Subject: Annexation of Unity State’s Ruweng territory
To Abyei (Southern Kordofan) and
Compensation of Ruweng Casualties
The Ruweng Community in the Diaspora are very grateful to all the above mentioned CPA partnerships for their support to the Sudan peace. We also thanked the Sudanese parties, particularly the Sudan people Liberation Movement (SPLM) and the National Congress Party for their commitment, vigilant and willingness for the implementation of the CPA. The Ruweng Community would appreciate both SPLM and NCP to save lives in Darfur. The peace and stability in all parts of the Sudan would mark a new Sudan independent, because Sudan has been at war since we got an independent from British. The SPLM and the NCP are the parties chosen by God to bring peace and stability in our Country. Therefore, the people of Darfur who are facing massacre are part of the comprehensive peace, and they should not be left out.
Annexation of the Ruweng Territories to Abyei (Southern kordofan)
The Ruweng people have been facing an interminable suffering since the oil was discovered in Western Upper Nile State. The devastation of Southern Sudan territory bordering with the North was started from Western Upper Nile (in the Ruweng territory particularly Biemnom and Panrieng in 1981). The Ruweng is Community alerting the above mentioned CPA partnership which excluded the Southern Sudanese in Western Upper Nile’s Ruweng Community in Naivasha peace talk. The marginalization of the Ruweng Community in the CPA resulted in annexation of the Ruweng territory to Abyei (Southern Kordofan). The Ruweng will not and must not accept to restore the disputes of these territory to be claim by the Ruweng next generation. The Ruweng has experienced from 1947 agreement and annexation of Abyei to North in 1905, which becomes a major problem in the CPA implementation. Therefore, the Ruweng Community wants to alert the GOSS and all the CPA partnerships that, the current Abyei border disputes caused by reluctant of the Ngok Dinka Chief Deng Majok to joined the South in 1905. The Ngok Dinka’s Chief Deng majok was advised by the two Ruweng Chiefs, Miyar Bilkuei and Kuot Aujak to bring Abyei to the South but he did not accept the Ruweng Chiefs’s ideas. Therefore, Panrieng and Biemnom withdrew from Southern Kordofan to Upper Nile in 1926 and Abyei remained in the North. Abyei borders disputes have now, becomes the main obstacle for the CPA implementation because, if Abyei accepted the Ruweng Chiefs advice to withdraw from north in 1905, there would be no Abyei boundary disputes today. It seems that we, the Southern Sudanese did not learn from the past mistake. The long civil war which cost two million lives was caused by 1947 agreement between the British and the Southern Sudanese Chiefs. The South would have not fought the long civil war if the Southern Sudanese Chiefs accepted the British’s ideas to separate the south from north in 1947. Therefore, the annexation of the Western Upper Nile’s Ruweng territory to Southern Kordofan seems to be the third alarm which may cause the future war between the south and north.
The Ruweng Community is still loyal and optimistic to the CPA despite of our alienated by both SPLM and NCP in the CPA. All the Communities which have borders with the north were well represented by their politicians through SPLM support during Naivasha peace talks, and the Ruweng people who were the victims of civil war on oilfield were marginalized during the CPA. We have been facing an interminable suffering since the oil was discovered in Western Upper Nile State. The devastation of Southern Territory bordering with the north was started in Western Upper Nile’s Ruweng Territory, particularly Biemnom and Panrieng. The Ruweng have been resisting the Arabs invasion since 1981 in Ngol areas of Aliny (Hegilig), Paruudeng, Dakjur, Manajonga and Abangwuot. The Arabs were gradually started to depopulate the Ruweng people in their Territory until 1983. The exploration of oil in the Eastern and Western Ruweng intensified Arab’s operation against the Ruweng people in northern part of the Unity State, and escalated to Southern Unity State in 1985.
Compensation of the Ruweng people
Ruweng has been under consecutive attacks since the oil was discovered in Unity State’s Ruweng territory. The NIF Government started massacring the Ruweng people on oilfield since 1980s, that killing, forced Ruweng people to evacuated the northern Ruweng territory and the Arab started changing the original names of the Ruweng cities such as Abangwuot, Mijakyiith (Karasana), Aliny (Hegilig), Paruudeng, Dakjur, Manajonga, Nyongrial (Tor) and wanth Danluel (Manga). The Arab’s Government under the former president Jaafer Mahamed Nimeri was the first Khartoum Government which started to depopulate the Ruweng people in their western, northern and eastern territory in 1980s onward. The Ruweng faced serious causalities on oilfield, for instance, Biemnom and Panrieng tragedy of 1981, many Chiefs were beheaded and thousands were slaughtered. More than seventy five percents of the Ruweng citizens have been killed; slaughtered, beheaded and over 3000 children have been abducted. The NIF regime intensified the operations against the Western Upper Nile’s Ruweng innocent civilians on the name of oil. Over 2.5billion heads of cattle, flock of sheep, and Goats have been taken away, and villages have been burned by the Government of Jaafer Nimeri, Suardaaf, Saadiq Al Mahadi and the current NIF Government of Omar Al Bashir. The Ruweng people were facing the deteriorating situation during the coup of the NIF regime in 1989 until the signing of the Comprehensive Peace Agreement in 2005.The NIF Government used the offensive attacks to depopulate the Ruweng people around the oilfield by using artilleries tanks, war planes such as gunship, Antonov and chemical weapons. As a result of the above mentioned casualties, the Ruweng Communities are demanding the Hospitals, Clinics, Boarding Schools, Roads and water projects to serve the remnant Orphans who lost their mothers and fathers. The big Hospitals will be built in the four Counties’ Headquarters and Clinics will be built across all Payams.
Additions to these, the Western Upper Nile Governor, Taban Deng is reluctant to address the issues of annexation of the Unity State’s Ruweng territory to Abyei (southern Kordofan) and citizens around the oilfield are not consider for manual jobs.
UNMIS
The Ruweng Community is alerting the United Nation Mission in Sudan to allow only the UNMIS in Western Upper’s Ruweng territory and stop sending the UNMIS forces from Abyei (southern Kordofan) to patrol the Western Upper Nile’s oil territory of Abangwuot, Aliny (Hegilig) The Ruweng resolution allows UNMIS in western upper Nile to patrol the Unity State’s oil areas and immediate withdrawal of the Sudan army forces in Unity State’s Ruweng territory because the entire oil territory is not part of Abyei (Southern Kordofan). The Ruweng Community is demanding the GoNU, GOSS and all the CPA partnerships to implement the Comprehensive Peace Agreement and respect the January 1, 1956 border.
Conclusion
The Ruweng Communities are vigorously alerting Abyei Boundary Commission, USA, UK, IGAD, GoNU, GOSS and all the CPA partnerships not to support that Abyei (Southern Kordofan) is flooding on the Ruweng’s oil rich of Aliny (Hegilig), Abangwuot, Mijakyiith (Karasana) and Dakjur (Unity State) because it will cause the problem between the two Communities.
The Ruweng Communities are demanding the implementation of their compensation to build Hospitals, Boarding schools, Roads and water projects in all Ruweng cities to save the lives of our Orphans, please refer to the CPA articles six to eight which supposed to be implemented from January 9 to February 9, 2005 by GoNU and GoSS.
The Ruweng Community is appealing to all the members of International Community to protect the Comprehensive Peace Agreement as it will facilitate the peace in Darfur which the world called it as genocide.
