SPLM State Congress formations kick off all over the Sudan
By James Gatdet Dak
April 30, 2008 (BENTIU) – The Sudan People’s Liberation Movement (SPLM) State Congress formations began yesterday throughout the ten states of Southern Sudan.
Participants are drawn from all Payams of each state to form the party’s state congresses and elect their respective leaderships.
Speaking to the press yesterday in Bentiu town, the capital of Unity state, the Vice President of the Government of Southern Sudan and Deputy Chairman of the SPLM, Dr. Riek Machar Teny, urged all the SPLM members who are constitutional post holders in Southern Sudan to actively participate in the SPLM Congress formations in the ten states.
Dr. Machar said the current exercise of the SPLM State Congress formations is the first of its kind in the Movement and the beginning of the real democratic transformation of the SPLM into a political party.
He added that the exercise will strengthen democratic institutionalization of the Party structures.
Unity state kicked off its SPLM Congress formation on Tuesday, April 29, at Rubkona County, the SPLM state headquarters, in which the current state Governor Brig. Taban Deng Gai will contest for the Party’s state chairmanship in the election against his challenger, Dr. Joseph Minytuil Wiejang, the current Minister of Health in the Government of Southern Sudan.
Delegates to the upcoming May 10, 2008, SPLM Second National Convention in Juba will be elected and forwarded from these State Congresses all over the Sudan.
The SPLM Juba Convention will deliberate and resolve on the way forward and elect the top SPLM leadership that will contest in the next 2009 general elections in the country.
The outcome of the five-day Convention is expected to be announced on May 16, 2008, to coincide with the SPLM/A 25th Jubilee.
Dr. Ann Itto, SPLM Deputy Secretary General for Southern Sector informed the press that twenty-five per cent of the delegates to the Convention will be females and five per cent will come from the SPLM Chapters in the Diaspora.

Bravo SPLM,
It is time to really transform into a demorcratic political party. I hope you will elect capable visionary leaders who understand politics very well and fit to challenge the NCP and any other political parties in the coming 2009 elections. Somebody who cannot simply be bought by the Jalaba in the coming stage and brave enough to say NO in the face of the oppressor. A true democrat and peace-lover. Someone who will finally lead us to the promised land. God bless you all.

I can say that the journey has just started a journey that will possibly lead to practical democratic change.
Paradoxically, it would be great this time if southerners elect futuristic and charismatic public servants who have the abilities and enthusiasms to serve the public in a transparent manner. I feel that there is a soaring need for leaders who can inspire the disadvantaged southerners on where to go to build their future. For instance, those leaders can put their inspiration and commitment in practice by uncorruptedly spending the little public money on firms that would create jobs to those with capabilities, and also open vocational schools to train young people who can not afford to do marathon studies because of their ages or for whatever reasons. The primary sector that can possibly create job opportunities in South Sudan is Agriculture, the south government can open farms and employ a number of people in those farms.
There are qualms (doubts) within the leadership whether some members of the south government are serving the public in a manner that reflect democratic ethos (values). For instance, there have been some concerns about rampant corruption and some members being uncommitted to their duties.
We have to appreciate the south government for its endeavours to transform SPLM to being Democratic Party. Though, restoring democracy will remain as a great challenge in Sudan because there are lots of people out there who have no knowledge about democracy. In democratic societies the people decide who should rule them through voting, and they have the power to withdraw that mandate if the appointee engages in unacceptable behaviour.

I learnt that 5% will be from diaspora,of which Australia is one of them, what i know here in New South Wales as separate state among other states is that chapter had refused not to conduct elections since 2002, on grounds that Mr.Pagan Amoum asked them not to run elections but to stay for ever , so they are over due and they are unconstitutional ,above all its not democratic any longer they are there by force.
They learnt of the convention on May 10th 2008 Mr. David Lokosang the man who have never been mandated since 2002in NSW, just jumped into plane and went to Juba, and there he was well come by the SPLM, considered to be a representative of Australia at the time some if not all does not know he had left; what i know was that he was going to see his family not SPLM May10th convention,he had been away from South Sudan since 1982 in Egypt.
Any way since the chapters had all been elected to mention few in Australia Victoria -Melbourne had ran election three times once every two years, the same in Wetern Australia -Perth, and in Norway of which Ms.Regina N.Gai had been elected on 17April2008,and Germany on 20th April2008 of which Mr.Hakeim Mayoul Jouk was elected, and the same in USA,and Canada.
I have a question to ask why did Pagan allowed this elements of NSW -Sydney not to be elected for six years what is very particular about NSW? our constitution does not have six years term of office ;again there is somebody called Maryano who claimed to be SPLA/M permanent representative in Australia becuses he had been appointed by our late hero Dr.John Garang he used not accept being elected and no body could remove him , i actually do not know how he could be change! so long he does not belive in elections?
I will say we know only two ways in which he could be removed ,but i will not mention any of them here.
So am requesting from Mr.Pagan Amoum who came here to Australia last time on family visit, the SPLM Chapter of Australia (NSW) should be kick out from that convention becuse they are opportunist.
please Mr.Pagan there’re lot of issues in the chapters and specially the useless one led by David Lokosang, and his secretay Antiphas Apac in NSW-Sydney that had completey loss touch with true committed members of the SPLM in diaspra (NSW).
Its non- exitence they are seen only in occassions ,they may be removed either by coup or God,so long the constitution had been thrown away and David is in Juba claiming being a representative of Australia.
Please,Please Mr Pagan cancell the representation of who ever that had not been elected for the last two years in the diaspra chapters and to distance yourself from the opportunist.
And let Australia to be representated by those of Victoria-Melbourne and Western Australia-Perth,for they believe in democracy and they could be leaders.
