SPLM committed to peace but no one has monopoly of war in Sudan – Kiir

November 19, 2007 (JUBA) — The Sudan People’s Liberation Movement (SPLM) leader renewed the commitment of his party to peace reassuring that he will continue to honor the CPA and other agreements that have been signed with Khartoum government, however he added that no one has mopopoly of war in Sudan.

“I would like to assured all of you that the SPLA under my leadership will not and shall not take the people back to war again; trust me and we will not let you down”, President Salva Kiir has pledged.

Addressing huge crowds of Southern Sudanese who rallied to receive him in heroic welcome home from Juba Airport to John Garang Mausoleum, today afternoon in Juba, after ten days visit to the United States of America, President Kiir said since the signing of the CPA on January 9, 2005 Sudan has been and it is at its rising time for prosperity in the region and the world at large with it booming economy derived from oil wealth. There is now peace all over Sudan except Darfur.

President Kiir stated that their visit to USA have succeeded in rallying support of the international communities towards full implementation of the CPA especially those who were signatories’ witnesses to the CPA signing on January 9th 2005.

President Kiir reiterated that the decision of SPLM political Bureau to withdraw its participation in the government of national unity was based on analysis that National Congress Party (NCP) has no political will to implement the CPA to the letter and sprit. Otherwise, dishonoring CPA amounts to killing the innocent and suffering people of the Sudan.

MONOPOLY OF WAR

However Salva Kiir told the important crowds rallied in Juba today that the SPLM reserves the right of self-defense and warned supporters to guard against Khartoum “war-mongering.”

The NCP had wanted to kill the CPA by deliberately refusing to implement crucial provisions of the peace accords but that SPLM will not allow that to happen besides, nobody has the monopoly of war in Sudan, Kiir said.

Sudanese President Omer al-Bashir said last Saturday in Medani he refuses to implement Abyei Protocol adding that he is only committed to 1905 border demarcation with regard to the situation of the disputed oil rich area of Abyei. He further ordered the mobilisation of a paramilitary force established by Khartoum to fight the former southern Sudanese rebellion.

Nevertheless, Kiir said that Sudan Armed Forces, Sudan People’s Liberation Army and their Joint Integrated Units have to remain calm and focused on their national duty of protecting Sudan sovereignty, adding they have no role to play in the current political crisis.

Kiir wondered why his visit to USA should be regarded as a conspiracy against the Sudan in which he is the First Vice President of the country.

He reminded with concern that when some of the NCP officials in the government visited Islamic countries and were negotiation for building up of their military capability, no one raises concern on their mission.

Sudan has signed this year military cooperation accords with Iran and Pakistan. During a visit to Teheran last January Sudanese defence minister discussed weapons sales to and training for Khartoum’s military and security forces.

Salva Kiir also said that the joint six-members committee which is charged to workout details for implementation of Abyei report and other pending issues should continue and pledged to meet Bashir to finalized issues that were not settled before his travel.

However it is not clear whether Kiir will fly soon to Khartoum or will wait the final report of the panel.

He urged all Sudanese to join him in singing for peace and to denounce all forms of injustices that will take all Sudanese back to war.

Kirr said GoSS has succeeded in establishing new institutions of governance at all levels of government in southern Sudan based on provisions of the CPA. He further said “With the CPA Sudan have changed and its changing everyday for better.”

“We have now initiated the process of unification of Darfurian movements with the aim of achieving comprehensive peace in Darfur so as to bring an end to one of the Sudan greatest catastrophic war.”

“We are about to strike peace deal between the government of Uganda and the rebel LRA as part of our effort to contribute towards realization of peace in the region and we will also continue with harmonization of peace with all our neigbours,” assured Kiir.

Earlier, Kiir requested the huge crowds to stand and observe a minute silence in memory of all heroes/herons who pour their blood for southern Sudan including the three police officers who were short in Yambio incident of November 4th 2007.

The southern Sudan government president apologized to the huge congregation, that had been waiting from 9.am, for late arrival due to plane delay from Khartoum to pick them from Nairobi to Juba as scheduled. With a pleasant tone, Kiir told the crowds that it could be a deliberate act of Khartoum to frustrate the congregation for his home reception so that they dispatch but Kiir sincerely thank the congregation for their perseverance under the hot sun in Juba.

Kiir also said that, Southerners must remain with good characters and respect of the foreigners and northerners who are living in southern towns and specially in Juba. “All the northerners must remain and given the respect they deserve as citizens of this country and foreigners as supporters of peace and stability in Sudan and promoting businesses as well. Southern Sudan needs to be an economic unit for its development and regional hub of the economic given its vast resources.”

The governor of Central Equatoria State Clement Wani called for unity of all southern Sudanese especially during these trying moments where the head of state Omer Hassan al Bashir is said to have opened camps for Popular Defence Forces targeting southern Sudan. All the southern political parties have pledged their support for full implementation of the CPA to the letter and sprit.

    Embrace peace, protect CPA and promote South Sudanese commmunities unity and patriotic, nationalist. going back to the war should be the last resort if the NIF or the so call NCP doesn’t comply with the implementation of the pending CPA issues, great Mr.Kiir that is the sign of good leadership who look beyond his/her nose, the war will never affect the key element who are raging it, but the vast community, due to the economy booming in south Sudan is the root of this course that NCP try to dishonoured the CPA like the past agreements dishonoured by the ruling parties in sudan (Northern hengemony). but this time around SPLM is very mature and know how best the, as party can retain the CPA and not to go back to WAR, SPLA is forces/army for defensed of the soverienity south Sudan and sudan at large, not to kill people of Sudan, with the devilish act of the president of the Republic of Sudan, with eroded intention to conquered Abyie, will not be tolerated, but will not be solve in forceful mean of struggle, but by the diplomatic means, follow the CPA, Abyie protocol stipulation. and south Sudan will never waste time in war of words. this remind me of the says ‘ let the empty debe make noise’ and you go ahead with you plan for the bright future, if you respond to the fool, you will also become fool. the speech our president of South Sudan made in Juba airport convey to the world at large that S.sudan is mature and can not act in the way NCP and their foolish president percieved thing and believe they are brighter than we southern, Mr. Kiir please teach him on how the leader or the topman/woman should address the people.mr Bashir need to be lectures on how to frame his speeches, otherwise he should step down for you, for he is not capable of ruling Sudenese people and bring them together into one boat for take off to the promise land of CPA (Sudan). but good at causing choes.

    Bravo Mayardit,your words sound meaningfull to lead us to the promised Land of south Sudan together with Marginalized areas.You never behave like ill-minded Bashir who leant and forgot nothings in the past Histories of the World and in particular Sudan,even recent one of deceased Sadam Hussein who was hunged as a criminal in the hand of his countrymates,Bashir seems more interesting to be taught a lesson by His countrymates(SPLAs) than accepting his only CHRIST(CPA)that gave him more years in power than ever before.
    My dear beloved southerners,its’ better to be dead than to be a slave of a master who doesn’t respect your positions at his/her resident.Arabs need more works to be done( military and politically )at all levels than eyeing at one persons’words and moves(Kiir).
    The war of 1983 needs much better to be done inorder to stop with generations of 1983 rather than taking all borns of southern Sudan.

    I have been very pleased to read the statement that was given by our leader kiir because it encourage all of us to have a better hope for coming generations. I believe that he knows it is a war without end, we people of Sudan wether from north or south sudan would have to work togather to achieve vision that our brothers have fought 21 years. I understood the arabs people are thinking that they would win the war by teaching these young Africans that we southerners are against their religion, but that was not the issue we were fighting in Sudan. they now know that it was because of treat people as a second class their own nation. Therefore,Sudan will be rule by the government that is fair to all of sudanese, but not the brutal dictator.

    Dear southern Sudanese

    I am deeply troubled by the on going escalation of tension between SPLM party led by Mr Kiir and the NCP under the headship of Mr Bashir. The rip was provoked by SPLM’s partial withdrawal of its ministries from the government of national unity (GoUN)! Why I called it partial withdrawal? Well, because surprisingly we are still having Mr Kiir who should have been included in the withdrawal as he is supposed to be first person resign given to him being the leader of his party! But Mr Kiir was not included in the withdrawal for the reason I can’t explain I am afraid. Thus, can someone give me any logical explanation of why Kiir is still remaining in his position as the first vice president of Republic of Sudan while suspending the participation of his ministries in the GoNU?

    Suppose it is true that Mr Kiir still occupying the position of vice president of Sudan, then, what is the logic behind Mr Kiir’s visit to USA without authorisation or at least knowledge of the government of Sudan that is represented by Mr Kiir? Can any US official or official of any country in the world pay any official state visit without the knowledge whatsoever from his/her administration? Don’t get me wrong here by thinking that I am against Mr Kiir visit to USA or any where he wants to go pair enough but my objection simply that he should first resign from his position as the 1st vice president of Sudan and then free to go any where afterward when he becomes the Boss of himself! That is to say Mr Kiir’s visiting to Bush administration without the approval of his government (GoNU) is simply wrong! Why? Because as long as he still doing business with (representing the government of Sudan) he should put up with the roles of that government as simple as such!

    ccordingly, I would like to urge both government of Sudan and SPLM party not to lead the country to another useless civil war as no one is currently ready for that option! Thus, I would like to urge both sides to exercise wisdom and some rational judgement or thinking about the unfavourable outcomes of that unnecessary war to the innocence citizens of Sudan whom I believe need civilisation more than unnecessary and destructive wars!

    What is that leading to war?
    Are we still hunger of wars regardless of the decades we spent fighting even before the independence of our country, regardless of the miserable poverty life our people have been living? never solve problems but only cause destruction of what has already been built and unhappiness

I am not saying that Mr Kiir shouldn’t visit USA but what I am simply saying is that his visiting of Bush administration with approval of his government is wrong! Why? Because he didn’t resign i.e. he is still representing the government of Sudan thus he should put up with the roles of that government!

    Mr. A2 or Abdallah2. First of all I would like you to mention your name rather than using initials or codes which is an abuse of internet communication. secondly I would like to dispute your statement that the wars fought in Sudan are not useless but realistic and genuines because of the political and economic marginalization of the people of Southern Sudan. Thirdly, Comrade Kiir cannot resigned because the entire cabinets who were recalls, never resign from GoNU but downtool or may be you could show us resignation letters, I mean we should use factsheet rather than allegations. Fifthly, Khartoum knew the trip of Kiir because when Omer el Beshir let for Burundi and South Africa, Kiir escorted him to the airport while Beshir knew that Kiir too will be leaving for USA the following Sunday. Mr. A2 don’t you knew that Kiir has a right to travel and have a chat with his allies like what Omer El Beshir is doing? Through the CPA and couple with being the president of Southern Sudan, he has a right to travel to consult with Southern Sudan allies, like USA. Why is Kiir visit to the USA a problem to Omer el Beshir? Khartoum kept on entertaining people like the president of Iran, Hamas leaders, etc; which Southerners doesn’t like but Juba has never raised any eyebrows to Omer El Beshir? Mr Abdallah 2 please be realistic and don’t rush to judgement because Comrade Kiir haven’t done anything wrong but Omer el Beshir should be balme for his outrageous and flametory statement of mobilizing the Popular Defense Forces and the Mujahideens.

    Dear southern Sudanese

    Please I beg all of you to accept my apologies for the premature realise of this article onto the site!

    I am deeply troubled by the on going escalation of tension between SPLM party led by Mr Kiir and the NCP party under the headship of Mr Omer El Bashir the president of Sudan. The rip is believed to be aggravated by the SPLM’s partial withdrawal of its ministries from the government of national unity GoUN)! as an objection or complaint concerning the alleged CPA violation by NCP!

    Why am I calling it as the partial withdrawal? Well, simply because we are surprisingly still having Mr Kiir as the first vice president of Sudan regardless of the fact that Mr Kiir should have been included in the withdrawal as he is the head of his party (SPLM) I believe he is supposed to be first person to resign from GoNU given to him being the first man of his party! The reason behind Mr Kiir exclusion or exemption from SPLM deferral of its participation in GoNU is too hard for me to explain I am afraid! Thus, I will be very happy if someone gives me any logical explanation of why Kiir is still occupying the position of the first vice president of Republic of Sudan while he suspended the participation of his SPLM ministries in the GoNU?

    Nevertheless, I would like to urge both government of Sudan and the SPLM party to think rationally about the adverse consequences of the war that they seem to lead the country to! No for another useless civil war! Given that current aggravations between two ruling parties (SPLM and NCP) can be resolved through dialogue with mutual interest of avoiding our measurable people the destructive consequences of the war!

    I believe that no single Sudanese is currently ready to countenance the bitterness of war option that is being perpetrated or aimed by both parties! Simply because people in this country called Sudan have faded up fighting unnecessary wars! Those unnecessary war provoked by politicians are only fought with underprivileged people of Sudan should they be from Northern, Western, Eastern or Southern part of the country! They are only the ones that pay the heavy prices of such destructive wars!

    Could you (NCP and SPLM) please exercise wisdom and some rational judgement or thinking concerning the unfavourable outcomes of that unnecessary war to the innocence citizens of Sudan whom I believe need civilisation and peace of bread more urgently and desperately more than unnecessary and destructive war that you seem to push the country in to right now according to the war of words being used by both parties!

    Are we still hungry of wars regardless of the decades we spent fighting even before the independence of this country? You still need wars regardless of the miserable poverty that is being lived by our people for all these decades of wars? Have you not yet arrived into the conclusion that war can never solve any problem but can only cause destruction and backwardness in our country as we have already fought each other for almost 40 years and without any obvious victory by any side! given that we were only rescued by CPA that you are aiming to destroy now?

    Who ever think of where our country is today in the world? Is not a shame for us to be known as poor people when we are naively or irrationally fighting over billions of dollars (our oil)? is it not greedy from us to just want to obliterate one another simply because of the wealth that we are blessed with by the creator of this Land (Sudan)!

    According to me, our country is nearly one million square mile in area!!it is thus more than enough for all its sons and daughters the Sudanese people!let us stop those useless wars and start the development of our country for the sake of Sudanese generations to come! let us all say enough is enough to both Mr Bashir and Mr Kiir! let us say no going back to war in deeds and not just in words!

    Let there be a zero tolerant to any kind of discrimination or marginalisation! Why are we trying to relate our country to Arab world when our northern brothers, the sons and daughters of our African sisters and brothers, have been living in this country for hundreds of years? Who can refute the fact they are not genetically still 100% pure Arab any more given to that they have been mixing with their African Sudanese for decades! Why are we letting ourselves to be divided as Arab and Africans when there is no any logic behind that!

    As we are all sons of this beloved Sudan, therefore it is our duty not to allow any one to ruin our land and its people thus let us all reject any war we might be led into by NCP and SPLM! let all urge the NCP and SPLM to think rationally before they cause us another war which we don not want! long live our sudan Maziz wa mokaram! forward shall we go but never backward!

    Thanks to Salva Kiir for his tireless efforts to save the dying CPA and also to his vision driven from the lates Dr.John’s mission which still glow in him.This is one of the trying moments especially after the recently signed peace accord which seems to be hitting the pavement.Its not easy when you reflect where we brought this document from and this means maintaining it shouldnt cost us fear as our partners are trying to plant in us.The CPA as a national document took lives of milllions which when we are to go by it we will actually end lossing the cause, i therefore reckon on the fact that the vision of SPLM/A should not be betrayed by those few individuals who seems to have failed to understand why we took up arms in 1983.Thanks to H.E Salva Kiir for the steadfast he has shown, we acknowledge our support in that effect.The Bashir’s statement on saturday was just of a barking dog which just bark to scare but cant move to bite.
    Otherwise, all the southerners should open there eyes and see clear, this will help us prove Osman Taha’s statement that this next war will only take 21 one days.
    I therefore take this opportunity to inform those few internal enemies of SPLM/A that time has not elapsed and this means you should not forget that SPLM/A is the shield at the moment until we achieve our goal of self-determination.
    We should remain united and avoid this conflicts aimed at conflicting our common interests.

    THANKS BE TO GOD THE CREATOR OF THE UNIVERSE AND ALL ITS DIVERSE CREATIONS FOR MAKING US WHO WE REALLY ARE AS SOUTHERNERS AND FOR GOSS. MAY GOD BLESS US ALL AND OUR NATION.

    Thanks be to H.E the vp Salva Kiir, all the GOSS’ leadership council and the members of the great Revolutionary Arm struggle SPLA/M for achieving the hardcore peace deal tracks.
    Just as it took full commitments of every man, woman and young boys/children of the Southern Sudanese communities to participate in the SPLA/M liberational arm struggle against the Khartoum government, likewise will it as well be in the CPA implementation full commitment but that can,t prevent us the Southerners from collecting our homepot’s firewoods and safety device mechanism for future used installation.

    And lets not be shaken or intimidated by an sound of emptyness, now that the NCP is shouting out for “mujahidin”,no sweat at all because it sound the same as it was in the 1990s when the pain of war was truely trembling and tumbling through their strongholds till they voiced their shouts out for a Mujahidin/jihad and yet SPLA/M wasn,t as united,prepared, stabled in its own towns as it is now and yet mujahidin never terminated SPLA/M then.
    I remember the triumphant of the SPLA/M over mujahidin was great,what’s the difference now?

    Your Excellency, Mr VP,just focus on the implementation of the CPA peace accord and remember your nest if it is stably build on a steady branch incase of strong blowing wind or storm.

    This is the chance for us southerners to remain united and let the past go with the past and renew our social togetherness,union for the betterment of our hopeful new born child.
