SSDF wants SPLM to negotiate with S. Sudan militias

April 30, 2007 — The Department of Foreign Relations which is responsible for implementing the (SSUDA/SSDF) ‘s foreign policy has seriously warned the Sudan People ‘s Liberation Movement (SPLM/SPLA) for rejecting the resumption of South-South dialogue. This is the last warning to (SPLM/ SPLA). The (SSUDA/SSDF) eagerly wants the South-South conflict to be solved peacefully and not through military means. The (SPLM/SPLA) wants the South-South problem to be solved militarily while it has got no manpower. Most its troops have left the (SPLA) for South Sudan Defence Force (SSDF).
A successful South-South dialogue can lead to the:
. Integration of all armed forces in Southern Sudan under new name;
. Involvement of political and all military forces in the governance of Southern Sudan and entire Sudan;
. Formation of legitimate government in the Southern Region;
. Building of infrastructure such as hospitals, schools, airports, bridges, railways, and others.
. Establishment of effective relationships with local and international orgnisations;
. Replacement of the existing tribal Government‘s constitution with the true (GOSS) constitution;
. Involvement of the marginalised clans and tribes in the governance of Southern Sudan and Sudan in general;
.Distribution of the true (GOSS) ministerial and (GOS ministerial portfolios among the political parties operating in the Southern Region;
.Distribution of (GOS)‘s foreign affairs positions among the Sudanese political parties.
.Eradication of (GOSS) corruption and apply appropriate corruption management strategies: and
. Amelioration of both (GOSS) and Central Government Departments.
The South Sudan United Democratic Alliance (SSUDA) is demanding its real positions in the Governance of Southern Sudan and entire Sudan. The so-called Comprehensive Peace Agreement (CPA) and the so-called Juba Declaration (JD) brought permanent insecurity in Southern and Sudan in general. The (CPA) signed on 9th of January 2005 in Nairobi Kenya, did not involve all political and military forces in Southern Sudan. It was one ethnic group agreement with the Government of Sudan. The (JD) totally failed to bring security because Major-General Matip was deceived and decided to join the (SPLA) along with few body guards. He was not welcomed with opened hands after his arrival in (SPLA) territory because he had been threatening the (SPLA) before the signing of (CPA). The (SPLA) authorities call him the true leader of unconfirmed group (Nyagats). The source said that Major-General Matip Nhial is very likely to defect to either Sudan Armed Force (SAF) or South Sudan Defence Force (SSDF).
The (SSUDA /SSDF) will not focus any more on the South-South peace talks because the (SPLM/SPLA) has already declared the South-South civil-war against the (SSUDA/SSDF). The Department of Foreign Affairs has given the (SPLM/SPLA) two options to choose from:
Option (1): The (SPLM /SPLA) must accept the resumption of South-South dialogue within 14 days.
Option (2): (SPLA) must withdraw its tribal forces from Juba because Juba was a part of South Sudan Defence Force (SSDF) territory. The (SPLA) militias have no right to create military bases in Central Equatoria.
Failure to meet with the deadline, the (DFA) authorities will move to the next step. The South-South conflict will not be ignored; it must be solved before the up coming election. The (SSUDA/SSDF) will not accept to keep on watching the (SPLM/SPLA) threatening the civilian population and mismanaging the public funds in Southern Sudan. The international community has donated multi- billion dollars for the developing of Southern Sudan but the (SPLM) has never tried to build a small kitchen in Southern Sudan since the formation of so-called (GOSS).
Finally, the (SPLM/SPLA) should use its common sense before it is too late. The (SSUDA/SSDF) will never give up; it will keep on struggling for its true position in governance of Sudan and South Sudan in particular. The Khartoum / Fashoda Agreement Peace Agreement signed in 1997 by two parties; the National Islamic Front (NIF) and the United Democratic Salvation Front (UDSF) is till exist. The (KPA) allows the (SSDF) armed factions to protect the civilian populations against the (SPLA) and also it allows the (SSDF) forces to disarm the (SPLA) without permission from the Government of Khartoum (GOK). The (SSDF) is the most experienced and also the most heavily armed military organisation in Southern Sudan. It has the capability to disarm the (SPLA) within seven days. The (SPLA) is one-legged, and poorly armed tribal orgnisations which has already specialised in the killing of innocent civilians, looting of civilian properties / raiding of cattle, raping of women, murdering /assassinating, and burning of civilians dwellings.
