Newly appointed Jonglei Governor sworn in

December 17, 2007 (JUBA) — The newly appointed, Kuol Manyang Juk, was sworn in as a Governor of Jonglei State before the First Vice-President of the Republic and President of the Government of Southern Sudan, Salva Kiir Mayardit.

The former governor, Brig. Gen. Philip Thon Leek, was relieved from his duties last week over accusations that he was unable to curb cattle raiders and children abduction in the region.

Khartoum press reported last week that the speaker of Jonglei State parliament requested the president of southern Sudan government to remove Philip Thon from his position because he failed to take draconian measures to control lawlessness and banditry actions and accuses the whole Murles of being sources of troubles in the state.

The Kuol Manyang Juk who is a native of Bor, was the federal minister of roads and transport.

Bor County is comprised of five court centers, also known as Payams. These are Jalle, Baidit, Makuac, Anyidi and Kolnyang. A court center, or Payam, is a collection of four to five villages put under one court and one leadership at the civil level.

The county covers a landmass of 6,890 square miles with a population of over 180,000 people, according to the central government’s statistics of the late 1980’s.

    BRAVO ! BRAVO! your Excellency Salva Kiir Mayardit for your progressive strategies geared at ensuring stability in all Southern Sudan states.The deteriorating security of jonglei had posted many concerns among its citizens specially at this time where every state in Southern Sudan is enjoyng prosperous dawn of peace.If the Government of Southern Sudan did really appoint HON Lt general Kuol Manyang Juuk to be tne new jonglei governor,then thing will definitely turn swiftly from security,schools(teachers problems),Mading town surveying or mapping and infrastructure to a realization of multiple successful achievements.He is a man who sealed his reputation as the king of possibilities and has never failed to restore order.

    So what implications does the appointment have? considering the ministerial post he held in the Government of National unity to the post of Governor. To me this is a drastic drop and his good name might be drag through the mud on tribal line when he executes his powers and mandate.This likely hood of misinterpretation on tribal lines is a great hindrance and might damage his acclaimed reputation hence the appointment to me is “one way traffic of fortune” to Jonglei but a degradation of reputation in regard to the seniority he is accorded nationally.

    It is basically true that his excellency the president Salva Kiir Mayardit had gauged all the possibilities to find the right cream of service ,but the chances of these misinterpretation are rampant.This issue might have hindered the former incumbent Governor from executing his powers for a fear of being misinterpreted.Nobody can deny the successful achievements associated with the Governor Philip Thon Leek as a man who have served with his best distinctions.His rein of being in charge of Jonglei have left footprints and living evidents of marvelous successes.

    The description of Kuol Manyang and i quote “Many people describe him as a short tempered person whose temper can lead him to apply brutality when things are not going well” as the author put is too harsh.Many people knows that he was not bias as many political opponent may think but he was driven by positive visions and successes.This is a natural character that is embedded in the “principle of fearless, win more” that every leader possessed for i know that nobody ,not even you can condone unsuccessful persons.If i was given a chance to say or make suggestion of “what is next?” ,then i would say Mr.Philip Thon should slip in as the deputy of Kuol Manyang for the collaboration between these two men will be great and likely to be marked with distinction successes.

    Every Bor citizens have many expectations from the new governor ranging from the condition of our roads,insecurity,over crowding in Bor town,Teachers and school problems,health issues,quick mapping and surveying of Bor town,tribal raiding,and equitable distribution of scholarships to our students.

    McCain Middy once said,”in as much as you don’t quit,there is always a change” we the citizens of the Jonglei state welcomed Kuol Manyang as the new governor.we belief and trust his enormous potential for further growth and we are happy to welcome him to be the part of the expected change in Jonglei state.

    Absolute pleasure! absolute pleasure! I am hereby expressing out the statement, “well done” to His excellency, the president of the government of Southern Sudan, Lt. Gen. Salva Mayardit, the GOSS Legislative Assembly and the State Parliament of Jonglei for decisive measure taken against Thon Leek, the former Governor of Jonglei.

    It was not at all a right time nor was it a right battle for Bor to loose such number at a time. Therefore, we need a man who is patriotic, keeps eyes on his people all day and night and development minded like Honourable Kuol Manyang Juuk.

    Truely, out of two million died during the civil war, Bor has got approximately two-third as number of matyrs. However, we have been fighting for self determination and I don’t understand what the hell Murle is fighting for against us.

    We as the community of Pibor are highly welcome the new governor Mr. Kuol Manyang to the governorship.Though Mr. Kuol is known for his previous brutality, hot temper,ruthlessness and partiality, yet majority of the people still percieve and put slime trust on him as a person with leadership experient who may come with different jacket.

    Actually,we don’t want to rush to the things,as english man says, we don’t want to judge the book according to the cover,We know Many people from Bor community are now dressing their faces with wide smile by beleiving that, Mr. Kuol Manyang will mediately get enough troops from the GOSS to deter other tribes.It is also cystal clear that,Bor coommunity don’t love a leader who bring fairness to all, but to whoever have powers to get enough troops for Murle massacres and false forced disamament against others,but that decision will be worst disaster loophole for Bor community and entire region if is not dropped.

    In our contrary trail, We expect Mr. Kuol Manyang to deploy malgamized police force in tribal borders, to check raiding problems, initiate intertribal workshops, talk to Bor community to stop harrasing non-Bor in the town, build roads, hospitals & schools not only in Bor but across the state and begin touring every county to meet with chiefs Of Nuer, Murle and Anyuak communities and convine them to control their young raiders.

    Mr. Kuol also should completely avoid Thon Leek’s naive, weak and dirty policies of actiing like Jongolei journalist by reporting false accussations to fake NGOs in Australia and America.Kuol must know, People of Jongolei are tired of wars and killings among themselves, we need to enjoy peace like any other states,therefore we need a leader who is not like Philip Thon whose his best job in the office was to pick up his little caculator and multiply simple mathematics like 45*10 to sume 450 and report it mediately as the number of the children stolen by Murle last two years, without advance knowledge of knowing when, where how these children were stolen.

    Kuol should treat every citizen of Jongolei in the same way as his own tribe for him to bring common understanding among communities, and for him to retain his dignity of leadership, we also want to send him fresh messege that,we need honesty, murle of today are not Murle of 40 years ago who were easily decieved and cheated. By dishonouring these, we fear,he should be the only governor to serve the shortest term in Jongolei history.

    It is really amazing to hear that Gen Kuol Manyang was appointed the Governor of Jonglei State.
    we all the Sons and daughters of Jonglei are honestly welcoming the decision made by His Excellency the President Gen Salva Kiir Mayardit.
    he is really solve the issue of crimes and cricises that have existed for long time in the state.
    although he made a decision after a long time ululation of the women and children in the state but still not too late.
    This is the primary of objectives of the SPLM to create and established the New Sudan of diversity,unity,accountability,Democrcy,equality,Progress and modernisation and to give equal right to all its citizens that have inhibitant the country.
    so there is no need to leave others community subjected to wars and crimes while others are enjoying the dawn of peace that was brought by the partcipation of all people.
    although we are missing our representation in the goverment indirectly,we need Kuol Manyang to come start a rapid changes in the state so that we also realised the development of living in harmony.
    We want to assure the GoSS that the shuold not stop moving forwards leaving the disarmment of Millitias that want to undermine the realisation of peace in the state.
    We need equall development as Jonglei have really backwards compare to others states,this should be job number one for new governor to see into it that there is peace and development.
    and can i assure all our citizens of Jonglei not to leave any dogs untie as we don’t want any community to raide or stealing any single child or when missing.
    once again i want to thank the president for his tireless for realisation of peace in all part of the country.
    Welcome Kuol and make change as we expected.
    Our expectation for the new governor is to create peace and reconsilation in the whole part of the State and bring the people together as one person and one community.

    Dear citizens of Jonglei,

    I view the move taken by president Kiir to be just and fine when cattle wrestling and child abduction are going to stop. I wish that could happen, and if it is going to fail, I do not think whom should you mount the blame on him because Kuol Manyang is the last resort that you can seek.

    Many thanks to Philip Thon Leek, your virtues are really fruitful and you should be honored be it what. Do not take this challenge as a blow to your leadership. It is not your failure at all, conflict beween Bor and Murle has been there for many years. If people were to blame, Kuol Manyang also has to be blamed because he was one a governor of Upper Nile. Many leaders saved in that position and all failed bring the problem to end. If people to be accounted for the deterrioting of insecurity in Jonglei Bor Native, or whatever they are called, should not distant themselves from the course. Mr. Philip Thon, you are a deplomate, educated person who can solve problem in systematice manner. You success can not be forgotten and people just taken the fighting between Bor and Murle to be a breach to leadership. As far as I am concern you have chieved the greatest, you have levelled the bridge between Nuer and Bor Which to me, those who say bravo to Kuol Manyang should forget to say bravo to Philip Thon Leek too, because the tribal clashes between Nuer and Bor were known to be more dangerous compare that of Murle.

    Otherwise Kuol, Saves the interest of your people but take care, do not abuse your powers like before. The reigns of human right are near may be possible for you to face the crime against humanity which I think Philip Thon did not want to commit.

    Allowed me to express out my special thank and congratulation to His Excellency the President of GoSS, chairman of the SPLM AND C-in-C of the SPLA Gen Salva Kiir Mayardit on his recent appointment of HON Gen Kuol Manyang Juuk as Governor of Jonglei State.
    this is absolutely a good move to unresolved cricis and insecurity that existing in the State for long time.
    Mr President where were you all these time with this unopposed appointment of the Governor Kuoldit Manyang Juuk,aman of peace,freedom,equality,democrcy,progress,integrity and modernisation,right man in the right place.
    We hope with this Joyful changes the State will be witnessing a rapid peace and stability for the first time.
    Although we are missing our represntation in the goverment indirectely,and with this ongoing instabilities we better missed and have stable community in peace rather then being in the higher position and your own state is subjected to wars and killing of innocent people whom this peace belong to them.
    It is not only the instability but there was no development realised since the signing of the peace in the year 2005.
    People of Jonglei are still in the darkness of wars in term of development that other states are sang about,we have not really realised the Peace.this should be the job number one for the new governor to availed the peace and rapid development in the state such as delivery of social services to all counties.
    We know that the outgoing governor has done his part with alot of complaints and cries,so we don’t want the new governor to work the same but to create opportunities for all scitizens in the state.
    During the appointment of two senior citizen of Warrap and lake states to Governorship,it was seen by all that the delivered changes to their states,these are Gen Awet Akot and Gen Bol Madut,we want Kuol Manyang to do the same.
    therefore,we all the sons and daughters of Jonglei here welcoming the new governor with open arms saying Baba jaa(father came)
    our expectation from new governor is to create and establish peace and stablilty for all citizens of Jonglei regardless thier tribes or religion.
    And our message to President Kiir is that,he shuold not stop moving forward as we need these supported millitias by the known enemies of peace that create fear and insecurity in the state to be disarmed immediately.
    secondly,availed the resources to New Governor so that he will launched the people of Jonglei to the promise land of the new Sudan of diversity,accountability,equality,unity,democrcy and development.

    What a beautiful gift for Christmas that has dawn us in Jonglei State. H.E Kuol Manyang Juk has all the qualities of a leader and I am confident that he will deliver as expected of him. People called him a man of actions and development minded. I personnally appreciated the new appointment offered by H.E the First Vice President of the Republic of the Sudan and the President of GOVERNMENT of Southern Sudan, 1st Lt. Gen. Salva Kiir Mayardit. And I convey my sincere thanks to former Governor of the state, Brig. Gen. Philip Thon Leek for the achievements he has reached so far.

    Your Excellency, Hon. Kuol Manyang, on behalf of the people of Khorfulus County welcome you and congretulate you for the new job. You have so many challenges you will face among the challenges include:

    1. The internal crisis among the Khorfulus County citizens. People of Paweny, Luac, Rut and Thoi must be brought to table and settle their political motivated crisis on the name of the County.

    2. The issue of raiding and abduction of the children between the Murlee and Dinka Bor Communities.

    3. Insecurity caused by any other minor cases need to be brought to settlment.

    4. The work done by one man – practiced by the some County Commissioners should be looked at if we are to realise development in the decentralised Counties. This type of Government need participation by all stakeholders.

    5. Marking finally the official counties of the state will prevent the creation of new counties in which perhaps a county may be made up of atleast 5000 people which could be of a Payam.

    To mention the few Your Excellency, the above are the ongoing cases that in one way or the other will prevent the state to progress in development.

    Dear brothers and Sisters, Peter Bior Deng and myself would like to request all of us to join hands together to support the new Governor and through our cooperation and support he will adequately offer all that you expect of him.

    Dear Enemies of peace and peace lovers, I can take this golden privilage to appreciated VP and president of Goss Lt. General Salva Kiir descion and Lt. general Kuol manyang Juuk both for had working for implementation of the CPA.

    My follow country men who commend on the Website sudantribune sometime need to make a mature commend to aviod a personal attack base on our leaders past experiences because the war is not yet over and we should not talk like in paradise!!. in addition, I don’t blame some of people here since there are illegitimate, sabotage, and whistle blowers who speak without thinking well thier thouhgts in to consideration to the public domain.

    I think Jonglei state will be born again to ride with the rest of the southern sudanese. Our H.E Lt Gen. Kuol manyang juuk has qualities of leadership eventhough an engineerer by professional. he has Emotional intelligence which people describing him a brutal, mean, and temper but this quality prove him beyond the reasonable doubt that he can manage anything concerning the public affairs in his present. he is a charismatic leader by nature that why he influences his follwers to acheive the objectives as everyone knows in the movement.

    we in exile need to bridge the gap between our home and abroad to aviod conflict among ethnicity. some people are advocating the ideology that will harm our reputation we in disapora (spelling). I don’t know if it is the education we can imported to southern sudan to build our new promise land.

    My gratitude goes to the new governer to work with his absolute powers since we are still at war with the enemies of peace in all direction.

    Great Move, to appoint His. Excellency .Kuol Manyang to assume the position of Jonglei State as Governor,
    I fully recognized it as positive way to ease the mounting insecurity from terrorizing the Citizen of Jonglei State. Being Minister of Road and Transport also was good but not the best for the Jonglei, Hon.Kuol had not been demote but to restore rule and Laws, the State was Lawless and killing was random as if peace was sign for opening of robbers and murders.

    I U urge Hon.Kuol to deals with respect and apply the same principle of Civil Governing ideology, disarmed the Militias still holding illegal guns in Jonglei State,
    Fill in Areas- strong holds of Militias –places such Pibor and Ajagar, Mach Abol and Gumurok, Okalo Boma and Pochalla, Ayod and Akobo with Military Police to restore security.
    This mean all capable and retire Army personnel MUST rejoin the Disarmament and Demobilizations process as a it require kin and tactic team on Arms to pave the way forward for the Citizen of Jonglei state to enjoy Peace and prosperity.
    Bring those guys behind the killings and lootings to face the Law either by Fire squad or Life sentence in jail no safe heaven on Earth will harbors Terrorist at all.

    However, His Excellency President .LT SALVA Kiir had and objective to be achieve by Hon.Kuol Manyang in short time in Jonglei State, Further More Hon.Kuol had potential and skills in leading anywhere in Sudan, for those who think negatively should adjust their Views.
    Jonglei State need strong and curiously Leader to demonstrate positive impact on Civilian and separate Army, Militias with Looters from mugging life
    Secondly Review the status of all Counties Commissioners and their aspiration on Development, performances, achievement, strength, change those idle and corrupt Commissioners versus Election or People nomination-people desire.
    Keep the Peace Up and wishes for Success in Jonglei. Those that had enjoy reckoning and exploiting State resources should first be handle account and persecute and Terminated as well as Bor Commissioner should first be removed and replaced with People choice leader- Give civilian chance to exercise theirs lack.

    Therefore there is saying – You should prepare your own house be denouncing Faults.Hon.Kuol should first put Jonglei in an order.

    The Valuables of the Governor Wen Manyang de Juuk!

    The former Minister of Roads and Transports of the Sudan, who was elected by President of the GOSS, Salva Kiir Mayardit, and Vice-President of Public of Sudan is a real “key-stone” in will of Southerners. It isn’t only Bor or people of Jong-Kulei State, who like a welcoming Mr. Kuol Manyang in a new position. It is whole Southerners at large in way to devoid such tragic death happened in a short period of time in Bor. His appointment, as a Governor in Jonglei State, is acknowledged by President’s, and cabinet as a “right person at the time, and in right angle.” He wasn’t found playing a chase likely others, who were found playing a chase.

    The appointment of Mr. Kuol Manyang de Juk is a delightful as a Governor for his own people. The chronic death in Bor and insecurity on all roads in South-Sudan will dispenses, as likely (Murle militias). Mr. Philip Thon Leek Deng will deserve to work on other part of Government of South-Sudan or within a state. There are so many rooms looking for workers in South-Sudan. Mr. Philip Thon will pit in another position to do another job in our country as whole.

    On behalf, of General Kuol Manyang de Juk is a “key element” of our country as whole. Mr. Kuol Manyang de Juk he is a great element, who played a big role than, whoever proclaims in South-Sudan, who played a big role in liberation of the SPLA/M. He is an accountable among the (Heroes in our Movement in South-Sudan).

    Well, as historical goes to Mr. Kuol Manyang de Juk, who was a Former Minister of road and export/import in the whole Sudan at large? He is a son of Bor, who was born by blood shield, and elected, as a Minister in “GONU” in two years ago to implement protocols of the South. And he did!

    Besides, that Mr. Kuol Manyang, who is a Higher Commander of the SPLA/M, since 1983 up to now he is a great defender. He was a first visionary leader to order Commanders of the SPLA/M on Dec/1987 to lets the “Red-Armies” of the Sudan to flew to exile for studying. In for tells, Mr. Kuol was recited a power and order two commanders of the SPLA/M, one was so-called Mr. Ayuen Mabior, and one was so-so-called Mawut Woui. Those who were led minors toward Eastern Sudan, until Ethiopia on Dec/1987 for education… The first journey of the Boys was begun in “Great Jonglei- Bor and Great Bhar-EL-Ghazel in 1986- 1987.” It was terrible journey was caused by the government militia raided Southern-Sudan villages, killed the adults and capturing the girls. It was terrified young boys; many flew outside of the village tending cattle, fled at the sight turned as a violent during the war in Sudan.

    Mr. Kuol Manyang de Juk is remained in the history of the Sudan, who retied a good job like rest of the commanders of the New-Sudan. His visional of mobilizing Young Red Armies of the Sudan, was turned against him that time. But as far as a thing goes more than 95% Citizens of Bor, and the whole South-Sudan at large press Honoree; Kuol Manyang de Juk, in his long term visional to expose the seeds of the South-Sudan to flew to exile so-called “victims of war/Red-Armies.”

    So, Kuol have a long vision like some of other leaders in Sudan, as a great fighter for freedom of will in Sudan. Now, it is about 95% in his Home Town Mading de Bor, who welcomes him in South-Sudan in way to protect them. Bor will not be same again, as according to late Dr. Garang de Mabior, who is a vision…of the Sudan and Man who devoted his in war for all…….. (So, the golden plate brought by Late Dr. Garang de Mabior needed to be share by all……..in Sudan).

    If you would have taken a cup of tea, and give yourself a minute to read all the replies concerning this article before you load me with gallons of blames and criticisms, you would have come up with fair arguement.

    In all honesty of the world, what or how do you want me to answer people like Mr.David M. Kuol who has no any single cell of shame in his sculp, who named all towns in Murle, Nuer and Anyuak as the areas infested by Militias in which according to him,SPLA soldier together with both retired and youth probably from Bor community has to join hands for the disarmament of the people in the areas he named ?

    How can I answer him Mr.chol ?
    Look, people are taking their eyes from the ball, for me the, disarmemnet is not the main cause of the problem in Jongolei, Yet I don’t rule out that guns in the hands of civilians aggravate situation on the ground among those given communities. According to me, Key issue is the peaceful co-existance of Jongolei people together as brothers and sisters without grudges. Instead,all of us need to work hard to overcome the growing hatred among our communities,not rushing very much to the disarment as the best solution to the existing problems.

    Let all of us stop a minute and pick up some examples from Kenya and Uganda, these countries, specially Kenya which has never gone to war,got a lot of people own guns, also in United states, canada or Australia, people have guns, and people still live peacefully with exception of few criminals who are driven by drugs.

    In this regard, one can conclude that, 90 % of the problem in Jonglolei are contributed by us who are pretending to be educated in english or arabic, but with tribalism as our primary norm, each and everyone of us regadless of whatever education and position he/she has tend to lean towards his own tribe in strong defend, this is not going to take us an inch till we recognize the truth about wrongs and rights of any community without interference of tribal lines into our objectives.

    So Mr. Chol, please try to read all replies and see how our intellectuals want things to be taken against other tribes before you spell or assert your opinion.

    Lastly,I had desparately failed to understand the reason as to why Mr.David Kuol forget to include some counties within Bor where guns blame for recent killings in Bortown come from, yet I when will government come to Bor and collect those murder weapons.
