SPLM says against Sudan census without ethnicity and religion

April 25, 2008 (JUBA) — The Official Position of SPLM on the fifth Sudan National Population and Housing Census is that the census should not proceed without including the question of ethnicity and religion in the questionnaires, SPLM Deputy Secretary General for Southern Sudan Sector, Dr. Anne Itto has announced.

Speaking through Southern Sudan Television “Current Affairs” programme at 10.00 pm local time, yesterday, she said, although the census is the first of it kind in the history of Sudan for Southern Sudanese to fully participate and conduct the census by themselves without mush interference form the central government in Khartoum.

She says the expected result may not include many Southern Sudanese, partially because of numerous confusions starting from announcement for cancellation of census in southern Sudan and later postponement to 22nd April 2008.

She added that early mapping left out may IDPS and refugees who have returned into southern Sudan to be counted in their respective homes areas three weeks before census kick off as from 22nd April.

Itto also noted that inadequate numbers of enumerators in most parts of southern Sudan, and lack logistic to cover the large areas entrusted to them while walking on foot.

The SPLM Deputy Secretary General for southern sector appealed the concerned authorities of the fifth Sudan national population and housing census to increase the numbers of enumerators to speed up the exercise of counting in all areas of southern Sudan for a better result.

She announced that Nyakuron Cultural center in Juba will be the venue for the second SPLM convention to be held in Juba the capital of southern Sudan, as from 10th to 15th May 2008.

On 11th April government of southern Sudan passed a resolution differing conducting census for the later date. On 13th of the same month the national cabinet met and urged GoSS to re-consider it decision and refer the issues to the presidency. Following the meeting of the Sudanese presidency the census deferred from 15th to 22nd April 2008.

The presidency also agreed that funds for security arrangements must be availed in order to secure the process of census throughout Southern Sudan; and the repatriation of the Internally Displaced and refugees to Southern Sudan be expedited and intensified.

Forms and census questionnaires delivered to most areas in Southern Sudan are inadequate and in most cases in language that is not used in the particular area; for instance Arabic questionnaires are send to Greater Equatoria were majority speaks and write better in English and vice versa for Greater Upper Nile.

    Too late what SPLM need to do listen to your own government in south
    When they cry out loudly stop the census silver kirr at time praying with omer albeshirr in Arabic ALLA HOO AKBARR and when the pray stop he immediately he issue degree to go ahead with census now ALLA let him down he seem to becoming normal again but is to late

    It is Salva’s false, every body saw this problem coming and Salva OK it. Salva decided to appeased Bashir, the guy he masscre our people in South Sudan, a terrorist, Salva knew this problem was coming, but he gave in. So SPLM stop complaining,Goss is losing legitimacy in South the all Sudan, you brought yourself this problem. Salva is a liability,foolish man without basic leadership skills. Shame on you Salva.

    Census should have used “dejure” which means ‘by law’,and in accordance with law,to register the Southern sudanese because by law they are the people of South Sudan regardless of where they are now as a result of the war,they should have been included not omitted,now the census is using “de facto” which means in latin actual, or by virtue of being in the south at the time of enumeration; then you are a southerner,which is completely wrong,there’re political gains to the NCP ,and political losses to the SPLM;and omission of the people of the Southern Sudan in Australia,USA,Europe,and Newzeland,and in remote areas in South besides refugee camps in Ethiopia,Kenya,and Uganda and those in different parts in Northern Sudan is a capital mistake of the South Sudan Government
    there are few people who can understand the terminologies used in census (de facto and de jure) in the government Dr. Luka is one of them who seems to have not even revised if not participate in the draft of questionaires,both long in towns and short questionaire used in the villages and cattle camps,also parliament of South Sudan should have approve the draft befor its taken for printing.
    Anyway people should know that it may not solve the problem which was intended for it, and it may not be an official standard document.
    South Sudan Chapters in diaspra seems to be trying to participate in May2008 convention at the time they are officailly omitted in the census.

    BIG MISTAKE MADE BY GSS
    Dear Itto, you as the GSS representatives,I consider all of you inexperiemce,you are creating another choas in the community.In the first place why do you agree to cansel the first result of census then recount again? and who are those communities who are not going to be included in the second counting as you quote? you guys have to be careful of your leadership.all the complains goes to Kiir leaving the stooges.We all condem the officials in the administration for not doing sufficient job in the government.
