GSLM memo for the New Road Map to the solution of Darfur crisis

Re: Memo from Greater Sudan liberation Movement for the New Road Map to the Solution of Darfur crisis.

Conscious of the weight of responsibility placed upon all the people of Darfur (Political, Military and Civil Organizations) and the international community to resolve the Darfur Crisis which currently threatens peace and international security.

And in order to exert more efforts to find the third way or alternative option to pave the way for peace, security and stability throughout the entire Region of Darfur, and in addition to the current initiatives both at the regional and international levels in order to find a genuine solution to the Darfur Crisis.

And after a consultative meeting with our Political institution abroad and inside the country, The GSLM Central Committee Leadership adopted below mentioned strategy deemed to be the basis for the third way to resolve Darfur Crisis and to genuinely address the obstacles impeding the implementation of Abuja Declaration which was signed on 05/05/2006. This strategy will involve the following:

– The GSLM proposes a new approach that calls for an internal conference on peace in Darfur with an international perspective by inviting all the political and military forces in Darfur without exception, this conference will include all the Sudanese National political parties and the government of national unity. As well as the international community represented by representatives from the five permanent members of security Council, the UN, AU, Arab League, EU, IMF, World Bank and the international non Governmental organizations.
– The first phase in resolving the Darfur Crisis will be the key opening speech outlining the fundamental issues which sparked of the crisis before embarking on the following protocols.

A- The Comprehensive Security Protocol in the region comprises 3 main areas

i. Deployment of 50,000 UN Peace Keeping Forces and mandating them to track down and arrest all those individuals who committed War crimes and crimes against Humanity and disarming all the armed Janjaweed Militias as well as
requesting the withdrawal of Sudan armed forces from the region to their official check points.

ii. Surveillance over the neighboring boarders of Darfur.

iii. Preparation for permanent Security arrangement.

iv. Declaring Darfur a “No-Fly zone area” for military planes and placing Strict check on civilian flights (Civil Aviation).

B- Power Sharing protocol:

The GSLM requests the opening of a new file on Power Sharing based on fair and equal participation for the people of Darfur and this is in the light of new proposal for the post of Prime Minister based on the constitution and not based on decree issued by the president. This arrangement will include the civil service and sovereign State portfolios by having a fair share of 20%. This should not prejudice the participation of Darfur people residing currently in different States of the Sudan such as Gazira, Gedaref, Bule Nile and Khartoum etc. in the States Government of those regions.

The constitution should stipulate clearly and unequivocally the relation between Darfur region and the Centre and should embody the following

– The three Darfur States should become one single State.
– The Region should have one elected Governor.
– The Region should have one elected Legislative Assembly.
– The Region should have Council of Elders, mandated with the resolution of tribal conflicts
-The elected Governor should have constitutional powers empowering him to sign contracts with foreign investors. legislating and regulating:
– + freedom expression,
– + Freedom of press and media,
– Investment.

The UN Security Council should establish a mandatory Darfur Recovery Fund into which all revenues from the export of Sudanese oil would be required to be paid directly by the purchasers of that oil.

C- Wealth sharing protocol:

The central Government should specify a percentage from the natural revenue /resources which should at least be 30% from the gross national product and income in order to fuel Social-economic development in Darfur region and improve the standard of living for its people.

D- IDPs and Refugees Protocol:

The State/central Government should bear the cost or foot the bill for rehabilitation resettlement, Return and repatriation of the internally displaced persons and refugees to their areas, regions and villages where they come from.

E- Darfur Darfur Dialogue Protocol:

Under the auspicious of international community, the GSLM urges Darfur dialogue for the civil population and not necessarily an intellectual forum. This dialogue should help/ assist the people of Darfur to rise above the current tribal, conflicts and to establish a modern civil society.
This dialogue should also invite both international and humanitarian organizations that promote liberal democracies human and civil rights.

F- International Covenant Protocol for Darfur crisis:

This should grantee the rights for the people of Darfur to be protected /safeguarded by an international law as well as a covenant for all ethnic groups and tribes of the region to embrace the era of reconciliation, integration and unity.
