing Louis Anei Madut Kondit.
This reshuffle comes one year after the appointment of Southern Sudan states governors who are appointed since 22 September 2005. Since, power struggle, corruption, disenchantment blurred euphoria and hopes.
Since June, Salva Kiir is leaving in Juba to follow closely, the function of the government and different states. Still people expect a great reshuffle in the South Sudan government.
He is facing a great challenge; many ethnic groups in the South allege that the Denka are controlling the government. The case of the Western Equatoria State is very instructive in this respect. Nevertheless, Kiir is also accused of backing corrupted people on the national level or the regional level.
