SSUDA demands dissolution of South Sudan govt
September 24, 2006 — Since the signing of the CPA on January 9, 2005, followed by the formation of the GOSS, the SPLM has failed to govern, unite southerners, create social and economic development alternatives, protection of human rights, promoting democratization, the rule of law, transparency and accountability. The only areas that the SPLM one-party and one-ethnic led government made par excellence had been the promotion of violation of human rights, rushed unnecessary disarmament, promoting South-South inter-factional warfare and rampant “corruption” in the government.
The South Sudan United Democratic Alliance (SSUDA), which is the political wing of South Sudan Defense Force (SSDF), the largest autonomous military force in South Sudan, in order for the South to move forward, hereby demands the immediate dissolution of the one-party and one-ethnic led government in Juba to be replaced by democratic and representative government. SSUDA believes that the current government in Juba under the SPLM leadership will jeopardize the peace, unity, and our political aspirations.
SSUDA stands up for peace, unity of the people of South and the formation of a democratic government that would cater and represented by the elected representative of the people. SSUDA categorically rejected self-appointed leader, governors, commissioners by tyrannical, totalitarian, autocratic, authoritarian, sectarian, nepotism, favoritism, Machiavellian and tribal chauvinism that have been responsible for the continued South-South fragmentation, disunity and inter-factional fighting in peace time in the South.
Cognizance of the current political dilemma in the South, SSUDA peace plan of action proposes the followings:-
– Call on the international peace sponsors (the United Kingdom, the United States, Norway, Italy), including the Inter-government Authority and Development (IGAD) mediators to convene for an immediate South-South Dialogue.
– SSUDA/SSDF rejected the one-party and one-ethnic led government in Juba.
– SSUDA/SSDF call for formation of a democratic government comprised of all political forces and civil societies.
– SSUDA/SSDF warns the SPLM/A failure to cooperate on peace negotiations; SSUDA/SSDF leadership would demand the following states governorships, commissioners, including other intergovernmental agencies in Jonglei, Upper Nile, Eastern Equatoria, Western Bhar-el-Ghazel, and Northern Bhar-el- Ghazel to be appointed by SSUDA/SSDF leadership.
– SSUDA/SSDF requests the White Nile and ASCOM oil companies to evacuate voluntarily immediately. You will notice that currently the Comprehensive Peace Agreement (CPA) pays only a 2% royalty. Also, the other agreements signed by certain members of the SPLM/A call for other companies not to pay any royalties at all. JMG/SSUDA contracts are much lucrative compared to other contracts offered by other companies. Under Article 10 of JMG/SSUDA/SSDF- contract pays a 10% royalty. This royalty is specifically to be used for displaced persons and for the local community development. Additionally, JMG has also committed to build modern Hi-tech hospitals, modern Hi-tech schools, comfortable housing, universities/colleges/polytechniques that no companies offered in their contracts thus far.
– In fact, as outrageous as it sounds, one oil company (White Nile) will receive a 60% royalty after a 40% returns on investment. In other words, not only will there be no money for the people of Jonglei but also there will be no money for the people of the South. The officials of the South should really examine what a few have done to the people of the South and understand the repercussions of such a contract.
SSUDA/SSDF and Jarch Management Group (JMG) contract under Article 30 – Social Development Programmes. We have specific programs stated directly in the contract. Our programs are more than sending soccer jerseys into Juba during the World Cup and buying a building for US$350,000 (Re.: White Nile). Our social programs include the provision of roads, the drilling of water wells and water treatment plants, free medical treatment, care and include a dispensary or hospital headed by a resident medical doctor as well as agricultural development for food security and self-sufficiency and to completely reduced “dependency- syndrome” from the humanitarian relief assistance.
