South Sudan arrests 15 suspects of Yambio incident

November 12, 2007 (JUBA) — Southern Sudan government has arrested the commander and fourteen soldiers from the Joint Integrated Unit (JIU) of SPLA based in Yambio where three police officers were shot early last week.

The Minister of SPLA Affairs, Dominic Dim Deng, said the JIU unit commander plus 14 soldiers suspected of involvement in Yambio incident — were three senior police commanders from greater equatorian were gun down — are now arrested and that military investigation is proceeding smoothly.

Speaking to journalists after day long quizzing by GoSS lawmakers, Minister Dim described the Yambio incident as being of shock like earthquake to the SPLA headquarters and the entire peace loving Southern Sudanese masses. He said the undisciplined JIU soldiers behaved like terrorists who deserve no single sympathy from any peace loving Sudanese.

Therefore, they in SPLA headquarters strongly denounced the disloyal JIU soldiers and his ministry is looking forward to bringing them to face military tribunal court, declared SPLA affairs minister.

The president of southern Sudan government and commander in chief of the SPLA, Salva Kiir Mayardit ordered last Friday — from Washington where he is a visit — to arrest the culprits Yambio crime and to transfer immediately the SPLA component of the JIU out of Yambio.
He further directed to replace the JIU by two companies from the SPLA Mother Units.

The Southern Sudan legislative Assembly has devoted the whole Monday to discuss the Yambio incident and the legislatures are expected to come out with recommendations and resolution tomorrow.

When asked whether he has brought the unit Commander of JIU of Yambio as requested by the southern Sudan parliament, minister of SPLA Affairs say, “I am in charge of SPLA forces therefore its not necessary to bring the unit commander to face the lawmakers. So I did try my best to answer questions raised by the legislators”.

“However, I would like to assured our masses in southern Sudan and the world at large that transformation of SPLA from guerilla movement to a conventional army is not easy.” He added.

Nevertheless, Minister Dim says SPLA headquarters together with GoSS are doing their best to reorganise, train and impose discipline in the army including the organised forces of Southern Sudan.

Minister Dim appreciated the step taken by the august house that has shown keen interest by summoning them for an explanation on Yanbio incident.

TRAINING OF THE JIU

Meanwhile the GoSS minister of legal affairs and constitutional development, Justice Michael Makuei said the security situation in southern Sudan is not deteriorating but that Southern Sudan SPLA and the organized forces need more re-training and organisation from guerrilla movement to a national disciplined army and organized forces.

He said the JIU training is not supposed to be a prerogative of the government of national unity (GONU) but of southern Sudan government. However he noted that the JIU should have been trained since 2005 and 2006. But to the present, no integration and the GONU is doing nothing apart from paying monthly salary to JIU forces, remarks justice Makuei.

The acting GoSS minister of Interior went further saying that since the CPA was signed on January 9th 2005, the component of SPLA JIU and that of SAF are still standing separately. “Where are the intergraded forces of unity that we talk about,” asked justice Makuei

However, according to Southern Sudan Legislative Assembly Speaker James Wani, the SPLA of JIU are supposed to be trained by government of national unity which, he said, up-to-date has not conducted any training while the un-integrated SPLA soldiers are to be re-trained by GoSS who also have so far done very little training.

Last Saturday when Wani delivered his speech at the funeral of late Brigadier General Micahel Sebit to tens of hundreds emotional mourners walk away in protest that Wani’s has failed to defending position of Equatorian in the SPLM/A, and some accused him of being irresponsible Equatorian leader who has for too long allow Equatorian to be slaughtered by another dominant tribe.

Responding to the demand of governor of Central Equatoria State to disarm SPLA troops and militias, the acting minister of Interior who is also the minister for legal affairs and constitutional development, Justice Makuei, said it is the policy of the government of southern Sudan to disarm all civil population including militias.

The Governor of Central Equatoria State, Clement Wani Konga reiterated his appeal for calm to all Equatorians and urges them not to revenge on any Dinka as they in the government of Southern Sudan are doing every possible effort to bring the SPLA JIU culprits to book.

It is to be recalled that MP Pascal Bandindi Uru, SPLM, who is representative of Nagero county in Western Equatoria State, requested the southern Sudan parliament to deliberate over the killing of three senior police offices by JIU soldiers.

According to statement of the representative of the Governor of Western Equatoria state that, on October 28th a body guard of the Governor of Western Equatorial State reported missing and seven day later, the body was discovered buried in a shallow grave then police decided to arrest 16 people including some JIU soldiers who are found with the vicinity where the body was discovered for normal police interrogation.

However, more than ten JIU SPLA soldiers from Yambio barrack are reported to have ambushed Yambio police station and demanded for immediate release of their colleagues in police custody. But when police on duty advised them that police investigation are yet to be completed then the case will be forwarded to the court for hearing, the JIU soldiers opened fired on police officers killing them instantly then escape while firing at random in all directions.

    Many thanks HE Major General Minister for SPLA Affairs Dominic Deng for taking such initiative to arrest such suspect who cause a great loose to the people of South Sudan.

    Nobody is above the Law and they should be treated as such for the rest to see how they were brought to the Military court.

    Bravo to SPLAs’ top leaders to take a step of Yambio crises.this shows your maturity in minds to rule south Sudan unlike ethnics’ assumed liberals found of passive than active to cause problems.
    But still much of blames on police, having arrested a JIU suspected soldeir in their cells with out either notice from JIU commander or taking him to military prison till vilonce erupted, yet not found to have killed the Governor’s body guard.
    therefore, its’ miscalculation of laws and regulations from police heads be blames to lost of dear beloved lives in Yambio simply because soldiers are not civilains but unique groups governed by its own unique laws apart from police laws,
    ,other wise fears,doubts and blames would much be on Military department if military was early informed of the arrest.much need to be done to sensitise police to aviod the same occurance in near future since similar crises happened in Bor due to police ignorance of guidlines to approach problems when happened like in Yambio.

    Good enough to hear that the suspects over Yambio tragedy are now under arrest awaiting to face military justice. Its not a pressure from anyone but its the law taking its roots. Lets all behave like people who know what is government coz neither of us stayed in a peaceful country where things are attributed to the government to act accordingly. All tend to see how far or how near the murderer or murdered only to take position……should it not be like such please, lets build a nation far from segregation and we shall prosper.Amen.

    Congratulations your Excellency the Minister of SPLA affairs Mr.a Dominic Dim Deng for making such dramatic development.Let them (the assasins)face justice so that people may know that there is a government in place . once again I would like to pour in millions of thanks to His Excellency the Governor of CES for negatively responding to what his people thought as the best solution to the Yambio tragedy.

    Hay! Mr. Santos, what are you driving at? , you seems to be fueling a deal, but what a deal?.How smart are you to give directives to the Government?. The government knows what to do and when to do it. This government will not provide amnesty to these slayers for what they have done if that is what you think.However our people especially the Police forces have to be trained fully so that they know how to approach the army if there is need This county will ever remain united in face of the current scenarios,

    Dear South Sudanese

    I believe nobody who is at his/her right mind can refute the misfortune or tragic murder of our beloved officers carried out in the city of Yambio last week! Thus, I am pretty sure that all pro-unity southern Sudanese will be extremely relieved by the news that the perpetrators of such an ugly incident have been brought to justice!

    Let everyone consider the fact that those people who lost their loved ones in that heart-rending incident are still inconsolable or heartbroken and thus they should be allowed to express their emotion in anyway without neutralisation!

    I believe it will be the duty of all Southern people including our Dinka brothers to comfort them and not to fire them back with the same emotional words as this may hurt their feelings and very badly! I am saying this because some of our people from Dinka tribe have been trying to counteract or neutralise some emotional words that were being thrown to them by some of heartbroken and provoked Equatorian brothers!

    Let us wait uncomplainingly for the justice to prevail and I hope each of us will be satisfied by punishment those will get!

    Santos Changing Identities
    The individual known online since Yambio tragedy as Santos Imatongas has now changed to Santos Lomunuki residing in the outskirts of Juba town in Monuki!

    I am a fraid with changing identities people in the form of the bloke named above will be hard to deal with because he or she isn’t humanbeing but a ghost online.

    Because of the nature of identity impersonation, this person is free to talk his/her mind against an ethnic grouping for the reason that no one will ever hold him/her accountable to his/her words because he/she doesn’t exist in Monuki, Juba.
    Therefore am urging my fellow brothers to be extra cautious in responding to imaginary contributors.

    Looking forward for the GoSS to bring a closure to recurring troubles of Yambio …

    You guys should stop rejoicing and dancing because you heard that some guys were arrested over the Yambio incident….

    Santos Lomonuki is right, we the southern sudanese find that not enough. We need answers, name and their side of the story.

    This is not the first incident in which a soldier with a gun and from dinka tribe has had problems with the law and almost all ended up fatally. Till now the public has not heard anything about it. Just to mention a few:-

    In Yei district, this guy shot dead an equatorian in a cold blood in the court room infront of the ‘Judge’. His comrades came and got him back to the baracks. Thats the end of the episode.

    In Rumbek, this driver was involved in a fatal accident. All he could do as a reasonable human being is to go to the police station..guess what?..the relatives came, stormed the police station, got the drive and shot him infront of all….Nothing happened. Hmm!!…

    In Juba, the criminal called Mr. Authur , the former finance thief, was in the hand of the law for investigation. Again relatives came and forcefully removed him outta prison..End of the case.

    The case of the hero MG Obutu Mamur, we still demand answers from just 3 people in the army. Why do they not forget their personal differences they had in the bush. Tell me its a military issue not personal one, shame!! Mr. Asued or Abiad, one against one you cant do anything to Mamur. Thats why do resort to mobilise other cowards. We are watchful…until you Stop this fishy behaviour.

    In Bor, it is reported the same case.These are just a few examples.

    Why is it hard for some guys to respect the law in this case the police. Not only equatorians who complain, even the foreigners find it hard to do biz in southern Sudan.WHY?? because of the jungle Laws.

    We will for sure hear Yambio case many more times if GOSS doesnt do something. And the next one will be too tough to handle.

    We in Greater Equatoria dont want to carry the burden.

That is what the citizen anticipated from their leaders. The nation of Southern Sudan wants you to take the immediate disciplinary action to all forces of JIU and SPLA mother – union since their behaviors are like that of terrorist. They are found drunk in their 24 hrs a day and that is the cause of their discarded killing. With that, Mr. Dim I appreciated Michael Makuei Lueth’s decision of calling for re – training of the Southern forces to adopt the nationalist behaviors. Carry out further finding of this occurrence and note that all populace are equal and no one above the law, that is why JIU unit commander was arrested. I appeal to the Equatorian people as a whole and to express my heartfelt to the families of the deceases that it is a lost to you and to the Southern Sudanese. May God give us courage?
