Dismantlement meeting recommends to forge new structure for its committee
January 12, 2023 (KHARTOUM) – The Conference on the dismantling of the Bashir Regime on Thursday approved a number of recommendations at the end of its meeting, including the creation of a new structure for the Empowerment Removal Committee (ERC).
The signatories of the framework agreement held a four-day conference from 9 to 12 January facilitated by the Trilateral Mechanism to develop a roadmap to renew the dismantling of the June 30 regime within the framework of the second phase of the political process in Sudan on five sticky issues.
Sudan Tribune learned that the recommendations of the workshop, which have not yet been announced, stipulated the formation of a new committee to dismantle the former regime after amending the empowerment removal law, approved by the Sovereign Council and the Council of Ministers on November 28, 2019.
The sources said that the committee will be composed of professionals and not political figures as it was in the past. Also, all members of the previous committee will not participate in it.
In addition, the Khartoum-based national ERC will be seconded by state sections that will deal with the dismantlement of the former regime at the state level.
The conference was attended by 350 representatives, 40 per cent were from the signatories to the framework agreement, while 60 per cent were from non-signatory political and civil forces, including resistance committees.
The meeting recommended not sacking civil servants for their membership to the formerly Islamist ruling National Congress Party because belonging to this Islamist political group was mandatory for many jobs. Instead, the ERC should consider the practices and performance of the civil servant after his appointment.
Also, sanctions for nepotism favouritism should not be limited to the termination of service but will include a reduction in rank or other administrative measures.
The affected civil servant has the right to resort to the court to challenge the ERC’s decision.
In addition, it was decided to establish a special committee to dismantle empowerment in the mining sector and to investigate malpractices and corruption.
A media centre for the activities of the committee will be set up as it will not include ERC leadership.
The Commander in Chief of the Sudanese army, General Abdel Fattah Al-Burhan suspended the dismantling committee immediately after his coup on October 25, 2021.
Also, he reinstated the dismissed civil servants and restored the confiscated funds and assets of the Sudanese Islamists or their groups.
