Malpractices in appointment exist in South Sudan

November 13, 2007 (JUBA) — Brigadier General David Manyok Barac, supervising salary payment of southern Sudan parliament told the legislators today that they have so far not found any ghost names but that there are malpractices in appointments and promotions of officials based on nepotism.

While a team paying Southern Sudan Commissions stated that those in height positions employed their relatives some of whom are not even seen but their pay are collected monthly by same senior officials.

There are 45,103 southern Sudan government employees to be screened by supervision committee comprising of SPLA senior officers and public service establishment officers from various ministries to screen manpower through pay rolls within the unit of the approved 2007 human resource power of an institution as contained in its organization structure and nominal roll.

It has also been noted that some of incompetent young graduates of 2003 are appointed directly to grade four and those who graduated in 2007 are also given grade seven respectively. Meanwhile the experience senior staffs that have no godfathers are made to become their juniors.

According to the directive from the GoSS Minister of Labour, Public, Service and Human Resource Development (MLPS&HRD), the October 2007salary supervision Committee are directed to pay salary of each ministry within a period of three days; thereafter any covered money has to be remitted to GoSS Ministry of Finance and Economic Planning after seven days meanwhile supervision committee is to present their report to the Minister of Labour, Public Service and Human Resource Development within seven days for further action.

The team leaders are; Mrs. Josephine Aken from Employee Justice Commission, Mr. Dei Tut Weang from Anti Corruption Commission, Mr. Goi Jok Yul from presidential affairs, Mrs. Joseline Appolo from Civil Service Commission and Mr. Albino Mior Aguer from Ministry of Labour, Public Service and Human Resource Development Juba.

On a separate development, the Southern Sudan Legislative Assembly (SSLA) has today resolved to refer the three days heated debate on the tragic Yambio incident to the standing specialized committee of Security and Public Order to draft the final recommendations and resolutions thereto and to report to the august house as soon as possible for final endorsement.

    Thank you Brigadier General Mr Manyok Barach, for active finding and good recommendation on how, senior officers in Government of Southern Sudan are cheating thier own citizens. It seem as if these freedom come for those with tall father,uncles and in-laws but we all suffered for it in regard of any tribalism ,Noptism and and secterianism.
    All in all your fact finding committee need to be seroius becuase the same problem is even worst at state level then GOSS. please I could request your committee to extend its mission to the vulnerable Juior staff in the tens state of GOSS.Some Driectors, start appointing their children and wivies in Government offices and which is not really allow and can be corruption.

    Truly, this has been happening since from the birth of the government of Southern Sudan with its institutional organizations and still continuing untill the Ministry of Public Services turn-up generously starting from Public Service itself screening all unfitted employee they have there, because it is responsible for appointing the recommended appointees from various GOSS Minisrties, Commisions, etc….and has the right to cancel any proposed appointment having not meeting the qualification requirements or job descriptions fro that post.

    In fact, Southern Sudan will not move a lenght of development if we don’t fight triblism and if we still hold on selfishness,or otherwise some parts in Southern States will remain undevelop due to non-representation in all level of government institutions where you find mainly this one tribe is topling everything.

    But one thing, every southerner should put in its mind is that, he/she who think that its tribe can overall others on the expense of all southerners will be eliminated later after referendom.

    We are all patience because we have not cross out from bloody enemy.

    I would like to comment on the wounderful role of Ministry of Public Service in its efforts to secure and insure the rights of southern people who struggle for 21 years for fairness, justice and equality. but these role to my best knowledge is being mis-interpreted by intoducing a confusion by un professional member in the committee who do not understanding the role and regulation in each institution. giving an example the news that appeared in media by some members of the committee I think it undermine the role of the minister who assigned the committee in order to report on thier finding. thereafter it is the role of the ministry to reveal to the public these findings because as southern Sudanese who suffered the merginlization we do not want to hide the fact from our people but we have to reveal through the right chanel. I don not know what was the criteria in the selection of the committee but for me I think it was not perfect because it should include well inform and experince people because I am sure that there are un-born children whose name are there in paysheet and more.

    Its good to hear that the common barking storm in GOSS is barking again, the issue of malpractices in appointment within GoSS is something that shouldnt be discuss much when the people talking of corruption themselves are the experts in what they termed as evil, i bet to say that the war on corruption is hard to fight espcially looking at the people serving this big offices who have taken advantage at the expense of their offices to exploit the national cake.I dont know what our people want to end this political starvation and instead revive our few resources to quence the thirst of our marginalise southerners.
    We either repent earlier before we remain a laughing stalk to the other developing countries.this can only be done when we look at the existing measures of putting right to right positions instead of using the blood to blood system.
    CORRUPTION SHOULD BE ELIMINATED FROM THE TOP….A CHILD LEARNS FROM THE DEEDS OF AN ELDERLY…LET THE YOUTH NOT LEARN THIS MISDEEDS

    My people do we also talk of representation here at this level? What do really understand by representation of ethnic/tribes in the government assignment in those existing structure. Representation comes in at the community level when needs people not even at the administrative management if a ministry assigned people to program or task.

    These are technical employees from different ministries appointed by their senior managers to carry out this important task assigned to them not community or tribal representation. This is not a parliament where we represent people at those levels.

    I can truly understand that our problem is not with Arabs it is among us seeing each other as problem. I’m very much disappointed to read this message that there is only one person from non Nilelotics tribes in the committee. Was the criterion of selection based on ethnic groups of Southern Sudan? When are we going to get matured in reasoning ability and take the concept of capability in our leadership irregardless ethnic group of tribe?

    I understand also that you people just want to write nonsense. I don’t know if you come up to lead this country, will you look at things in this manner (manner of clannish or ethnic group representation even at such levels)?

    Let’s sponge down that dogma of communities’ representation in very thing even if it does not concern them. We have political position that we need to represent communities or ethnic group but also needs competency to carry out h/er duties efficiently and effectively as expect of him/er.

    Do we need to employ people by clans or tribes? Look at those great Nations how many communities in America, Europe, Asia and Australia where we run for refugee? Don’t we enjoy their states and sustainable life they are in? You see have they are organized. Why don’t compare Southern Sudan with other developed nations’ way of life and development rather than focusing always on tribal issue? Is this how they run their politics and government if not what is wrong with us looking at things in this primitive and immature way? If those developed nations think like you think, we would have not been there as African and Sudanese in particular with our small mind.

    Let’s think far with long vision of becoming competent nation in the world.

    Dear all

    Thanks for GOSS initiatives of scrunitizing its ministerials employees but I have one question to GOSS committee and GOSS human resources ministry, how long does it take for a employee to get promoted or raised his/her steps (grade)?

    Also what does our committee mean by the word young graduates got high grade than experience colleagues, does that mean cretiria of grade made from expeience. I mean Mr. Committee member your comment to young graduate is part of corruption your task to investigate, the African way of politics should be discourage tommorow will never come to your young graduates to get experience if you don’t employee them according to their accademics achievement and not by their age approach.

    Good step double it for free south sudan without corruption.
