Sudan defence board to assess troops’ deployment in Abyei

June 21, 2008 (KHARTOUM) — The Joint Defence Board will hold a meeting next week to discuss the enforcement of security arrangements in Abyei roadmap signed on June 8, 2008.

According to the roadmap, the Sudan Armed Forces and the Sudan People’s Liberation Army have to withdrawal their troops from the area once the joint units and the UN peacekeepers are fully deployed.

In its meeting of 25 June, the SAF-SPLA military council will make a comprehensive assessment of the implementation of the security arrangements and the deployment f the Joint Integrated Units (JIUs).

The 640 members of the joint units arrived to the disputed area on Wednesday 18 June. The UN transported the SPLA soldiers from Juba while SAF troops arrived from northern Sudan.

Colonel Valentino Tokmac, the force commander said joint battalion has fully deployed and that all the forces pledged by both parties have reached the assembly point in Abyei.

He further added that the units will be trained for 10 days by the United Nations mission in Sudan and will then deploy according to the Abyei roadmap. The brigade will be responsible for maintaining security and help the displaced who had fled the area return to their homes.

The Abyei accord provides that the 50000 displaced people will start return to their home on 30 June.

Colonel Tokmac told Al-Jazeera that the only guaranty that clashes will not erupt again between the two forces is to operate together as a single force and to withdraw the SAF – SPLM from Abyei. The withdrawal of SAF, SPLA troops will help to strengthen the relations between the men of the two forces, Tokmac added.

    The SAF’s so-called Brigade 31 and the SPLA forces in Abyei should start preparations to redeploy and leave only the JIUs, police and UN forces inside Abyei. Since they are left with only one week to leave, they should now make their logistics ready for smooth transport beyond the interim boundaries of Abyei.

    As soon the dust settles, Misseriya Arabs will start attacking Ngok Dinka (perhaps in Northern Bhar al Gazal or Upper Nile/Unity States) and that SAF units (or others deployed elsewhere) will take side with the culprits and the cycle continues.

    Sure guarantee is for the SPLA to build and rebuild it armed forces qualitatively and quantitatively respectively. Strong
    SPLA armed forces will propel the NCP to implement signed agreements and can also avoid humiliation to the SPLA like what just happened last month in Abyei.

    SPLA must never doubt its skepticism that Khartoum can’t void what they have signed hence, be prepare for the eventuality.
