Sudan’s SPLM recalls ministers from national government

October 11, 2007 (JUBA) — The Sudan People’s Liberation Movement (SPLM) on Tuesday decided to stop its participation in the national government to mark yhe failure of ots partner in peace the National Congress Party to implement a comprehensive peace deal signed in January 2005.
The SPLM Interim Political Bureau has, today October 11th 2007 withdrawn its Ministers and presidential Advisors from the Government of National Unity (GONU) in Khartoum, citing continuous violations of the CPA, deliberate delay of north-south borders demarcation, obstruction of democratic transformation, lack of initiation of national reconciliation and healing process, non-implementation of Abyei protocol, non-completion of Sudan Armed Forces (SAF) redeployment, lack of transparency in oil sector operations, inadequate funding of census process , lack of action on reshuffle list submitted by SPLM to government of national unity among others.
He said the SPLM’s 18 cabinet ministers and three presidential advisers would stay out of the central government until the north ceases “violations” of the peace deal.
“Our SPLM ministers and presidential advisers in the government of national unity will not report to work until our crisis with our partner NCP, the ruling party in Khartoum over implementation of the CPA are resolved” declared SPLM Secretary General Pagan Amum.
“As we, the SPLM, are for peace and democracy in the whole Sudan, the Interim Political Bureau has therefore setup a crisis management team comprising of seven person headed by a senior member of SPLM Interim Political Bureau, HE Governor Malik Agar of Blue Nile t state”, revealed Pagan Amum.
The communiqué read to journalists by the SPLM Secretary General, Pagan Amum, who is also the official spokesman of SPLM party says SPLM Interim Political Bureau is seriously disturbed by the actions of the National Congress Party (NCP) component in the government of national unity that contravene the Interim National Constitution (INC), especially the Bill of rights by carrying out unlawful detention of political opponents and partners alike Comrade Yien Mathiew SPLM member of Interim National Council, censorship of the press and harassment of journalists, high-handedness by the law enforcement agencies who raids SPLM headquarters in Khartoum, partisan approach by the minister of Justice in undertaking the duties entrusted to him under the constitution, expulsion of diplomats without due consultation with the SPLM and attempts to turn the independent assessment and evaluation commission into a rubberstamp.
The SPLM Interim Political Bureau strongly condemns the ill designs of the NCP to dilute the institution of the collegial presidency by encroaching on the constitutional powers of the First Vice President Lt. Gen Slava Kiir Mayardit who is also the President of the government of southern Sudan (GoSS).
The SPLM Interim Political Bureau also condemns the hostile media campaign, persistent attacks and character assassination of SPLM leaders, especially by print media of Al Intibaha, Akhir Lahza and Sudan Media Center (SMC) whose known journalists are controlled by the NCP.
Pagan Amum said the SPLM Interim Political Bureau has resolved to convene the second SPLM National Convention in the first quarter of 2008 where SPLM performance would be evaluated as a basis for charting the future.
Amum said the SPLM Interim Political Bureau assisted by the SPLM secretariat shall develop and map out the political program of the party by sectoral committees for presentation before the coming second SPLM national convention.
The SPLM Interim Political Bureau notes with deep concern the recurrent violations of human rights in Juba and other towns in southern Sudan by some unidentified criminals, and urges Goss to take the necessary measures to address this situation.
The SPLM Interim Political Bureau calls upon the Sudanese people to join the SPLM at masse to achieve democratic transformation and enhance peace-building in order to realize the vision of New Sudan.
The SPLM Interim Political Bureau is committed and obliged to contribute to the achievement of a comprehensive and durable peace in all parts of Sudan, particularly in Darfur
The SPLM spokesman Amum said the Interim Political Bureau support and hails Darfur SPLM taskforce in facilitating the unification of the Dafurian groups and firmly stands behind the SPLM initiative to help the Darfurian movements reach unification and common negotiating position in the forthcoming peace talks scheduled for October 27 this year in Libyan capital Tripoli and welcomes the urgent deployment of the hybrid AU/UN forces in Darfur.
The SPLM Interim Political Bureau also condemns the recurrent attacks on Heskanita and Mahajeriya towns and calls for investigation of these incidents and fully implementation of the Cairo Peace Agreement, Darfur Peace Agreement (DPA) and Eastern Sudan Peace Agreement
The SPLM Interim Political Bureau also reviewed the electoral bill and recommendations and commends the role of the SPLM members in the NCRC and encourages them to continue their work guided by the recommendations adopted by the SPLM Interim Political Bureau. Adding that SPLM Interim Political Bureau stands for a mixed election system that will be held in free, fair and internationally monitored at specified time as stipulated in the constitution and CPA.
SPLM spokesman Pagan Amum said SPLM leaders shall engage other Sudanese political parties and organizations on elections including other national issues.
The SPLM Interim Political Bureau meeting was held under the chairmanship of Comrade Salva Kiir Mayardit from October 4th-11th 2007 in Juba the capital of southern Sudan.
It is to be recalled that relationship between the SPLM and its political partners, the National Congress Party started to deteriorated in September when SPLM headquarters in Khartoum was raided by police who also took some vital documents from SPLM northern sector headquarters in Khartoum.

Sudan’s SPLM recalls ministers from national government
In light of the fact, SPLM made it clear to everybody that the implelmentation of the CPA was the top priorty of both partners in the government of national unity. So, after signing CPA, the SPLM comply immidiatly with the rules of law to joint the GoNU in Khartoum by moving its headqurter to Khartoum the capital of Sudan to work closely with NCP. In Khartoum where the rulling political party NCP seated, SPLM tried hard to creat a fresh climate for good partnership with NCP to implement the CPA, but NCP was thinking how to make it posible to delay what was signed in 2005 peace deal. The NCP system is completely unfaire, so it is necessary to SPLM to withraw and do what ever necessary to be done. The 18 ministrs should remain under one control with SPLM to run their own government in Sudan. That means the Arab domination to all mergnalize people is ended in Sudan.
