SPLA and South Sudan police clash in Upper Nile

February 13, 2008 (KHARTOUM) – Southern Sudan army and southern Sudan police clashed in Khorflus village in Upper Nile State, the UN mission reported on Wednesday.

Fighting between the Sudan People’s Liberation Army (SPLA) and Southern Sudan Police Service (SSPS) was reported in the village of Khorflus (28 kilometres south of Malakal) on 11 February.

The UN news bulletin didn’t give further details on the causes of the incident. How ever it said that the situation remains tense, and the total number of the people killed still unconfirmed. UNMIS has provided medical treatment to the wounded and is assisting with restoration of peace to the area.

UNMIS Sector Commander Col. Anil Singh Rathore arrived in Khorflus on 12 February to consult with the local Commissioner, political leaders and area villagers. Today, he is meeting with the SPLA and SSPS.

The UN also reported that a SPLM senior member visiting Tonj (96 kilometres south of Wau) on 12 February for a political campaign was arrested by a Tonj police officer (also a senior SPLM member) and severely beaten in detention.

Due to the nature of his injuries, the victim was evacuated from Wau to Khartoum by air.

    Let the Army in Southern Sudan know what they are doing. These people have turned to be the terorists of their own people. They repeatedly killed policemen in many areas in Southern Sudan and yet nothing have been done to them so that they can know what they are doing.

    There is an idealogy in Sudanese minds that the Army is importance than the police and that what make them behave that way. That is totally wrong, let the Army of today not forgetting that we didn’t have an organised policemen during the war, which mean the current policemen where the members of the Army (SPLA) during the war. They should not be treated like coward, they are also heroes and yet they are back there in the community to maintain law and order which is the paramount.

    The Army should remain in the Barrack waiting for the potential war while getting their salaries, but not to terorised the community. Let the Yambio drama not repeat itself.

    Army should only be seen in the uniforms in the Barrack, but when coming to the neigbourhood, they should remain as mere civilians.

    Oyai, we trust you, do alot of work on that issue and let our policemen do the work with the communities.

    Sorry! It is so distrubing to hear all the time that SPLA which is the National Militery of the New Sudan have clashed with the police of the same Nation. To my analysis, these offensive are not faults of SPLA personnel nor faults for the police. But what I have realizes is lack of militery engineering talent from all level of the New Sudan militery leaders of SPLA. The militery leaders should always be aware of the militery rivalry with police, it is just like rivalry the two children that are following each other have. The children that following each other always fight, play together and still love themselves as brothers or sisters. But, in case of militery and police, it is not like that because they are not relative, but they are patroitise who commmited themselves to work for their Nation in different ways and caution should be consider by the militery leaders to provent rivalry among militery personnel and the police. To do this the militery leaders should always be concern about spacing of the militery from civilians and design the rules that should handle casese that could involved civilian and the soldier. what I mean by spacing is that the militery locations should be tens of miles away from residential areas, and civilian police should deal with civil crimes with out involvement of the militery. A soldier who is entering in the civilian residental area should leave behind his weapon and if he commit crime in residents area, the civilian police should handcup him and immediatly hand him over to FBI or CIA who will repaired him to militery police where he should be question in a militery prison and not in civilian prison. Why? because a soldier is a trians personnel by law of the Nation. He should be judge according to the militery rules of law. That is why the militery should have their own police and prison separate from civilian police and prison. If it was done that way, there would have been no lost of the privious four police killed in Yambior last year by JIU and this clashed would have not happen neither. That is why I count this fault on all level of New Sudan militery leaders.

    Hello all dear readers

    As there is no more accuratly informations for boths sides so don’t be biasd. Let waits and until we know who is guilty between Southern Sudan Army or Southern Sudan Police Services (SSA/SSPS).And then we shall add more comments such as blaming and condemning what happen and don’t make judgement for the passed make judgement for currently situation. To all colleagues who already added their comments and people who gonna adding more comments. The situation in Southern Sudan and in Sudan generally give us no choice to implemented rules or laws as the way we want them.I have a ocuple of suggestions the firstly is i propose the departments of polices will cool down until 2011 when Southerner decided whether Sudan will remain or will be sparate. Secondly if Southern Sudan became indepenent nation and the constitution will tell us to do whether you like or not.Therefore right now there is no way we can say SPLA wil be detented to their locations or their based and their campers and so on.

    Some time i wonder if i came across such incident, i do ask my self in which direction are we leading?

    But really really i cannot tell it only God…………
    between SPLA and SSPS they seem to have the same responsibilities to the entire community.
    SPLA has the right to protect the community from the external attack while the S.S.Police has the right to maintain peace and order in the community.
    To me i would argued you both to intracted to each other to have close relationship for the betterness of Sudan.We are all southerness and we had seen what happen in the past pliz let behave our selves.

    My main thanks goes to UNMIS official for their quick respone to such a sensitve clashes. The first thing you did that was the treatment for the wounded persons that was to spared the lives.

    Secondly is sending the UNMIS official to Khorflus to meet with the commisioner, village elders,youths and the both fighting teams, this might resulted to peace resolution.

    I am ver much sad to hear the very bad news on what had happened in Khorfulus County. It is very much regreted and condemned.

    Anyway I can not start blaming either side because we are still in state of hatred and mistrust as we emerged from the longest civil war. But the truth remained that, Police is mandated by the law to maintain law and order. Police has all the rights to safeguard the interest of the entire population in the Municipalities.

    My advice to the SPLA command is that, for the decentralization process in the Southern Sudan to be effective and put in practice by the majority, therefore the existings SPLA Units in the Counties be camped a little far from the population residents to allow the common man invest and progress in the development of their Counties and Payams.

    I appeal to all citizens of Khorfulus County to remain calm, vigilant and forgetting. Let us put aside the joaphardy and trace back the route of development. Forget the lives and materials you have lost and think of how to prevent the same incedents not to occur again in future. Too much friendly stabbed your ribs.

    I appeal to SPLA Soldiers to be exemplary to their brothers and sisters they took arms for and show them the reason why they took it to bush as a means to liberate them. I expect an apology from the SPLA Unit in Khorfulus County to the innocent victims with whom their love ones where killed in cross-fire.

    Dear readers I would to bring to your attension that the case of the khorflus is not same thing new.and to asure you that the man behond should not be looked from far reither then comrade general george athur, he is the master minded of this act,b’se since last year he was thratening the indegeuos people of the area not to come back their land.so I think the reason for clash between police and army is the resettling civilian back to their home.
    so in regard Iwould like the spla authority have to investegate this matter seriouly and bring those wrongdoers to justice.according to what I know so far, mr. thur was claiming the area to be theirs since the location belong to collo people (shilluk)and to put things into reality the name khorflus is not the real name of the place, it’s real is “kho-olut” in which the arabs traders change to khorflus in late 70s.Thanks this from D.G.A

    Sad indeed to hear such an incident took place! it seems to me that there is a big gap of trust exists between our police and our military organs. A truth between these two defend bodies should be assure as soon as possible by both top leaders of the institutions. Both organs are dear to us as they are composed of our brothers, fathers, sisters, and mothers. I do not see myself siding with either one. All I encourage is a rule of law to be annex as quickly as possible to bring about peaceful coexistence between the police and the military. It is very discouraging to be killing ourselves!!!

    I can see solidarity in the way the soldiers in the military act in support of their own cliques when one of them is harmed by anyone, and so is the police. one example is this incident and another is the incident that took place in Yambio. If such solidarity is well utilized in the way they should respect and recognise their respective duties, lives will never be lost in such unfortunate ways. SPLA Oyeeee!!! South Sudan police Oyeeeee!!!!!!!!!!!

    Is me againt, as I said before that this is a distrubing message, it is really distrubing. I want to a sure the SPLA leaders who fall to supply soldiers with significant rules and regulation about handling differences between civilian and militery, that collision of militery unite with any of the civilian body such as civilian themselves or police is an emmiliation of Nation law and it is a responsibility of the militery leaders to influence soldier in a better way soldier should comprehenes with civilian situation and the other unite that is doing security patrol in the same areas of the New Sudan. Also to influence soldier to be gentle with civilian, because our civilian today may not be like our civilians of the previouse years of war. They may have in them traitors, wrong politician who has never been in those chaotic year of war and they may not beleive strategies SPLM/SPLA have gone through and do not interested in SPLM/SPLA services, and what they may be doing could be to push encense civilian to the edge to get collite with SPLA as it is the way they want to throw dirt on SPLA uniform and on SPLM table, then make it a evident of their proxise of demining rolls of SPLM/SPLA. The only way to defeat those hiding triators is to handle civilian with gentle care to win their heart and their emotion so that they cooperate services of our New Sudan and to never fall into beleives of those traitors who may be behind these chocking events. so that they should find nothing to persuad as evident of their wrong concept or dreams. Lastly, it should be our concern, espacialy the militery leaders to influence both soldiers and civilian to not practices imformal thing like clashing with themselve, because its demoted our pride as we are hopping to be grants full National security service by international security organization soon in the future and that we should build ourselves with responsibility now which may late us be a considerable Nation that could be require by UN in the future to contributes militery power to safe life of civilian in any Nation that her civilian could be at risk. That can happen if our soldier knows how to protect civilian physically and emotionaly begining from now. Those are the few thing I am just curious to add. However, I am not persuading militery leaders to punish soldiers, but, to really talks with them. punishing people is not a phenomenon solution I would prepare, I myself do not like punishment, and I don’t do any thing when punish. but talking is perfect. We will pray God to late it not happen againt.

    Law and order must be the only order of the day.I can see that the police are doing their best to carry on with their duties by implementation and exercution of the law and from time to time they are the Army who are at fault.

    If you let go this situation to go ahead as we always see it without being tough on the issue of lawlessness the south sudan police and Army will one day cause a big problem in Goss.

    Where in the world do the Army use force to remove their colleaques from a government Institution like the police station?. What is wrong here Do the Army know that the police is there to keep and maintain the law without which
    we can still be like we live in jungle without law.
    The sudanese Army have been taught wrongly from the very beginning that when you have a Gun then you have every strength to do anything these things must be reversed.

    Let the police do their jobs any interference by the Army in the police job must come to a halt. The military must come up with a solution immediately to avoid all that happened in Yambio and now in Khorfus.
