Sudanese troops deployed in Jonglei to stop tribal fighting

December 3, 2007 (KHARTOUM) — Following deadly tribal clashes between the Murles and Dinka Bor tribes last week joint Sudanese army troops were deployed in Jonglei State to restore security and control the situation, a UN report said.

The tribal fighting started on 27 November following an attack by Murle tribesmen on Dinka Bor tribe near Padak, 200 km southeast of Malakal, the UN mission in Sudan stated.

Joint Integrated Unit and Sudan People’s Liberation Army troops were deployed on 29 November at key locations in Bor town — dominated by the Bor Dinka but increasingly home to a mix of ethnic groups — and the government has imposed a curfew from 8 o’clock pm to 7 o’clock am, local time.

According to the UNMIS, eight Dinka Bor were killed and up to 7,000 heads of cattle stolen by the Murle during their 27 November attack.

On 28 November, Dinka Bor tribesmen launched a pursuit operation to recover the stolen cattle and were ambushed by the raiders. During that day 27 people were killed including over 20 Dinka Bor tribesmen and 48 wounded.

On 29 November, Dinka Bor tribesmen launched a revenge attack against the Murle in Bor and stormed parts of the town. They forcibly entered MSF hospital and killed four patients from the Murle tribe who were brought to Bor earlier from Pibor to receive treatment.

Tribal violence has continued to plague the semi-autonomous south Sudan, which is rife with small weapons, despite a 2005 peace agreement that ended a north-south civil war in which 2 million people died and 4 million were displaced.

November violence followed tribal conflict in July in which cattle raids and revenge attacks in Jonglei state killed 56.

MSF said it had been treating 23 people brought in overnight with injuries sustained in clashes between tribes.

Other casualties include a national staff member from MSF. Some UN staff members reported that their homes were broken into and looted. The MSF compound, vehicles and equipment were damaged.

    Just deploying the troops and not punishing the criminals is nothing but giving them a license for raiding the disarmed communities in the next few days.

    Leaving Murle armed and not returning the raided cattle is also a reward to them.

    Those who came up with the plan to disarm the BOR and LOU communities and left Murle armed have aided an indirect war against these two communities knowingly.

    Now the GoSS has failed to disarm Murle. We the endangered BOR community have no choice but to go in and reclaim all our stolen cattle and children. When? you don’t need to know. Just whenever we feel like it…..

    We don’t want to hear Murle supporters or the GoSS including other severely retarded pseudo human right activists in Sudan blaming us for the looming disaster because we did not start it.

    Murle wants to all we have, i.e. cattle and children. And before that happens, they will loose all they have in PIBOR before they take all we have in BOR.

    Good job Mr. Ator, CPA came after SPLA and Sudan government greed to forget the past and resume reconciliation, SO People of Jongolei should follow the same path, because if you pick revenge to be the best option, mind you, we will not see the end of it forever.

    regarding criminals,Yes criminals from both side should face law, those Murle who took Bor cows and children plus those notorious Bor who sell kids and slaughtered innocent lives in Bor hospital must all face tough juridictions.but if you call the arrest from one side, you will not get one my good friend

    better persue peace,but for you to remain simmering an attack against Murle, body, I advice you to forget it and let the past go,good also to mind that, Murle will still be of 1980s, Murle of Nov. 27 2007 and will remain Murle forever and ever. Please brother, I love Bor people and I love Murle too,that is why I want to find better solution that don’t cost us both hefty prices, squeeze that in your tiny tribalistic brain.

    Get also this, the nuclear or atomic bombs fired by American during world war two to Japan and vietnam did not finish all Japanese or Vietnamese not even our smallest flies called mosquitoes, so if you think Bor will wipe Murle out as some of your thinkless people think, it won’t happen, may be all of us will exticnt from this planet, read and think it ten times before you sleep.Because all of us don’t want that to happen, let forget about November, reconcile and pray for peace instead of calling death from its niche to come to our own people. war is not like looted dollars in Juba nor is it smilar with what we can write in Australia or Arizona USA.

    first of all I can say enough is enough for the civilian who safer servierly by the massive civil war for the expenses of others. Dinka Bor and Nuer Lou where not got those cattles by chance but for their goodhearted to keep the movement a live for two decade without giving up. the murele must returned back all properties they looted, including children and cattle. if not Ismail Konyi must be brought to justic and must be executed for allow this massive raid of murele community to other part of jonglei state. we are not in a state of barbaric era where people roam like animals in which looting, killing and raiding other host societies were routine. this community must be discipled for misbehaving during the peace time.

    the Goss is not pay attention to the the insecurity in the state is because these people are no longer useful because what they have been stood for have been achieved.
    what is the function of those who work in the federal (GoNU) and Goss those of Makuei Lueth, Maker Thiong, Kuol Manyang etc why you work for the Government when our people are being threaten in present of you come on. I don’t mean that you should order murele to be kill but know what is behind the sense. we should not allow our civilian to be in a state of terror where the CPA is suppose to preveal.

    Too little too late

    The recent deployment of Sudanese troops in Jonglei State is a just a negative political gesture to show that authorities are willing to address the problem of insecurity in Jonglei State. Since the signing of CPA the murle attack on their neighbours has increased. Both GOSS and GONU have heard of this indiscriminate killings and abduction of children. They decided to keep silence on the issue and made no attempt to address the problem. Instead the GOSS gave order for disarment of Dinka and Nuer in Jonglei and murle were left with their arms. On the other hand the GONU which is dominated by NIF continued to supply arms to their allies (murle) in Jonglei State. This is what I call GOSS and NCP conspricy against the people of Jonglei State.

    The recent deployment of troops confirm this conspiracy. The troops consist of elements of the SAF snd SPLA which are part of the conspiracy. The troops are deployed without any clear mandate to bring criminals to account. They are deployed among peace loving communities in Bor who had never initiate any attack on their neighbours. The murle are free and are distributing their looted herds of cattles and they might be organizing to come back. The Dinka in Bor have been dispossessed of their wealths and they are mourning their members who have been killed and children who have been abducted.

    The SAF members in the deployment will continue to share intelligence with their allied murle’s militias and as a result the murle will be more accurate in their next attack.

    In the recent speech of the sudanese president, he had ordered his Popular Defence Forces to return to their camps for training. The murle’s militias are the committed members of PDF under Ismail Konye. One of the training camp is now in pibor and that is why there is increase of insecurity in Jonglei. It is a matter of time and NCP militias in the south will strike in the southern capital Juba.

    My message to the affected communities in Jonglei is that, your governments lack political will to address the problem and they might be in one way or another part of the problem. There is no political initiative to disarm murle’s militias and some elements within the SAF are continueing to arm them. There is no options left for you but to unite to defend yourselves against these NCP proxy militias.

    Again i am saddened by the death of many more Sudanese. The fact that people boast and encourage one side over another saddens me even more. There is a long standing struggle between Murles and Dinka Bor tribes, this i concluded (thats not new in sudan). Recent events only emphasized this, while the rest of the world is trying to resolve a bigger possibility of war. When will people start to see that deadly tribal clash’s is what keeps sudan retarted and behind. Be it within the south, west, east or even north. The fact is, that we dont see each other as sudanese; part of a general ethnic group. We insist on divisions of clans, tribes and religions. Yes, there has always been competition for scarce rescourses in the past and struggle for survival. But also times of peace, co-survival and mutual existance. The future looks bleak, if we continue to see others as race, tribe, clan or religion. Its not just a north-south divide we could be facing but within them many, many differenes. We have to look at the greater picture. For all of sudan to work its these traditional trible divides that must be addressed. when a crime is commited, then it should be a modern, civil and lawful manner that culprit should be brought to justice. It is the duty of our leaders north or south to finaly stand for justice, peace and equality for our people.

    Those people that mentioned the Nuer Lou. How are they involved in all this, please dont drag other people into this if you have no proof. It’s also easy to blame all your problems on the NIF one way or another. If it is a crime thats been commited, no one has the right to take the law into thier own hands. Be a man and stand for what is right, not taking sides because of prejudices.

    With the UNMIS report is not quiet clear,for the all detail of what had happened here in Jonglei state on 27 October there was a raiding where by 7 people were killed and four wound and murle took abuot 6000 cattle from Baidit (Kakoto cattle camp) leaving behind calves. The next raiding was from Akobo on 27 of November followed by Baidit Raiding again that was on 28 of November in which 27 civillian were killed and 37 wounded and took half of the cattle camp. the murle militia that are making raiding nows aday are well equipped and trained also moving with Thuraya phone and radios for their communications.
    With the above there was no deployment of the troops in the area. What we need to do is to tell fact to the people as this raiding of cattle from Jonglei state mainly in Bor happened on 28 November but not on 27. Also the evindent to let you know these is, if you go to Bor Hospital you can get wounded people from Akobo and Bor. When you talk of deployment of the troop, now in Padak (Baidit) where this two incident happened you can not even see one soldier from the Government in the area.

    The deployment of forces in Jonglei state has been long over due after several failed attempts to deploy them to protect the disarmed communities from the Murle harasements. As at now, nobody is even sure these forces may be called back to their base in the same way they were called back in 2006 after disarming the Nuers and the Dinka early in 2006, leaving the Murle and their NIF supported militia in possession of their armaments. Possibly there might have been some influence of local politics as many are still speculating.

    What is the rationale of disarming some citizens and leaving their immediate armed neighbours to be let loose to molest,terorised and do all sorts of destruction to lives and properties of people who have become venerable without any means to protect themslves and properties. This is inhuman and against human rights. Those who planed to disarm the Lou Nuer and the Dinka stand to be blame for the human castrophy expereinced now by these communities. You can not hold the hands of one of your sons and leave the other to inflict deadly blows to the other son and still call yourself a father of both of them.

    Who does not know the dynamics of the historical relations between these semi-nomadic tribes – a relation dominated by intermittent raidings and counter raidings depending on the power balance that prevail at any particular time. When the power balance between these tribes was purposely tilted by disarming the other groups and allowing the others to hold arms, the Murle found an oppotunity to take advantage of the Dinka and the Nuer who have found it impossible to protect their lives ande properties. This unfortionate scenario shouldn’t have occure if all the Jonglei tribes were disarmed at the same time.

    Whatever motive prompted the swift disamament of the Nuer and the Dinka of Jonglei immediately after the attainment of the CPA, will remain a big question mark by the majority of Jonglei. The unfortionate scenario is that the threats posed by the Murle militia will not only affect Jonglei State alone, but it will spill over to other regions of the South as the anti CPA are possibly backing them.

    The Murle should therefore be disarmed in the same manner others have been disarmed. In saying this ,I am not advocating for a large military compaign against the entire Murle as a community on which to inflict collective punishment. The pockets of the notorios militias have to be isolated There were ten of thousand of them supported by Khartoum regime during the war. They were under the overall command of Ismail Konyi who is the Presnt peace Advisor in the GoSS. Did he bring all these militias with him to be absorbed in SPLA? Are not the majority of them who are now causing havoc in Jonglei? Is he not still their commander? If he is not, The the commanders of these militias may be residing in Khartoum and may be carrying out subersive activities in colaboration with anti CPA elemaents in Khatoum. all these facts should be investigated
    But the Murle have to be restrained and made to share the feelings and expectations of the Southern communities vis-a- vis the peace time. They should not isolate themselves from the Southern communities and remain to behave in the sme way they behaved during the war time. This is not acceptable. The communities in Jonglei need to enjoy peace and tranquility after they had lost it for more than a decate; they want to build their homes ; they want to accumulate wealth in decent and honest ways .They do not want anybody to disturb them and remind the again of the bad old days.

    Thew Murle intellectual have a big role to play in influencing their communities. They should abandon to think and behave the same way their un educated communities take things. They should preach among their people the message of peaceful co-existance among communities.They should preach the message of the CPA which I think many Murle are yet to understand.They should be made to understand the CPA and what refrendum of 2011 means.Infact, a great deal of political mobilization have to be conducted in within the Murle Communities in order to understand what CPA mean to them

    Both the government of south Sudan and Khartoum had fed up with Bor tricks of starting problems and later on twisting stories just at the aiming of rallying government troops to exterminate others, what is wrong with Bor ? Bor are iust like house wife who usualy don’t get satisfied with money or clothes husband buy her though in thousands. It is all known that Bor can not hold friends because they can not foget the past. Nuer, Murle and Anyuak do fight each other but still these three commmunity can retain some kind of relationship, you can find Nuer and Murle or Anyuak eat or drink together without reminding themselves of what might have happened years ago, Bor in contrary, can not greet somebody from Murle or Nuer without mentioning the past.usually, ohoo you are from Murle, you people took our cows 1982, ohoo you Nuer has killed a lot of our people in 1991, when will all these going to be forgotten ?

    Whom do Bor have as their best friend ? Even Murle who used to be their best friends in 1960s and 70s now become fierce enemy again, they ruined friendship they had with Murle by bringing kids, sell them and lastly report them as stolen children, Murle have to be arrested, jail and pay heavy fines, child got be returned and the cows has no where to be found. Bor trick even the poor subclan of Dinka ALyab by buying cows with fake playing cards as money.

    Bor insult anybody in the country, they term great people of Bhar El Ghazel as FM – foolish majority, Nuer as disorganized tribe, people of Equotoria as half human being and Murle as theives, now whom are they going to respect ? only themselves.
    Bor also lie a lot regarding Murle disarment,
    The government of southern sudan, central government and UNIMIS all knows Murle has also given their guns,(Disarmed)already everybody include president Kiir witness this in person. So the Bor slogan of Murle is not disarm, Murle is not disarm, is just part of their in born complains and no one can take that away from them, it is part of their culture. If Bor don’t have guns as result of disarmment, where did they find the guns they used in killing admitted client in the hospital ? where did they find all those guns they used for killing four people they ambushed near Jabor two weeks ago ? where did they get the guns they used on Nov.28 near Murle terrotory ?

    stop joke, stop lies, the world is not made for just Bor to live in alone.

    Calling Murle theives don’t move me at all,because the worst theif in the world is the one who steal his own neirghbour’s child and took it to the next tribe for sell before reporting it to the government, and that is definitely Bor charater.
    What is different from somebody who steal money and the one who steal cows ? I beleive cow is money and money is a cow, that means, BOr stealing money from the GOSS = Murle steal cows from Bor. what do you want others in southern sudan to do when you took all jobs, money from the government guys,all we can do, is to get our share when you don’t want to give it faithfully.

    One thing about you also is that, you claim to be so smart, you hate everybody when it come to jobs, money and you want to united people behind you when it comes to the point of facing the consequences of your own crimes, that will not work, everybody now knows how world work and what does it means to be a human being.

    Now hurry up and start respecting others for others to respect you.

    Let me also mind you something before I conclude, some of you are waging war against Murle, but you need to think first twice, those who want to act as ring leaders must be warned because these are the people who think Murle can be destroyed for them to go and accumulate all a lot of cows, they are not people who want peace to prevail in the region, but let me remind them that, Murle have never accepted to fight with Bor before, But the barbaric killing of their members in hospital beds had given every Murle wake up call, and since we don’t have somebody to give us support like what you get from Nyandeng and others, yet Murle are now started talking to their sacred rivers, witch doctors forge their spears and seriously waiting for you. if you want, leave Nuer and govrment of south sudan alone and come us you Bor with all you get and give it a try.

    We have been begging for peace though our people have been slaughtered and most of you sing about war, now we have accepted it, it is not first time Murle died in the hands of Bor, Garang killed 12000 Murle in 1988 and 89, took thousands of Murle cows to Ethiopia to feed his red army from his village and yet we still survive with the help of God.

    Now choose whatever your entire people of Bor want, peace, we want peace, if you choose war, we are ready.

    And I am not going to answer your articles again because I am tired of seeing My tribe being insulted while trying to convince you to come for peace everyday.

    Mr. Manyok,I did not want to answer any article at all, but I think if you might have followed my writings, I have been trying to be very friendly as I could though I lost people from my tribe as you also do, as result, the replies I am getting from people like Ator are very disturbing,all are curses, insult and thread of further fighting, it seem as I have foreseen those who will die if we go to war as all will be from my tribe, Ator don’t remember that we are calling death for our own brothers, Zecaria, I love Bor people very much, I don’t wish them something bad, I also I have a lot of people from Bor whom I respect from all my heart though I don’t want to mention their names, that is right,anyway when are we going to stop fighting each other and stay like brothers ?

    People like Ator need to think good, this is big problem that both sides need to observe it very carefully, I don’t proctect Murle who committed crimes but in reality we don’t know who went their and who did’t go to Bor,similarly we don’t know those who killed those innocent civilians in hhospital beds, so the question is why don’t we come together and creat faith among ourselves so that every tribe has to go ahead and fight its own criminals, because I am sure we can not come to peace if we cann’t forget the past and come to the negotiation table.

    Why don’t we learn American spirit of feeding their own enemies as in case of Irag and people in Afganistan.

    So don’t take me wrong I love peace and I don’t want to cause problem to Bor from other tribes, instead, I am trying to advice you to come back to the line, today is not yesterday and tomorow will not be today, I hope you can think and find out what I meant, Yes you may not get my point because we are not in good terms right now.

    Please talk to your people to come for peace and refrain from frequently mentioning about war,war all the time.
