Dear Philip Thon Leek, the Governor of the Jonglei State

I would like to convey my gratitude towards your hard work. I support you
very much, Governor Leek, for supporting the development process; and thank
you once more for the move that you made to build a new school in Fangak
area as well as building a hospital in ‘Waat’ Lou Nuer area. I have no doubt
in my mind that you are the right person for our state. However, Governor, I
would like to jog your memory regarding your development priorities: that
you should put together road projects that connect our states wide. For
example, the road from Bor through Waat and Akobo to Pochalla is really
needed. Road from Waat that connect Nyirol County with Ditni or Kurmayom
Payams is considered necessary too. The list blow will clarify to you how to
start good connections. I know that we have a time limitation for building
South Sudan in general because during the rainy season, we would not work.
During the dry seasons we have only four months to work. Therefore, we do
not need to wait longer to start working before rainy season have approach
to begin dampness.

– • Roads connecting: Bor, Ayod Waat, Akobo, Pibor, Pochalla.
– • Roads connecting: Waat, Kurmayom and Ditni Payams
– • Roads connecting: Bor, Juba, Uganda, Kenya all are advantageous for our
future generation.

When we connect our roads, water, and electrical power all through the
state, then that will mean we also will experience great economic growth, as
well as our financial stability. We do not need to employ people with no
enough ideas on how to set projects forward development, otherwise, these
unqualified employees are wasting a lot of your time, which you will greatly
regret in the future. You might need to start recruiting knowledgeable
people that will make your work as easy for states and counties governments’
leadership, but if you are to ignoring these strong suggestions, moreover;
that might contribute to your weakness in the future.

Let Us Come to Education Build Up

We might need to build some modern high schools and primary amenities in
Jonglei State. For example, building a high school for every county would be
very good quality. Every county should have at least one modern high school
and 3 modern primary schools built for by the state government. The good of
this Governor is that when you actually build those modern facilities, you
in fact, will be granted total of 100% of the ballot vote for your
reelection as Jonglei State Governor.

Remember, if you are not going to have a work progress in your state Mr.
Leek then Lt. President Salva Kiir Mayardit and Lt. Vice President Dr.
Machar Teny will not forgive you as other Governors have been arraigned for
corruption. You might lose your political mission just before your
reelection in 2008, for lack of getting good workers to work in your state.
The Jonglei state’s history is also waiting for you too. History will never
forgive you and will never forget your work history as well as your weakness
and your achievements. But if you going to persevere progressing as you now
are doing then there is no need for a new Governor.

Just a reminder to you, Mr. Governor, we have seen some progress in other
states such as Unity State, Upper Nile State, Equatorial States, Bhar El
Ghazal State as well as Yei city, Rumbek city, New Site city, Bentiu city,
Wau city, Nasser city just to name few. They all have some modern schools
and water facilities while our state is still looking like a crack city
without its people, especially, the Lou Nuer area.

What is the problem between (Lou Nuer; GaaWar) people with Jonglei State
Government?
Are we doing things badly which might prevent us from having that little
piece of development?

In terms of participation, we have supported the Government to the point
beyond. especially, our higher ranking officer and currently head of 2nd
Division officers in Equatoria States, Major General Mr.Peter Bol Koang have
contributed a lot in the Movement activities just like you and anyone else.

In conclusion, I have supported you Governor when you were newly nominated
by the Honorable President Kiir and I for my part was among the first
persons here in United State that said Mr. Philip Thon Leek, will be the
right person for our state. I abide that you will be actually, qualify for
the Governorship position. I am still hoping that you will do everything in
your power to make our state’s ranking go up to the top ten among Southern
Sudanese States and good luck Governor for infrastructure expansion toward
our state.

Sincerely,
