South Sudan army, Misseriya tribe renew clashes

December 29, 2007 (KHARTOUM) – Clashes have erupted again between the cattle-herding Misseriya and the Sudan People’s Liberation Army (SPLA) today with important number of causalities.

SPLA and nomadic Misseriya tribe on Saturday confirmed reports about renewed fighting in South Kordofan and Northern Bahr Al-Ghazal. However, the Sudan People’s Liberation Movement accused their northern partner of attacking them for the second time in a week in clashes which claimed many victims in the volatile north-south border region.

SPLM Member of Parliament for the area, Garang Jiel Akwar, told Reuters that the attack on Saturday killed 28 civilians, adding the SPLA had engaged the militias supported by local elements of the army to protect the citizens.

“There was a massing of militias…and Sudanese armed forces and they attacked (civilian) areas in Bahr el-Ghazal,” he said.

Sudan Armed Forces denied any role and said they did not have details of the clashes, which they said was between the SPLA and the nomadic Misseriya tribe.

A Misseriya leader, Abdel Jalil Reefa, told Reuters tens of thousands of SPLA troops had attacked them, killing up to 27 people and injuring 13. He said they had killed around 90 SPLA soldiers.

“The situation is very dangerous … and we are calling for everyone to go to… a reconciliation conference,” he added.

Clashes earlier this week in the remote area between the Misseriya and the SPLA also killed dozens.

Following the first clashes, the First Vice President, Salva Kiir Mayardit, directed to stop military escalation in the area and ordered the SPLA to exert self restraint in order to ensure the security situation there.

Also the federal ministry of Interior regretted in a statement issued yesterday the fighting reminding that the constitution guarantees the freedom of circulation for all the citizens in the different parts of the country and no one has the right to prevent or arrest people.”

The statement also underscored that arms are prohibited and only authorized people have the right to hold it.

The cattle-herding Misseriya were among nomadic tribes armed by various northern governments during the civil war to help the war effort in south Sudan. Many were not disarmed after the peace deal.

A 2005 peace deal ended Africa’s longest civil war in Sudan’s south but the road of peace has been rocky with both sides accusing the other of violations and slow implementation of the accord which enshrines democratic transformation, power and wealth-sharing and a southern vote on independence by 2011.

Misseriya and leader, Abdel Jalil Reefa, them called for a reconciliation conference,” is a good move.
but remember that you have to own- up all the human right violation you done in and across dinka land.
second to it, you can’t called for reconciliation while still victimizing civilians in bar – el – ghazal.
Misseriya must disarm emmediately, eitherwise dinkas across bar- el-ghal must arm themselces for their own protection. we can’t be on the mercy of this murders even apparently during the so called ‘peace time. sadig el mahdi and leaders from notherners who started this militias have to tell el basher to disarm them.

it sad that dinka civilians are still being kill, while the goss charged for their protection is not doing much to provent coninuose loss of life.
if goss can’t provide security, then we will resort to ourselve for our survival.
-all monyjeng this time, must not let history repeat itself at hand of Misseriya tribe.
if they don’t want peacefull co-existant,let bethem be prepared for what they want.

What SPLA need are some Helicopters to patrol the border between the South and the North. This Misseriya militia back up by SAF has been coming to the South with illegle weapons, killing they Southeners civilian. It’s time people to end these killing of our people by northerners. The GOSS need to act now, by selecting high School graduated from Kenya and Uganda Southerners with a grades of B- or better and send them to fight school. After academy selection the need vision check, health check, and physical fittness test. This physical fittness test is going to 2miles run of which each student must ran 12minutes 30seconds.

New Sudan Vision learns that there is an imminent attack on Abyei and Warawar in Northern Bhar El Ghazal planned by Misseriya tribesmen
    12/30/2007
By: The New Sudan Vision (NSV), http://www.newsudanvision.com
Dec. 30, 07 (Mugled NSV) – Hundreds of thousands of Misseriya Arab are reported to be heading towards northern Bahr el Ghazal to fight SPLA army. “We have lived in this area for centuries, how can we leave it for the Dinka to take our land?” asked one elderly Baggara volunteer from Babanusa. The Missiriya leaders who met recently in Khartoum with SPLM Secretary General, Pagan Amum which led Salva Kiir to issue orders to leave free passage for Misseriya herders are conducting meetings to mobilize their sons to fight the south. There is general fear for South Sudanese IDPs in Babanusa and Mugled for imminent massacre, a repeat of 1964 and 1987. “We are asking protection for our IDPs in Babanusa now,“ said one chief from IDP camp along railway lines. “There is no one to rescue them, anything may happen,” added another.
For more than a week, Misseriya youths and elders have been gathering from Mugled, Babanusa, Meiram, Legawa, Abuzabad and parts of Darfur. It is revealed to NSV that yesterday Misseriya went throughout Babanusa and Mugled markets collecting money and food for volunteers going to attack Abyei and Warawar. “They now have more than 4, 000 horses with men mounting them in Sitep,” confirmed a source to New Sudan Vision. Around Grinti where last week’s clashes with the SPLM took place, it is reported that about 100 Baggara lost their lives. “The wounded are being evacuated to Mugled, El –Obeid and Higlig.”
In a separate development leading to the situation, Missseriya tribesmen whose sons joined the SPLA are said to have gone to Col. Hassan Hamid to persuade his forces to join their cause against the “Dinka.” Yesterday when they failed to convince him, the Misseriya marched to Kharsana to provoke SPLA detachment stationed there.
Sources in Mugled reported to NSV that NCP led government is pouring millions of pounds to Misseriya to go and destroy Abyei by force because implementation of Abyei’s Protocol is being seen by some Misseriya as a threat to their livelihood.
The Misseriya who took part in north-south conflict were not disarmed after CPA. They still keep their guns and constantly use them for violent purposes against the Nuba and Dinka and their immediate neighbours. Currently, the Misseriya are reportedly being equipped militarily by SAF stationed in Meiram.
NSV is in contact with the rising development in the area except the SPLA battalion attached to JIU in Abyei who could not be reached for confirmation.

    Dear Fellow Brothers;
the conflict over the grazing land had been a serious issues for both sides,Dinka and Baggara for decades, due to the racial polices in the central government, and the lack of patriotic wisdom among Bahr-Elgazal State governers, ruined what had been established by the late Sultan;Deng Majok and Chief Sr.Babo Nimer.
There’s nothing new, just the conflict today is running by certain people in the leadership of NCP and SPLM as well,in order to divert the motive of brotherly coexistence between the two rival,to support their personal agenda. It’s the nature of herding that adopted by the two sides ,the Baggara moves their cattles south towards the Toug and River Joor in the period of the dry season and the the Jeng “Dinka” moves northwards the rains flooding their grazing lands, towards the Baggara areas of grazing.Everything was organized peacefully and in a manner of friendship, up to the level of intermarriages between the two tribes.etc..
So calm down fellow brothers, and give the peace a chance to prevail, and those who are suffering from mental inferior complex, benefiting from igniting this fire, they will be burnt by it.How come do they forget those who sacrificed their lives to achieve the noble goal of freedom and equal rights by ratifying the CPA.It’s so disappointing to read an article by someone who doesn’t appreciate the sacrifices of these two tribes and their contribution to SPLA’s struggle to provide us with the privilege of the CPA.Lets not be hatredly-blinded, and better seek asolid solution for this devastating clashes.
We should rather acknowledge the fact that, between us”Southerners-Northerners” there are many who are marketing such conflicts, because they aren’t able to convince the ordinary citizens by their political capability, they just manipulating the masses by these old fashion tribalistic thesis. So don’t let betray our late Hero Dr.John Garang by allowing our blood brothers to destroy our precious peace,or those narrow-minded writters to manipulate us.
lets stand firm to heal the wounds and extend the efforts to raconsile and cease the bloodshed in our beloved country.
