Chad’s Deby says Sudan fails to implement reconciliation agreements

The negotiations between the Chadian Government and various rebel movements hidden away in eastern Chad which were taking place in Tripoli, Libya, have failed. The rebels asked for the formation of a new cabinet led by a rebel leader. President Idriss Deby Itno rejected the rebels’ demand, and blamed Sudan for the failure of the talks. Let us listen to Chadian President Idriss Deby Itno speaking to Jules Adjikomlan.
[Begin Deby recording] The negotiations started a month ago, but we are not making any progress simply because the Sudanese authorities are behind these rebel movements as you call them. The Sudanese authorities are preventing us from reaching a compromise to solve the crisis.
The Sudanese involvement [word indistinct] in these negotiations considerably hinders the reaching of a solution.
There was a rapprochement between Chad and Sudan. We signed an agreement on 6 February 2006 in Tripoli. We signed another agreement in Riyadh on 3 May. Chad has fulfilled its obligations since the signing of the two agreements. We are waiting for Sudanese authorities to fulfil theirs. We hope they will live up to their commitments.
We are also calling on the international community to put pressure on Sudan to keep its commitments. [end recording]

Libyan, Chadian leaders discuss Darfur

Tripoli, 23 July: The brother leader of the revolution [Al-Qadhafi], the chairman of the Community of Sahel-Saharan States, received this afternoon President Idriss Deby, president of the Republic of Chad, member of the Community Presidential Council. The president, his wife and the accompanying delegation had arrived in the Great Jamahiriyah earlier this afternoon.
In the framework of the permanent dialogue and coordination between them, the brother leader and President Deby have held a meeting that dealt with African issues and Africa’s unionist path aimed at achieving the United States of Africa.
The meeting discussed the peace efforts made to establish permanent peace and stability in Darfur Province, and stress the need to implement the Tripoli peace agreement between Sudan and Chad which the two countries signed on 8 February 2006 under the brother leader’s sponsorship. The peace talks were also meant to follow up the work of the mechanism in charge of the implementation of that agreement and ensure compliance with all its clauses.
T he meeting was held in the presence of the secretary-general for African Union Affairs in the General People’s Committee for Foreign Liaison and International Cooperation and the secretary-general of the Community of Sahel-Saharan States.
