South Sudan Vice President warns communities to disarm

February 9, 2008 (JUBA) – Addressing a public rally on Friday in Terekeka County headquarters in Central Equatoria state, the Vice President of the Government of Southern Sudan and Vice Chairman of the Southern Sudan Security Committee, Dr. Riek Machar Teny, re-iterated his government’s policy to disarm the civil population so that law enforcement organs take effective charge to maintain security in Southern Sudan.

Machar urged the Mundari community of Terekeka County to voluntarily handover their guns to the relevant authorities in the state, or else the SPLA forces may be asked to take the guns.

He explained that the proliferation of light weapons in the hands of unauthorized population is the source of insecurity in the communities. He pleaded to the Mundari community to reconcile and live peacefully with the other neighbouring communities to the north-east such as Dinka Aliab, Dinka Bor and Murle and to maintain good relations with Bari and Moro neighboring communities to the south-western part of the community.

Machar further explained that the recent increasing conflicts, accusations and counter-accusations between the Mundari, Dinka Bor and Murle over killings, cattle-raiding and abduction of children have been encouraged by the fact that these three communities have not yet been disarmed. He said the gun culture, unlike the culture of traditional spears and bows, has increased chances to fight and result in unbelievable deaths among communities.

The GOSS Vice President said the Dinka Bor and Murle communities are also to be disarmed soon. He said a full brigade of the Sudan People’s Liberation Army (SPLA) has already been deployed in the Murle areas to monitor the success of the disarmament process. “If the Murle do not voluntarily disarm, the SPLA is there to take their arms,” he warned.

“Without peace and security, development would not be realized in Southern Sudan because no body would want to invest in an insecure environment,” he pointed out.

He also urged the Mundari community to engage in cattle and fish trade between Juba and Terekeka. “Most of the meat and fish we consume in Juba come from Uganda while the Mundari have plenty of both here,” he wondered, and encouraged the Mundari community to benefit from Juba trade and urbanize development in Terekeka and Tali Counties.

He re-iterated the GOSS commitment to assist the Central Equatoria state government to construct all-weather roads to connect the two Mundari Counties to Juba and to other neighbouring states in this 2008’s Fiscal Year budget.

    Mr Machar your acting far in my view,all over SS Mundari are the only people to be considered as cattle riders nor the hug number of guns are in Mundari,you have forgotten that you are in same ones position but for the fact that as we can see its not bad lets beleive to live as SS,dont attempt to appoint Mundari as your centre for guns in SS why dont you begin from upper Nile before Equatoria,Equatorian has a friendly heart to people but yet they are considered as lower class in SS just as i can see logically,how many guns have you collected from Upper Nile nor same where else ?,Which clan was attacked by Mundari recent to show that they have own a hug number of guns,be clear and organised where to begin and ends as there is not proper foundation if you begin from middle its bad to put or pointing your finger on same one,its good to collect guns because we knew that people especially nomads are causing alot of problems (braveness) among themselves due to their weapons but Mundari are not the only nomads in SS,even the case of cattle riding btn Mundari and Bor was for same times ago not recently,please be reasonable and organise dont throw your words as a fisherman throwing his hook into the water,play the de real policy.

    I think Riek has an idea of insecurity in Jonglei state. If he is not behind the insecurity caused by Murle, why does he talk of voluntary disarment in Murle land. Does he think that Murle will hand over their guns to the SPLA. Never thinks like that and murle will never hand over their guns in such a manner. Each Murle man has equivalent to five guns. What about if each one of them hands over 1 or 2 guns, in this regard SPLA will think that they have disarmed the whole murle which will not be the case. Let me remind Mr. Riek that he will still hear cattle raiding and child abduction in Jonglei state if voluntary disarment is going to be endorsed by Riek.
    I want Murle to be disarmed by force whether they like or not, they must pay the price of causing insecurity in Jonglei State.

    Brothers and sisters whoever and wherever its a good idea of collecting guns from local people i agree halfway,but how comes that Mundari in the middle of SS especially Equatoria were selected to be as an example with serious action aganist them in this concern about guns in SS,as Loth said its truth same people in his own State even nor other States are holding 5+ guns including heavy weapons and all from this 5-6 guns one is only register as legally by Goss.And why does Mr Machar open his eyes on Mundari instead of beginning from side to side as builders does in their jobs.If he is reasonable in his dreams,but i disapprove that he had play coward principle in this matter.

    If so i beleive SPLA will not achieve to collect the whole weapons from Local people.Mr Machar you are right about this disarm,i agree,but your system of collection is 100% wrong in my fundamental belief.

    Best SS my question is to Riek Machar why do you want to disarm people of southern Sudan if the CPA is not fully implemented and we still don’t have a country and for show is just the matter of time before we see fighting break out between us and our well known devils Mundukuru, first DORDER SECOND FULL INDEPENDENT after that disarmament can be justified

    Disarmament is good,

    Disarmamement process started since 2006 in certain communities. The Lou Nuer were disarmed in 2006; using both voluntary and forced disarmament.

    Upper Nile state communities were also disarmed. Unity state communities disarmed. Also, Governor Daniel Awet Akot did very well in disarming communities in Lakes state, etc.

    So the disarmament process does not start in Mundari community. It is an ongoing process, but with some considerations to target communities that engage actively in fighting each other. The recent conflicts between Dinka Bor, Mundari and Murle have forced the GOSS to concentrate on these communities and treat their disarmament as a matter that needs some urgency.

    you are looking for trouble mr machar. do not think that, because, your are in the government, your voice is going to be heard, by the way you are addressing your commands. and remember that, not all southern sudan citizens are armies to accept the way you are addressing them(using force).

    how can you disarm all people good or bad before problems are not solve between south and north? Keep in mind that the arab can attack us any time again, knowing that all the villagers are disarmed.

    by the way, are the mundari are the only tribe in s.s. has cattles, thus, you are complaining about buying cattles from uganda????????? why didn’t you asked your tribe to sell theirs first????? what a fox!!!!!!!!!!

    Hey guys, please be responsible when you present your opinion. What on the earth could you not understand the simple logic of getting the guns out of wrong hands. Mr. Logic and his colleague Victoria are all wrong. What don’t you understand in his speech. He explicitly said that south Sudanese must be disarm. Did he say only Mundaris should be disarm. Where did you want him to deliver that speech. I believe disarmament took place first in Bor, the Nuer of Jonglei plus Upper Nile.Though disarmament was not 100% in those places, at least the number of guns must have been reduce to less than 30%. All need to be disarm and it has to start anywhere. I think SPLA were smart to start disarmament with Dinkas and Nuers. They really knew that equatorians are full of complain and would simply complain if the disarmament is started with them. Guns in equatoria are more dangerous than any other guns in the country, because they are used to kill innocent people on the roads. Guns in Murle, Nuer and Dinka have been primarily used for raiding cattles but many have lost their lives along equatorial roads because of illegal guns. All must disarm as he said. I think guns control in Jonglei state will be 90% successful but not sure of equatoria.

Let’s be posting constructve criticisms that can shape and transform this country into its desired political, social and economic destiny. I stopped posting my views for a priod of good months, because I found it out to be really “boys’ Website”. Let’s wear the attire of academic integrity.     Well, GOSS is going to collect the reasonable amount of guns in Murle, Bor, and other communities, but, I want you to go and collect some of the guns in Murle which the government could not locate by yourself, don’t drink your wind in the west and try to deposite your vomit on our computer screens here, Murle are not going anywhere, please go ahead and disarm them with your father, don’t just lie around here’

    Well Mr Riek i beleive you are telling de truth as our people in SS are riding cattle and killing themselves due to such weapons in the hands of local people,But i want to make its clear that as Mr Logic is concerning in his view dont nonimate a single tribe as a centre for weapons or riders in SS,its good if you can say general as all SS people will have to hand their weapons to Goss under security and peacefull solution,also make sure that those who are holding more than 2,3,4,+ guns should be indentify out to avoid further cases and issues,and you people dont attempt to create tribalism decent about killing nor complain in this matter lets make it social and reasonable to our views as its our responsbility to bring the blind ones to common sense,So brothers and sisters dont nominate Equatoria,Upper Nile nor Bar el Gazel as bad and so on its only equality and respect in our home SS.good and bad need correction in confidential beliefs

    I can’t see why Riek machar is talking about Dinka to be disarm than talking about his way to court. this man need to be trail because of 1991 genocide in Bor. Dinka Bor should come up to claim their right in the court so that this evil man to be should be trail and answer the 1991 atrocities. he now busy working with LRA while people are being killed in kejikoje by LRA. what kind of leader is he. whatkind of peace do we have with LRA, while they are kiling our people. We needs to see Reik being trail in the ICC. 17000 people should just goes as if they are chicken.

    In 1991 He went marry EMMA so that can supported him to carryout the 1991 genocide, now he is busy the trying to workhard to marry other white lady so that he can carryout another genocide in southern sudan. we needs him to answer the question of 1991 genocide, and Taban Deng question.
