September 16, 2006 — The South Sudan Defense Force (SSDF) leadership hereby reaffirmed the oil contract Agreement with Jarch Management Group, Ltd. For all areas of south Sudan, that SSDF exercises control.

The SSDF leadership under the leadership of General Gordon has endorsed the South Sudan United Democratic Alliance (SSUDA) leadership under Professor David Chand recently elected by the Political Executive Bureau of SSUDA on 27 August 2006.

As such, the SSUDA/SSDF leadership will continue to recognize all contracts and agreements signed by the appropriate authorities of SSDF for the areas of Southern Sudan that the SSDF exercises control. As stated before, this contract can include Petroleum exploration and production agreements as well as other commodities exploration and exploitation agreement commodity and infrastructure agreement.

With the production and sharing agreements that we have signed with Jarch Management Group over the past few years, this company is set to become the largest producer of oil and gas in South Sudan. We have awarded one of the largest tracks of undeveloped land in the world to this company of 400,000 square kilometers. This company will also be heavily involved in the rebuilding of our country. JMG, Ltd. will build modern schools, hospitals, clinics and agricultural development for food security and export of the surplus to African and international markets. JMG will also construct roads for transport of goods and services for inter-state commerce.

The SSUDA/SSDF represents the voiceless majority in the South. Therefore, we fully granted to JMG for oil and other minerals exploration and development for the benefits of the population. We urge not all foreign companies that have not signed any formal agreement with the SSUDA/SSDF leadership have any right to explore our natural resources against our free will and consent. Now, we welcomed JMG only to explore our natural resources for the benefits of our people.
Friends, look at the trend in the world. The local communities are taking control of the land they live on and the commodities they produce. This is true from Nigeria and now South Sudan. The current arrangement in South Sudan predominated by one-party and one-ethnic group could to produce a civil war.

Therefore, we humbly reaffirmed and sincerely welcomed Jarch Management Group, Ltd. to work on equal footing with the locals of South Sudan!

Signed: David Chand, BA, MA, MPA, PhD, Chairman,

South Sudan United Democratic Alliance (SSUDA)
