Ugandan rebels urge Sudanese mediator to resume peace talks

June 17, 2008 (LONDON) – Lord’s Resistance Army rebels denounced Ugandan calls for war against them and urged the Sudanese mediator to reactivate the suspended peace process.

The LRA condemned in a statement issued today Ugandan government for “provocative” attack on its position near Nimule, Sudan, on Monday 16 June. The rebels also criticised Kampala’s claims that “peace talks have failed”.

“The chief mediator has not confirmed nor concluded the ending of talks.” the LRA said in a statement signed by Alex Oloya, the LRA peace coordinator.

Oloya added that the war affected regions in northern Uganda considers Juba talks as “a pillar for lasting peace for the region.” he also urged the Sudanese top mediator Riek Machar and the UN envoy Joachim Chissano “to immediately intervene to ensure that negotiations are resumed as soon as possible.”

Uganda’s 22-year civil war has killed tens of thousands of people, uprooted 2 million more and destabilised neighbouring parts of south Sudan and eastern Congo.

The rebel official stressed that the LRA previous negating team is no longer involved in the peace process. In addition, he advised that negotiations should proceed through the newly formed team.

Oloya also reaffirmed the readiness of the new team to meet the chief mediator and the UN envoy as soon as possible.

The former head of rebel negotiating team, David Mastanga, was accused of betraying LRA by being untruthful to Joseph Kony on the final progress of the peace talks including the planned meeting of leading traditional and religious leaders with General Kony last year.

Last week southern Sudanese vice-president Riek Machar showed opposition to engage military action against the LRA rebels in southern Sudan despite Ugandan government pressures.

The fugitive LRA chief Joseph Kony, , who is wanted for war crimes by the ICC, has failed to shown up for signing the final peace agreement last April saying he wants some clarifications on Acholi traditional justice system of “Mato Oput” and the special division of the high court of Uganda.

Kony asked for an independent inquiry to explain the collapse of the southern Sudan sponsored peace talks to end the two decade conflict in northern Uganda. He urged Marchar to “establish the reason beyond doubts as to why and what lead to breakdown of peace negotiations.”

    i want to know what going on between Kony and the chief mediator? what kind of game those guys are played? i don,t know the reason why machar is interested to be a mediator of the LRA talked and he always lost alot of live killing everyday by LRA rebel. please if you know the answer let me know.By Biarawieu(Australia

    I don’t know how serious LRA is regarding peace negotiation with Kampala but i still strongly believe even if there was another chance like the previous one where a lot of donor/GOSS resources were wasted it will still fail
    As long as the ICC Indictments stand Kony will never sign any peace agreement with Kampala.
    Kony is just playing games and quietly being re-armed by Khartoum to continue his brutality in South Sudan.Iam not against the peace initiative of Riek Machar but one thing is that Kony as an individual is not interested in Peace talks,if indeed he was then he should have come to Nabanga to Sign,yet he didnot show up.the only viable solution is to fight him like we did fight the arabs to end arab colonialism/oppression in the South.
    Like in my previous comment if you can’t tackle the “disease which is Khartoum then you can’t treat the Symptom LRA”,i know guerilla warfare is very difficult and costly to fight but iam very optmistic SPLA can deal with LRA

    Why why Sudan would be the fertilized place for LRA to kill the cool blood which have just come out of war recently and leave their own country while we was doing our own war we didn’t go to fight any Country but why LRA fight Sudan and kill while our Government stand a side and look at them killing us our places have been affected with war and our people have been abducted and our Government wont say any word pls pls find out

    Dear Compatriots,

    This is what we the peace-lovers have been trying to explain to these blind and deaf ’internet warriors’ who cannot with the least wisdom predict the consequences of war with the LRA. Now the LRA fighting is just in Nimule, Eastern Equatoria and other news from intelligent reports in Kampala talk of LRA already near Kaji-Keji in Central Equatoria and Morobo and Lanya. Soon they may be heard around Juba where they used to kill people in Gumbo area, just one kilometer from the office of Salva Kiir Mayardit. The Kampala report says the LRA has divided itself into many groups, some remained in Congo, some crossed the river Nile up to Nimule and Magwi, some in Central Equatoria in Kajo-Keji and Morobo, etc. Some possibly remained in Western Equatoria. Where is the SPLA of Oyai Deng Ajak who went to Kampala, declared war as sent by Salva Kiir to do that and were surprised in Nabanga by killing alot of people including the SPLA Deputy Commander in Nabanba barrack? Where is the recently deployed SPLA soldiers to Nabanga. How did the LRA crossed from Western Equatoria back to Central and Eastern Equatoria. Can you see how foolish you are when you sing the songs of war against the LRA and you cannot even detect their movements inside your asses! Now, may be they are supported by the National Congress Party to interrupt the movement of trucks carrying goods from Uganda and Kenya to Southern Sudan. Your asses may soon can thinner if you feel hunger in Juba and the rest of the South. You will resort to Khartoum to feed you by air. With what, I don’t know. May the peaceful strategies of Dr. Machar prevail over the reasons of these dead-brained foolish internet warriors. Amen! God bless the peace-makers!

    It is sad to see again how Joseph Kony wants to play about with matured and responsible people. Kony can only understand the language of violence; and as usual, he is now frightened by the agreement by the Governments of south Sudan, DRC and uganda to get him out of the forests of nabanga and indeed every where by the use of force. How can he ask GOSS to revive the peacetalks that he dishonered? I urge these governements to eliminate Kony once and for all otherwise we will continue to witness this cat & mouse game. Who ever is backing Kony is the one controlling him. Please Museveni, Salva and Kabila make Kony become history in this region.

    LRA is a tong-tong in other word. if tong-tong needs to realise peace at this time it will be wise for the South and Sudan in general to pop in and help Uganda out of this thughary situation. I would highly encourage your exellencies, president Kiir and his vice Dr. Machar to carry on with resolution to Uganda conflict even if it cause their own citizens loss of life. southerners should look at and critise the LRA and Uganda warmongers instead of accusing their own leaders who love peace and good example is 2005 CPA which gave birth to stability in south and some parts of Sudan. another side of the coin that southerners should turn on is the activies of LRA in the south maybe they wanted to liberate south and maked their own country instead of liberating Uganda. southerners must know that LRA was an Alaice of Khartoum regim but I don’t know the current policy, one man’s meat is another man’s poission

    It is sometimes contradicting if in other Newspaper news about Mr. Joseph Kony is being exaggerated between Uganda and Sout Sudan.

    No one knows (even the rebels under Kony’s command) what inspired Kony to become so. Therefore, it is only in his hands to decide whether to sign or to refuse or to accept the mediators’ opinion(s) to resume an atmosphere of peace in our country here and Northern Uganda, but not the way the below comment passed inside one of the Uganda’s newspaper by the RDC of Kitgum under the Headline which I can translate 1.”Kony has no interest to Peacetalks”. The bold sentence states that 2.”… Joseph Kony deals only with Sudan’s agenda”. 3.”…the public ( in this case of Kitgum, and Ugandans at large) should be truthful,…the government has all the potentials to protect its citizens and all their property”. 4. “…if it was Kony’s own idea, he would have already signed… to bring peace in th North (Uganda), so what is needed is to find a way to negotiate with the Sudan’s government to easy signing of the Peacetalks”.

    Why Kony urged Sudanese mediator to resume talks.

    Kony knows he can not win the war with the Government of Uganda and according to Ugandan,s president The LRA war with Uganda is not a civil war because the war is only fought amongst the the Acholi community and that is why Kony want to make sure if the Acholi community through the MATO OPUT will accept him and his followers as an active community members. Kony knows very well that mediation is the only way out and the decision taken by the Vice president of the GOSS Dr. Riek Machar is the right decision at the right time.

    MACHAR and KONY are COMRADES IN ARMS

    Machar and Kony are good friends it was Machar that brought Kony from his hiding place to the world of communication and media and according to him as the chief mediator that it is easy to destroy LRA through peace talks than through the use of the barrel of the Gun and I believe he is right. Before the peace talk was initiated between Kony and Museveni LRA was operating within the reach of our capital city of Juba at Gumba.Peace in Uganda also mean peace in southern Sudan. Uganda and Southern sudan are closely related that it was divided only by the British because of the difficult geographical condition in those days that is why we have certain tribes along the common borders in both Sudan and Uganda notably Acholi, Madi, Kakwa, Kuku and many other small tribes.
    But stupidly there are certain tribes in sudan that call these people who live along the common borders Ugandans. And without same go on to call us Sudanese LRA.Machar is doing a good job we need to stand behind him in keeping with the mediation with the LRA. We all know who is arming the LRA. We should stop blaming one another Kony should know very well that it is Southern sudan that borders Uganda. It is good that kony has realized that mediation is the best way of solving the problem.
    Let us hope that the Ugandan alternative court to the ICC and the traditional MATO OPUT will convinence Kony to sign the FPA.

    Too late!!!!, people of southern sudanese doesn’t kwon but Joseph Kony as know properly that our politicain are very cheap to decieve in what’s expeness it can cost to him.

    Nontheless ,in the first place Kony was trying to play thesame game as now what he is doing .When he has seen that there is no way of getting momentoums through millitary coups ,then he use the slide- policies has a trap .if not why Kony is trying persue the mediator to resume the peace process and what was common between him and Dr.machar? Why don’t him show up during the final deal signature ?,why is he instisting in ICC war warrant result before finished the negotiation?,does it mean his delegation are not sharing the peace progress step with him ?,otherwise what is happening in chad now is going to happen thesame in south sudan particular juba by surprise you can not image kony overthrow the Government Goss!
