Ban Ki-Moon regrets ICC move, says committed to UN deals with Sudan

July 12, 2008 (KHARTOUM) — The UN chief said he is ready to cooperate with the Sudanese government to implement the signed agreements. He further regretted the imminent indictment of Sudanese president according to Sudan official news agency (SUNA).

The United Nations mission in Sudan (UNMIS) has raised the security level to phase four for staff operating in the troubled region of Darfur. The measure has been implemented since Thursday, hours before leakage of the upcoming indictment of president al-Bashir by the International Criminal Court (ICC).

“Sudan has made a request to the secretary general of the League of Arab nations to hold this meeting,” Sudanese ambassador to Egypt Abdel Moneim Mabruk told the Egyptian news agency.

In a telephone call with the President Omer al-Bashir, Ban Ki-Moon expressed the readiness of the international organization to cooperate with Sudan to implement all the signed agreements and understandings, the official SUNA reported this evening.

“Ban Ki-Moon, UN Secretary-General, regretted the move of the International Criminal Court to arrest a number of senior state officials.” the agency added.

SUNA also quoted the Sudan’s U.N. ambassador Abdel-Mahmood Mohamed aa saying that Ban Ki Moon has promised to work on blocking the ICC indictements through his meetings with the P-5 members of the UN Security Council (UNSC).

This week the UN Secretary General yesterday had refused to comment on the speculations of Al-Bashir’s indictments saying that “as a Secretary General I am not in a position to mention anything officially before the announcement by the ICC”.

“In principal I believe that peace and justice should go hand in hand. Justice can be part of a peace process but peace without justice cannot be sustainable” he added.

However Ban Ki-Moon said he will assess the situation after the suspects are named next week.

On Friday, the Washington Post reported that ICC prosecutors will seek the arrest of Sudanese President Omer al-Bashir for genocide in Darfur, prompting Khartoum to warn of a threat to peace efforts.

UN Staff in Darfur were informed of the new security arrangements, which restrict the movement of civilian personnel. Any threat against the international personnel would require total evacuation.

This is the first time since 2004, date of the entrance of the UN humanitarian staff to Darfur, the international organization takes such decision.

    There is no need to regret for such a wise move Mr Ki-Moon, Sudan will never acheive peace as long as Bashir is in power, he is responsible for the lost of millions life in Sudan and if he believe he is innocent, then let it be probe by court of law that he is innocent. It will be consider as an evil act if anybody try to block this indictment, I believe this would be a huge step toward peace in the region. Don’t be shaken by their threat. “Injustice anywhere is a threat to justice anywhere”

    I have regretted Mr Ban Ki-Moon regretion of ICC move. Nobody in Sudan who can agree with UN chief opposition to ICC expected naming El Bashir as war crimes criminal number 1 in the next 24 hours.

    May be NIF leaders and its few supporters can agree with Mr Ki-Moon.

    My concern here is, UN Chief seemed to be contradicting himself in the case of El Bashir arrest Warrant.

    This article quoted Mr Ki-Moon as saying I quot “as Secretary General I am not in a position to mention anything officially before the announcement by the ICC”. Before this qouted part, Mr Abdel-Mahmood Mohamed said quoting UN Chief as saying and I quot “Ban Ki-Moon has promissed to work on blocking the ICC indictments through his meetings with P-5 members of the UN security council (UNSC)”.

    Elsewhere in this article there is another quoted statement believed to be Mr Ki-Moon’s statement I quot “In principle I believe that peace and justice should go hand-in hand. Justice can be part of a peace process but peace without justice cannot be sustainable” he added”.

    My comments: ICC came as a UN initiatve according to my understanding and I would accept a correction if I am wrong. The question is how come UN Chief promissed to work in blocking ICC move while the UN itself assigned ICC to bring human rights abusers and genocides perpetrators to justice?

    If Mr Ki-Moon believed that “peace without justice cannot be sustainable” then why are you working to block a move that would sustain justice and peace?

    Are Darfuris rights going to face a denial from tripple giant power (Ban Ki-Moon, China & Russia)? If that is the case then Mr Ki-Moon should make clear that he is standing by Genocide perpetrators as China made it clear.

    I know that this article comes from SUNA and I know what SUNA is in term of fabricating lies and propagandas. But I do not have a clear position from UN Chief in regard to Darfur war crimes suspects and how to arrest them.

    I intentionally left out a comprison of staements to other readers to check whether UN chief has contradicted himself or not.

    As Mr Ban Ki-Moon regret of ICC decision, also the victim of the genocide, and the people of Sudan that live under the hades in Sudan, also very regret of Mr Ban Ki-Moon comments.

    No one above the law,and Omar Albshir is not A prophet.
    A crime can not be made, because of power.
    We as the victim of the minorty ruling,in the name of Arab, humility, arresting, killing women, children, old ages,can say enough is enough,because 54 years people in Sudan living like animals with lions in the bush.
    Sudan is not an Arab cuontry, and Arabs were not involp in peace talk between SPLA/M and Sudanese government on the side and Darfur rebels on the ather side. Arab are responsible for the crime that committed in the name of Arab in Sudan.
    Darfurian, southren Sudan, south Kurdufan South Blue Nile Eastren Sudan are not Arab.
    Omar Albshir and his follower Will be arrested and charged with the crime agains humanty in Darfur and South Sudan and in Sudan all.The Sudan gveernment is aterroris government and still till now committing crime.

    -I belived the UN troop that has been Killed last week, they were killed by Sudanese government.
    -The leader of Darfur Arko Manawe who left his position in the unity government has got reason why he left, because goverment wanted to assassinate him.
    – Mr Fagan Amum now in Juba, for the reason government wanted him for investigation, because of his speech that Sudan is a failer and corruppted cuontry,and the unity constitution government gave freedom of speech, but Omar and his follower still doing crime.
    -League of Arab,and China will stand by Sudan,But African will be Silen,and weapons, airforce comes from China thruogh Arab countries to sweeping out black people in Sudan, and international community knows that, within the head of UN Mr Ban Ki-Moon who wanted to stop ICC because of concequences and reflection and threat of governmentterroris, we are not afreid.

    Threaten internatioal community that if Omar Albshir arrested the whole region will be out of contrul,is not accepted,and playing with the right of humanty also is agains the law.the Crime of Sudanese government can not be compaire with any crime committed in any place in Africa, that the government gave his order to his force in the name of power, to kill and rape and displace black African in the name of Arab.

    Ban ki-Moon should STEP DOWN FOR ATTEMPTING TO DEFEND AND ENCOURAGING CRIMINAL LEADERS IN AFRICAN CONTINENT.WHO should encourage execution of justice and GOOD GOVERNANCE if not THE UN CHIEF? IS BAN kiMoon Meeting UN objectives or just violating them? that is why AU IS APING HIM!THis is very disapponting and frustrating MR secretary General!we hope you will come above that as THE UN CHIEF/SG.

    Mr Ban ,there is no worry about the ICC announcement of carrying the decision against bashir for the suspect of war crime and that is good move for internation community to get the real solution for the genicode that are happening in entirely Sudan particularly loose of confident for peace in region.peace without justices is meanless.Better Bashir to die alone than entirely region/state at large.

    Is it the UN that is going to cooperate with Sudan or is it Sudan that is going to cooperate with the UN?

    Cooperation of UN with Sudan means continuation of genocide in Darfur and vice versa.

    Ban Kin Moon regrets the move of ICC for indicting the crininal or the echelons of the Khartoum regime at the expense of Darfurians !. That is a lunatic statement produced by a UN Secretary General!.

    To you Moon, when people have been or still being killed by Khartoum Government, it was /it seems to you as a ghost story but when ICC has made a move to arrest the perpetrators, it had shocked you that is why you released that statement contradicting yourself that you were never concerned of the many lives lost in Darfur land and now your ally is tampered with that is why you talked of your commitment to cooperate with Khartoum Government to halt the situation down.

    To tell you that, things have reached the apex and never will you as a Secretary General reverse what the body has come or will come with whether by hooks or crooks comes next week. The lives lost worth more than Omer’s live and his few followers to be mentioned. Justice is done for all irrespective of someones position, where he/she comes from and the likes. That is the reason for ICC’s inception.

    Somebody echoed what SUNA means, and I will therefore say if the information is distorted, let us here from Kin Moon’s next statement.
