Sudan peace partners form a committee to probe Abyei clashes

May 27, 2008 (KHARTOUM) — Naivasha partners agreed today to investigate the causes of the fighting between the northern and southern Sudanese troops in the disputed Abyei area on 18-19 May.

Members_of.jpgThe Ceasefire Political Commission between the National Congress Party and the Sudan people’s Liberation Movement, in a meeting held on Tuesday agreed to form a committee to probe the fighting that displaced more than 500000 people from Abyei last week.

The UN mission in Sudan and the peacekeeping mission will take part in the committee that has to present its conclusion within three weeks.

The meeting also agreed to deploy the Joint Integrated Units with the national police forces in the area. The Sudan Armed Forces and the Sudan People’s Liberation Army have to remain in their initial positions and have no role to play in the contested area.

SAF and SPLA will withdraw their troops from the area as stipulated in the Comprehensive Peace Agreement when the parties reach an agreement on Abyei and the Executive Administration of the area is established.

The deadlock over Abyei between the two partners of the CPA is motivated by the rejection of the conclusions of the Abyei Boundary Commission (ABC) by the National Congress Party, three years after.

The NCP says the experts exceeded their mandate to demarcate the border of Abyei, described in the CPA as “the nine Ngok Dinka Chiefdoms” transferred to Kordofan in 1905. it further adds that the Abyei Protocol limited the ABC to examining an ‘administrative’ boundary, and not a ‘tribal’ boundary.

However, the Protocol makes no reference to an administrative boundary in 1905. It refers, instead, to ‘the nine Ngok Dinka chiefdoms’. The mandate required the ABC to define the territory of the Ngok Dinka in 1905, which involved defining the tribal territory.

The NCP leading member Dardiri Mohamed Ahmed who is in charge of Abyei said following the meeting that the partners had agreed there would be no return to war again.

He added that the commission decided to make every effort to reassure the military and civilians there is no return to the war, also they decided to disseminate the culture of peace and the spirit of reconciliation.

The members of the commission further called upon the Sudanese Presidency to reach a political solution over the area.

Southern Sudan’s Interior Minister Paul Mayom Akec, for his part, explained that the political commission reaffirmed the need to expedite the return of the IDPs to Abyei, and to appeal the UN and humanitarian NGOs to provide humanitarian assistance to Abyei population.

Mayom said the presidency should consider to expedite the demarcation of border in accordance with AByei Protocol.

The meeting heard a report from Ashraf Qazi, UN Secretary General to Sudan on Abyei, and another report from the Ceasefire Commission.

    NCP and SPLM should come to an agreement on Abyei, Oil for Blood is not a logic War,
    Smearing Blood on hands is simply but comes days God calls, you will run rite and left for resolution but unfortunately too late to repent.

    When I see the Issue of Abyei and Our Government, People are confuse because the same Government so called GONU that composed of 19 SPLM ministers with First Vice President Lt. General Salva Kiir Mayardit and Our Foreign Minister Deng Alor Kuol,

    Then I don’t see the sense of War rather then Negotiations as best dialogue and settled Peaceful.

    FM Alor had a right to express the Will of Southerners toward Abyei and IGAD should be urgently Call in to settle it.

    This Abyei War is being sabotaged by foreign agents who need to invest in Bloods and smuggled Arms to Sudan- for instant Formation of Abyei Liberation Front as Just nonsense back people to war. Dozens will be lost then why does the Census if Killings and War resuming in Sudan, There is no need of knowing actual Population in the Sudan if both Parties are willing to test the bitterness of War against.

    SPLA forces in Khartoum of 300 Men where the ones that flash out Justice and Equality Movement in Ommodurman.

    Bashir and his NCP should be held accountable if the tear the CPA apart, Dr. Taha is Innocent but should expressed his View toward CPA. Why signed if it is not going to be honored..

    Abyei ABC should be Review by International Community abide that will pave the coexistences of Sudanese.

    Now the newly formed Terrorism Group of Janjaweed in Abyei is beefing Militarily at Abyei squalling War and will soon launch and assault or garrisons against the Civilians who are displaced to the Forest starving and facing horror of Diseases.

    Children are dying and where is the Future now in Abyei.

    Giving Three Weeks to Form commissions is too long and escalation with Rumors’ of War Capabilities is a ruin.

    SPLM and NCP should review the time frame with IGAD.

    No War in Abyei but Peace ever.

    The CPA partners formed that committe as a result of the tension in Abyei.The ABC spark out to be a time bomb for the CPA,it has splitted out to be the dark page in the CPA,henceforth according to the CPA it remains in the table of the presidency.If the heads of the state found that Abyei issue is sticky then what influential group could soften it?Sudanese people,international community,UN,AU,or Naivasha 2? take care Abyei is rolling to be the last turning point in whole History of Sudan,it seems Abyei problems shaped as the master key to Sudan’s elections 2009 and Sudan’s referundun 2011.

    Dear Fellow Southerners

    I would like to appeal to the leadership of the Southern Sudan that what they are doing with these Arabs is a waste of time, its their tactics in focusing to the next coming elections, they want to make an advantage by disorganizing the citizens of Southern Sudan as to claim for an extension of time. I strongly say a No to this, what peace talks again with enemies who are pretending to be friends while they are killing our dear sisters and brothers in Abyei.The only thing we MUST know is that an Arab will never be a friend on earth, if today he talks to you, that means he has an interest in you and would like to use you for his BENEFITS. I would again like to appeal to the Naivasha partners and the international community at large that the people you are dealing with in the NCP lead Government in Khartoum are SILENT TERRORISTS, you are above the Naivasha peace accord, everything was finished and finalized why do you again come down and agree to be put into the pockets of the NCP voicelessly and come to a round table with these terrorism regime in Khartoum as someone eating his own vomits. People are dying here every now and then in the hands of these enemies, you don’t take any action, just shouting behind curtains, we are tired of this massacre since God created the world we didn’t enjoy any freedom as human beings on earth, do we deserve such treatment in our own land? Negative and never again under the sun shall we tolerate such a brutal act by the former enemies who are now claiming to be friends, we will all die for our land Abyai which is for Southern Sudan and it will always be ours forever and ever, unless or otherwise, they will rule Abyai over our dead bodies and this is binding. No retreat and No surrender we are ready for any action if they attempt again we will fire them and send them back to where they came from in the middle east and the border will be the red sea.

    Dear compatriot’
    i has to appeal to the two partie which had agree for new issues, if it is in comprehensive peace agreement it mean it can work but if it is not there, mean you are creating other problem.
    where do national police come from?
    we don’t have one police with Arab which will form National police , please don’t use your mind to fool southerner at this time .
    we are people of twenty one centuries please .i can assure you that check CPA against.
    we people of Southern Sudan , we are not comfortable with what is happenig in Abyei since the signing of comprehensive peace agreement between the sudan people liberation army and national congress party.we were together with our brothers and sister of Abyei and they are not get fruits of peace since three years backs.
    Arab are use all mean but they will never will against.

    No to that agreement.
