Jonglei state reviews government employees

February 21, 2008 (BOR, Jonglei) – To ensure that every ministry has the right number of workers, that attend to their obligations, Jonglei state authorities carried out a ‘roll call,’ for all ministries at a go today. The ‘roll call’, carried out at the governor’s office February 21, created fears among the unhealthy dealers.

There used to be a common belief that high ranking state officials pay money to unemployed people or ‘double dealers,’ (dual employees as others may prefer them). But now there are high possibilities that the doctrine may be true. Some ‘sharp’ guys serve in more than one ministry and government loss thousands of dollars every month to non serving official.

Governor Kuol Mnayang promised an ‘iron head’ for the victims.

Ministries employ more people than to serve the state. Majority of employees are casual workers, thought to be doing ‘a lot of thing,’ state officials observed. However, the main theme of today assessment is to apprehend those ones involved in dual jobs. “Running from ministry to another, are you gathering fruits in a forest?” an official argued.

A source that prefers anonymity told Sudan Tribune that change can’t come through forced ‘quality serving,’ but a change of heart from the state citizens. “It is time we realize the importance of qualitative serving. Who will come to work for us? It is us ourselves,” the source asserted.

Meanwhile, the unemployed section wishes for ‘vacuum.’ “Let them screen properly so those of us who are jobless gets vacancies,” Bior Machar, Bor Town resident suggested. Others claim that some of the staff in government pay roll are non existing. “Pay ‘ghost’ workers, may their brothers in villages,” Kou Deng, a jobless man in the town resident said.

    English man says, we learn through mistakes, according to my own analysis if not wrong, Jongolei is going to the best, peaceful, well developed and united state in South Sudan, because normally shake up like this draw a lot of interest from watchers and to the current leadership.

    an interesting article Mr.Aleu. this dual employees do not only exist in Bor, but in Southern Sudan in general. And that is why Southern Sudan is not developing. we have the resources and the money, but it seems like this wealth is just enjoyed by those who have the power.”the big fishes”. some employees in Southern Sudan, does not work for the benefit of the country, but for their own benefit. “as long as my family life is statisfied, to hell with the others” their common sentense. thanks.     I am always not only peace lover, but also peace activist, unity, equality, respect and harmony are all my preferences, actually my heart has been blown off by some of your dirty cousins in this website. There is saying that, when you go with a thief, you will end up a thief, when you go with prostitute, you will turn prostitute etc, you know we form what sociologist termed as reference group, though we don’t see each other, we still have indirect link of influencing each other’s behaviors. So folks like Trueson and Liber were the ones who have injected their bitter slava into my spiritual mouth last November, and I am still trying to buy strong mouth-wash to clean my mouth again.

    Sometimes too you used to be another toothless sickle reaping us while dressing in dark rainment, now, if you want to call it the time to respect each other or each other’s community, then I will welcome that in open arms.

    But please ,talk to your friends to stop insulting, labeling and accussing Murle again falsily, let conceal our problems and solve them stately or internally with understanding and respect.

    This is one of the Typical activity any newly appointed governor should do because it is a culture mostly with the Dinka community which they carry upto the working place which when your brother is a boss, the kinman will never touch anything whether work of pen or casual so long as no one will sack him from work.

    This Idea of “roll call” is anything but another is to create “a job within a job” by this i mean if the ministry of agriculture have 100 employees but donot have work to do in the ministry then they will remain at home.

    So creating activitied such as Forestry training, farmer training will make this people in the ministry to go and train this groups.

    Otherwise thank you Koul you still have school idealogy.

    The real flow of progress is witnessed by Jonglei state citizens. Should things happen this way,who will get a mouth to talk,call to end mismanagement of funds. Work doesn,t mean helping someone or earn money but to do something tangible and helpful to people not oneself,thus call it service. Mr.Governor should also add that the Jonglei state citizens found in that act must be considered punishing the government and should not leave the act bouncing.

    Thanks to many for coming back to normal minds and hope other will realise and joint the race with clean hands dropping their ill ideas of sitting and talking against than standing up and say what is required or else should they be told why should people comment on articles.Bring back Amule,Logic who claimed to be. This web should not be left to these only to make it unclean as it has been anyway.

    i must thank the repoeter from Jonglei state Capital for feeding us with these incredible information about the recent development in that part of south Sudan. i hope others will follow suit and give us details from how each of the ten South states are progressing. the shake-ups or civil service surgery if you may call it done as directed by the governor is welcomed. we lack a clear recruitment policy both at GOSS, States and even counties levels, this in itself is retrogressiveness in term of CPA implementation, a bloated and inefficient public service acts as a conduit to swindle the state of its funds by beaucratic civil servants and politicians who see public assets and revenues as sources to fulfill their egos.
    what GOSS and state governments need to do is make good strategic plans based on the current needs with examples from countries that have just emerged from civil wars like Rwanda for instance, that is a country that has seen its GDP growing very fast albeit not boasting of the National Resources like ours. Am afraid we may go Nageria way if we can not change our attitudes, bad roads, rampant corruption, unsatisfied militias, high crime rates, mistrust among the communities.
    am urging those who have a penchant for writing irresponsible pieces of information in this forum to stop name calling and attacking our ethnic backgrounds. South Sudan need our collective cooperation. let us not talk too much on aspects that divide us along ethnic lines but shout aloud on issues that can build our cohesiveness as one united people of South Sudan.

    First of all I would like to submit my appreciation to the Governor of Jonglei State. His excellency Kuol Manyang Juuk Chau, for his outstanding ruling in the state of Jonglei.this is a great idea toward the development state, for screen out ghost employees in state. for any society to have well living standard, Resources should be allocated to each and everyone not only to certain group. To supplement the idea of the Governor; it will be wise enough to give every employee/worker an Identification(ID card) in order to avoid the issue of “double dealers”. It is not bad to do two jobs when there are no individual to occupy position in order to deliver the full services to needy.

    To jonglei citizens, for every output there is an input. it came as culture that people expect to get salary but they delivery no services. therefore the question is where do you guys expect money to come from without production? let’s be self reliance and avoid depend ourselves on government to provided us with our daily breads. doing that we are practising socialistic way of living and that will lead to no devlopment.

    To those who don’t know the roles of any Government, see the list below and learn through it to avoid blame any single failer on your side to government:

    1. provide the security to civilian
    2. ensure health facilities
    3. protect consumers from being exploided by Business
    4. ensure improvement of infrastructures
    5. allocation of resources
    and the list goes on and on just to mention few.

    lastly but not least, my thanks go to Philip Thon Aleu (Aleu Thierdom), it is very nice of you ” wen de Lonh Ee Bill” for updating us with states news, it is important that citizens who are outside should be update on daily bases about happening at home that will give them courage and motivation to return and contribute to the development of our nation. Thon, I would like you to encouge state’s office of information to update and improve the state website that will connect all the state citizens all over the world.

    Waw! this is unbelievable that ‘roll call’ is introduced in all the ministries of Jonglei State. Good action Mr. Governor. In behalf of the South Sudan Young people, I am requesting your leadership that the double dealers found should also be brought before justice where they can confess and seek for forgiveness from Nation wide, otherwise, they will con you again because corruption has entered into their blood streams.

    I wish the same action could also be introduced in Unity State by GoSS, where the governo have 100 advisors apart from names of Bulls( eg Marial, Manyang, Maker,Jack etc) that have been included in pay rolls in some ministries.

    Guys, please, stop fueling tribalism by posting unethical words in this website. When shall we learn to express ourselves without using ‘dirty language’? In Psychology,Sigmund Freud(Founder of Pschoanalytic school of thought or Theory for that matter) said that every man(human being) is responsible for his/her feelings no matter what insults used against him/her by other person. Please, could we control our feelings so that we don’t act carelessly because of words used by another writter.

    Thanks once more Governor Kuol for good starting. You have shown that new broom sweeps cleaner than the old one.

    Hi Debators

    I can see a lot of people who belong to Jongolei in this board favoured peace, respect and to hold all kinds of abusive terms to each other or each other’s communities. But I don’t know what we are going to do to those whom their tongues are tightly tied and sealed with offensive languages like Trueson?

    This guy is dwarf with hemproditic mouth that contain few good words in one check and thousands of very bad words on the other one.
    I don’t want to say anything fishy about Bor community, yet I have few things here to address.

    Mr. Trueson talked about prostitution, raiding, stealing, abduction of kids etc by Murle people, but I want to pick only three points from his claims and talk about them.

    1. Raiding: yes few Murle youth who come from poor families sometimes raid to upgrade their wealths, the same thing is also carried out by some few Bor youth propably from poor families too, like the one of just last month. should someone still see it as Murle habit? I think no, all of us do that.

    2. prostitution: every where we go across the globe, we see and hear a lot of adulteries,fornications, wedlocks, lesbianism, gayism, transsexualism, and ordinary prostitutions, this is not Bor or Murle problem alone, this happen every where. And there are a lot them in Bor community too, all of us knew what happened to one of our high commanders from Bor, who lost his wife few years ago through adultery, I am sure everybody knows whom I refered to, though I don’t want to mention his name, is that woman Murle ? I think no, she is pure Bor. also to mind you, If you commit adultery in Murle, you will be fire behind with live bullets, there is no joke with that, and ones you survive, you will not survive or escape the fine of 15 healthy mature cows as compensation to the husband of the wife that you had affair with, this is crystal clear, otherwise one of you can go and give a try.

    3. Abduction: Abduction is not hobby or culture of any tribe at all as some of you tries to stereotype it as Murle culture, there are abductions every where in the world, and is well known as something practice by a lot of African tribes, in other hand, most of the kids who were sold to Murle, half of them were sold by their parents, and half were abducted by their neighbours who are Bor, if so, is it still Murle problem alone? the answer is no. then, is it not better to forget the past and come together as brothers and sisters by avoiding stereotyping each other ? I think we better stop lies and humilating ourselves, let be honest.

    Most importantly,Bor community, need to castrate people like Trueson of Bor to stem production of such filthy children like him. I also thank God who prevented Trueson’s parent from selling this negative person to us because Murle community can not nurture such naughty child till even two years old.

    So let come together as friends and stop playing negative stories in this web.

    I promise, I will not curse or insult Bor community again since they are going to be my in-laws soon, but, I may fire back when some of my future in-laws from you still insulting my community and I am ready to compensate all these with 2 fat bulls later.
