Jonglei force leave 60% unclassified staff

July 7, 2008 (BOR TOWN) – State authorities relieved over 60% unclassified employees from offices to pave way for qualified staff or create room for accretion of development funds, Sudan Tribune has learnt. A three months salary has been graded to the out going workers.

According to a source that prefers anonymity, the development is a supplement to anti-corruption campaigns in March and May, 2008 roll call and qualification papers evaluation respectively that proofed ministries of over employing unqualified staff and evident of ghost or double employees’ names in pay sheets.

Asked to leave, employees at the State Ministry of Education were shock to silent. Over 40 unclassified workers are exited from State ministry of Education and nearly 200 for Finance Ministry. Other ministries are still scrutinizing their employees at a length of time igniting fears that some affiliations may blight the process.

“Our ministry is still doing some checking on names and I don’t know whether I will survive,” an employee from State Ministry of Health told Sudan Tribune Monday.

According to some sources within the Ministries, the exercise is meant to mitigate Government of staff “offering narrow range services better done by few.” Governor Kuol Manyang told reporters early June that corruption is hidden in many aspects. He single out over employing in State Ministries as the major stumbling block since State fund is used to pay numerous workers.

Asked the sort of services the unclassified workers delivered their ‘good time,’ the source declined to lone out easily but the out going workers, majority of them uneducated, told Sudan Tribune that they were serving as cleaners, stewards and do other jobs as assigned by high ranking officials.

Quitting jobs however, is associated with some difficulties as the unclassified-under educated worker doubt finding other jobs or adapting to unemployed mode of living, a town resident who welcomes the move says.

On the other hand, the State Government may save thousand of US dollars had unclassified workers been the only style of cheating government, an analyst said in a comment of the force leave development.

    This is good idea for finding the right people to do the specfic jobs such as educated people,but lets remember that those who are uneducated are well concern to find a job around if we are just putting our eyes always on educated people only,in fact you the governor by yourself,you should be able to get more jobs to those who are unedcuated so that they can improve the way of life.Jobs like cleaning,hospitality,building,Supervisoring and etc should be possible for those people the more you tell them what to do the better chance you have reduce the number of corrutption,lets take everythings equally and make them possible.Like here in Juba people are wondering around throughout the day and night nothing they can find,the population is too huge and mostly are uneducated some with arabic and they are all waiting to find jobs,therefore because all over South people are still hiding tribal characters in their hearts especially when you apply for a job some times the one who has a little knowledge will be accepted rather than some one who has been to high standard of Education and this is just because the empolyer is friend,relative to him/her.But i warn that if we are after such things for truth this nation of South will never improve and we will be the last country in Africa.However in my view i would put my fingers on Goss for not improving the security in South where NGOs and other campanies should be able to come and provide jobs to our people.

    You can not just terminate people employments and expect them to go home and stay without jobs: Manyang Deng

    The decision by the authorities in Jonglei State to screen their staff is a good decision. It is unacceptable for the state funds to be spend on salaries and wages. Corruption can take many forms and overstaffing state ministries with unqualified employees is one form.

    The reason for employing qualified staff is for the better delivery of services to the people of the State. I hope this decision taken by Jonglei state will send a signal to the GOSS ministies that are experiencing the same problem.

    Authorities in Jonglei State must make sure that it is their responsiblity to implement projects such agricultural schemes to create job opportunities for the vast population of the state. You cannot just terminate people employments and expect them to go home and stay without jobs. How will they survive? They are not qualified for the current jobs but give them alternative source of employment.

    How will the authorities in Jonglei State avoid the problem of employing unqualified staff? The answer to this question is to create a centralised state body that will handle the recruitment of staff to public offices. The current problem occured because the recruitment to different ministries was carried out by respective ministers. Some of these ministers employed their unqualified friends, relatives and associates at the expense of qualified staff. This is the current problem facing GOSS where ministeries are tribalized.

    This excercise will remove only those who donnot have their uncles.it will not reduce corruption neither.Jonglei will never be free of corruption i believe.

    For real!

    Than, Kuol need to work on the issues which create tribal lines within the state very soon for him to become my best friend. Kuol is reality doing very very and very magnificient job. In fact the job policy must be simple and clear, work productively for the state and state will pay or stay idle at your yard, easily without running our lips a lot.

    Anyway, I hope everybody appreciate Kuol for that.

    Great job for Jonglei state authorities.

    So fast so good but not always. This is a good move and a signal for good governance. Everyone should do what he/she is competent and that can accelarate developemnt. We need to see those who claim to be more educated to deliver quality services to our people efficienctely and effectively to our people regardless of trible means.

    However, we do not want to turn away from those who are not educated uncompetent for the job. We need to bring them on board. The government can do its best as its to provide some sort training and nurture their skills and knowledge for those kind of jobs. if those pertaining probles are adressed than living standards is implemented.

    I congratulate the move initiated by Jonglei state government and I would like see better move than that. Thank you all and may peace prevail in Jonglei state.

    Those who took this exercise as a wrong step to avoid corruption, you are at the opposite side of development. Mr. Manyang will never take any money to his home but for the seek of development and eradication of corruption.

    Make sure to remove wrong people at the right positions.

    Get this right!

    The wazee and the unlearned should go to villages to cultivate the fertile soils of Jonglei otherwise chances are for those who can plan, coordinate,manage; administer and medicate the levels of human organizations. So, let them blame ‘Mr. All of You.’

    Let this be done on basis of colour-blindness in order to adhere to transparency and just man power recruitment.
