South Sudan president delegates additional powers to his deputy

September 8, 2007 (JUBA) — The President of the Government of Southern Sudan (GoSS), Salva Kiir Mayardit, has issued a Circular to all executive government institutions in Southern Sudan in which he delegated several additional functions to his Deputy, Riek Machar Teny.

According to President Kiir, he made the decision after taking into account the recent reshuffle in the Government of Southern Sudan (GoSS) in which the Vice President was stripped of his additional portfolio as the Minister of Housing, Land and Public Utilities.

According to the 30 July circular, a copy of which was obtained by Sudan Tribune, the vice president will supervise the following:
– Southern Sudan national programmes such as Southern Sudan 5-Year Strategic Plan, Poverty Eradication Strategy and Government of Southern Sudan Annual Action Plans.
– the conduct of the population census, general elections and referenda in Southern Sudan.
– the activities and work of the Presidential Advisors.
– the JAM-MDTF programmes and projects and Sudan Donors Consortium.
– the participation and representation of the people of Southern Sudan and their government in the national commissions, independent public institutions including national public civil service, public corporations and public companies.

Also, Riek Marchar is charged to supervise and monitor:
– the implementation of the Comprehensive Peace Agreement.
– the implementation of all contracts entered into by the Government of Southern Sudan.

He has to supervise and coordinate Southern Sudan Disasters Management Strategy and Programmes.

Further, the vice-president will coordinate and supervise the activities of the GOSS Commissions and other public independent institutions.

In his circular GoSS president opened the door for “any other function that I may assign to the Vice President.”

Salva Kiir told Riek Machar that “Besides these additional functions and duties, the Vice President shall act as the President in my absence as per provisions of Article 108(a) of ICSS. I will be working closely with you in discharge of these duties. By delegating these additional functions and duties to you, I believe the performance of the Presidency will greatly improve.”

It is not clear why this circular is issued on 30 July but just disclosed last week in Juba.

In the 2 July ministerial reshuffle the president, Salva Kiir, relieved Riek Machar Teny from the Ministry of Housing, Public Land and Public Utility; since he holds no other portfolio except the position of the Vice President.

    Honourable Salva Kiir Mayardit,you have been percieved by many Sudanese as a nationalist who would take people to Canaan one day, but the most shocking delegation of most powers to your so called vice president of Southern Sudanese government-Reik Machar is a betrayal of fallen heroes and heroines, disabled, orphans and widows.

    What trust have you got in Reik that garantee any day won’t be 28/08/1991? It is paradoxical that somebody who should be serving a life sentence in prison is a vice president of GOSS!Are you sure mister president Reik Machar will not take advantage of the additional powers to fulfil his ill motives against Southern Sudanese? I would like this chance to be use carefully and objectively to relieve the agony of Southern Sudanese and marginalised citizens of Sudan. Our people have suffered a great deal and that sort of suffering should not happen again if we have a capacity to prevent it.
