Sudanese parliament passes general features of the electoral law

July 1, 2008 (KHARTOUM) — The National Assembly passed in today’s session the draft law on general elections at the stage if general features after a recommendation by the Committee on Legislation and Justice.

The most important features of the bill that it establishes a mixed electoral system (majority election system and proportional representation), secure the participation of women by 25% and the opportunity for the expatriates to participate in presidential elections and national referendum.

In accordance with an agreement reached by the two partners in the national unity government, the bill draft identifies 60% for the geographical constituencies, reserves 25% for the women and gives15% for the proportional representation open for men and women.

The law establishing a national board of elections charged with administration and conduct of elections, determine the geographical constituencies, receive and investigate complaints on electoral irregularities, fraudulent acts, supervise the electoral campaign, on the presidential, the legislative elections or referendum.

The two peace partners National Congress Party (NCP) and the Sudan People’s Liberation Movement (SPLM) agreed during a meeting held in Juba last month on the draft of electoral law.

The current draft is considered as compromise on the precedent positions of the two partners.
The SPLM wanted a 50% for the proportional representation and 50% for the majority election system. The NCP worked for a 60% for the majority system and 40% for the proportional.

The SPLM obtained a 25% for women and the NCP 60% for geographical constituencies.

With regard to opposition parties, the Umma of Sadiq al-Mahdi had agreed in a political agreement signed with the NCP on the principle of 60% – 40%.

The Sudanese political parties agreed on June 27 to not delay the general elections that are expected to be held next year in accordance with the Comprehensive Peace Agreement (CPA).

Presidential, and parliamentary elections on national and state levels will be held in Sudan before July 2009 after the end of a transitional period which began in July 2005 when the late former rebel leader John Garang had been appointed as First Vice President and the Interim Constitution adopted.

    What a wonder electoral guidelines are ascertained by the Southern Sudanese to stand for the forth coming election? I hope the Southerners will win the election if they allied with their allies and when arrogant will greatly lost if the spirit of corruption and neutralism prevails and since the election needs numerical figured voters then we the voters need your money alive to be your Voters.

    thanks to the national assembly this is a first step toward ensuring a peacefull and a balanced election.
    the law passed on election’s general features and proportions would stop the power thirsty from manipulating irregularities during the elections they will instead be struggling to determine their fate or success hence peacefull elections.
