July 14, 2008 — Before and shortly after the inbeing of the signed CPA. Circulating rumour was that the new Head quarter of Jonglei state is Ayod.In November 2005 with the coming in of the Governor to his state. Campaign of Gediang to be new Jonglei state Head quarter surfaced in peace conferences of Poktap, Yuai and Gumruk alternately. In March 2006 in Gumruk peace conference, the Goss vice President announced saying “thanks to you the citizens of Jonglei state. Your popular demand of chosen Gediang to be the Head quarter of New Jonglei state is highly received and one of your wealthy citizen has phoned me to pass to you his congratulation and his greatest about your decision is to build Chief conference centre in Gediang the Head quarter of New Jonglei state which will only finish in three months from now”.
In April, when the issue of the Jonglei state Head quarters was at the table of the Legislative Assembly debate. The two contesting demands either the Head quarter be to Ayod by MPs of Nuer Counties or to be Gediang by MPs of Duk and Tuei East Counties neutralized and the Jonglei state Head quarter was loosely to be in Bor.
The looming odd in the mist of survey and allotment of plots in Bor, the Head quarter of Jonglei State.
In November 2005, the Governor, H.E Brigadier Philip Thon Leek Deng announced in the Public rally that, here is Bach Mhandis John Amour Kuol, the minister for land and infrastructure who will newly survey Bor Town and the plots should be newly allotted. Therefore no one should claims or builds any where before the survey and the new allotment. He added that the survey would start right away now and finish before the coming season.
The Governor’s order was heralded in popularity where the Bor residents remained without repairing nor built new Tukuls any where up to April 2006.Unfortunately the announcement was divisive because the land Minister fabricated a lie and sings it to the hears of his County and other Counties citizens, that citizens of Bor County are refusing to accommodate the State head quarter and that is why the survey is not starting.
There after the month of April with seeing no going of the survey. And it was raining, the Jonglei State citizens residing in Bor Town started in repairing and building settlement Tukuls randomly in order to protect them selves from the rains.
In December 2006, the Chairperson of Bor community, 4 community members and more than 10 Bor intellectuals of which I one of them, held a meeting with HE. The land Minister of Jonglei State in the house of the Governor. The agenda was about the on going fabrications and the area needs by the Minister to accommodate the state Head quarters. In answering the questions, the Minister did not point out any rally or meeting where the citizens of Bor County rejected the state to be in Bor or opposed the going of survey. I need the area occupied by Bor province, the land Minister answered. The Bor community persons meeting with the land Minister agreed and even added to the Minister some of areas which were not reached by the province, example Tibek, Wuncum, Biol and Diel-nom cattle camp areas and the agreed area for the state Head quarter was 7km x 9km, from North to south and West to East. The meeting was clothed happily with out any doubt on both sides.
In May 2007, the allotment committee went on in using Tu-tu-kura method in allotting some surveyed market plots and first class plots to applied citizen of Jonglei. At the same time, the land Minister was issuing to his relatives and friends, giving one person more than 4 super market plots and the same in residential plots.
In between the allotment committee’s and the land minister’s works. The persons in Bor Town facing difficulty in obtaining the plot either from the committee or from the land minister mount up day by allegeting that malpractice in plot allotment is going on with the committee and especially with the land minister. Some ministers and MPs were also complaining, report to Bor colleagues and me about the land minister’s performance in allocating the plots. I went around and ascertained that nepotism and corruption are the dominants in allotment of plots in Jonglei state head quarter.
Surprisingly, Bor County citizens were puzzled with another fabricated lie which become the paramount at the tongues of none Bor County citizens, that Bor are rejecting people of Tuei East, Duk and the rest of 8 Counties to be given plots here in Bor town. While the minister’s policy about the state headquarter land was in the Assembly discussion. Another nusty malpractice was observed. Bribery to the bitter complainers about the market plots were swished in by giving them the plots.
Bor town remains a comfortable seat for the came in Governments since 1905, were Bor District Paramount Chief Deng Malual Jogak of 1926-1946 there after he died, Chief Ajang Duot Bior came the Bor District Paramount chief 1946-1967 that he was killed by Arab soldiers with 32 Chiefs of the District and that was the end of one Paramount Chief of Bor District when Tuei rejected Chief David Mabior Ngueny the senior chief who was the Deputy- Paramount Chief supposed to take up the seat. Honestly Bor do not discriminate. Most plots in that old Bor town are belongs to Tuei citizens and Jalab traders and the naming like Haya Macuor and Cuei Atem Beny: Bor are ever for people as people are ever for Bor. Bor like people of other states to have plots in Bor and what sense should they refuse their fellow state citizen to have.
Bor town remains headquarter of Jonglei Province, where you have now Hella Gany and Haya Pangak and above that you get any Bor citizen being proud of being Jonglei citizen where as Jonglei is an area in Tuei.
Me alone in my personal substantiation in summing up all these trickery administration of the land minister, he is one of those with instinctual aims to entice other societies to join in their prejudice against Bo.
The land bill is not genuine and invalid for the state Assembly to discussion.
The Governor who signed the bill on the 7th was no longer the Jonglei state Governor, because he was removed on the 6th .
The bill was harshly arranged and therefore the dimensions of the 15 miles x 8 miles are beyond the area meant by the land minister.
An official document should contain both the name of the signatory and his signature which lacked in the submitted land bill.
The bill was not discussed by the council of ministers, because the more number of ministers
were not in the state and therefore no forum, which passed the bill.
Oh! What a pity to Bor county MPs in Jonglei State legislative Assembly. If one of them talks in pointing out any kind of mistreatment done to a citizen by the organized forces or reproach, to the community by the land authorities. Alas, he receives very clumsy and rude roaring as a reply ‘the head quarter of Jonglei state should be taken away from Bor.
Taking away of Jonglei state head quarter in Bor is looming in the minds and stirs anger and heart rate in the nerves of some MPs who desperately in need to take it to either Ayod or Gediang, if they just hear any word of correction from a Bor member.
It is horrid for a decreed and swears MPs for patience in deliberation, to be rigid and bias, so far, the request is to stop distortion, nepotism and corruption in allotment of plots in Jonglei state headquarter.
Out of pride or any kind of selves exhibition, Bor citizens strive in supporting South Sudan President, who oath to fight corruption nepotism and tribalism in his ever rule to this Nation. As also being spoken in every rally to citizen of Jonglei by the present Governor, that he will never tolerate any type of corruption in Jonglei state. Bor are endowed with respect, love and sacrifice to this Nation. Bor tolerate, respect and love their fellow citizen of this nation, such that harmony unity exist in this Nation.
Well Jonglei state is one of our ten states forming up this nation. Bor are happy of having their state head quarter in Bor. but if it is a cut throat demand from the other counties for the head quarter to be out of Bor. Bor will also be happy to have their state head quarter either in Gediang , Ayod or elsewhere.
When the regional government was established in Malakal 1983.it was name great upper Nile with out Bor, as well now Jonglei State legislative Assembly is without considering rights of Bor citizens. Or if that is a serious demand of taking the state headquarter elsewhere rather than Bor, where they will replicate disowning Bor and name the present State, Great Jonglei State without Bor. Bor will also like it and continue with their usual endurance, tolarence and coadunation for the sake of unity like the pass fabricated lies against them.
But the citizens will never tolerate the malpractice and the demanded crossing of the line drown by Bor community between the citizens of Atet, Pale, bang, Adol and Guala sections residential areas and the State Head quarter.

Hon: Philip Thon Nyok…that was a nice article. I approciated your view point about the Bor citizens as well as Jonglei citizens. He was a graduate from Makerere University.

Shame on Leaders like Philip Thon Nyok!! What have you really notified in Bor as a leader of Bor community? It was due to your ignorance that you failed to analyze what was going on in Bor as the Head quarter of Jonglei State. Your foolish desire to have segregation in your two minded and meaningless proved you a tratter and a lie rather than calling a true, Just and non congregative Hon minister of physical Infrastructure or to say Land and survey a lie.
The survey did not commence earlier not, because the Bor Communities were refusing to quit the land but was due to lack of Graders and Bulldozers in the State for Use.
I wish you as the wise person but not wise and educated man to think before you hired out your poor visionless writings. I Think if I am not mistaken that it is your first day in your life to have a writing on media that you fail to keep your temper as a leader shame on you.
Bor will remain the headquarter of Jonglei State for ever not because of the influence of Boor community but the interests for all

Philip Thon Nyok,thank you very much in the way you have present your article over this web. it shows your responsiblity as a community of bor.I do not think wether Jonglei government is different from the rest of the ten southern states in which the law stated that after the year 2005 that the former plots belong to the owner and the land belong to the community which will first be contacted and educate on the importance of the plan. And it is a duty of the community to give land to the government if there is a need to do so,and if there is un_utilised land which is reserve land for individual benefits then you need not to give land to those corrupt individuals. it is good you have tell them that these are not those days in which one can perscribes anything without being brought to justice. if the quiting of the headquarters is the case then let them go with it.

I can sense you are making a point in this matter but your coherency in presenting your point is puzzled.You are part of the Jonglei state legistlative assembly based in Bor town,are you trying to tell the state citizens on this website that you have no internal mechanism within the parliament to correct Amuor Kuol or do you long for the community to fall into your political folders in judging your creditabilities along ones’ clan?

Thon Nyok, The best thing you should have done as MP , is to feed the community with your resolutions regarding the land bill rather than pointing fingers at your colleagues in the same Assembly.How different are you from Amuor Kuol if your state house do not have enought will to help the community fighting corruption?
Hon. Amour Kuol, When we received you back from exile those day, we thought you will help our state with the skills and knowlede you acquired from Europe and that was the major reason why we honoured you with the ministerial post in the Jonglei state government.
Your malpratices in land allotement have left alot to be investigated for one, the land distribution policy is not yet clear to the citizens.Thousands of returnees are still squadering under white ant-tukuls in Bor waiting for unbecoming promised piece of land.Considering the prime priority,these category of people among others deserved to be issued land before any government officals.The question is where is the 7X9KM of land that was given to the headquarters by the Bor community going to, if not to the needy community? ” I submitted in my application for a piece of land since 2006 but no respond” said an old Mother in Bor Town. ofcourse she has no money to reserve an appointment in your office and for sure she will not get land forever. dear Mr Amour,if this is a case,I supposed, you change your modalities because they do not necessarily reflect your profession or else you give chance to another person who may be willing to serve his community with little corruption.

I am not from your county,but I fully aggeed with the fact that the greater Bor Community is not refusing state capital expansion but questioning the accountability of Honourable.Eng.Amuor Kuol in issueing land to the citizens.
Remember,the name BOR reflects an historical meaning in all the wars for liberation in South and therefore,replacing the state capital with Ayod will be like relocating Juba to Ramchiel.However, we need to accomodate all the other tribes in Jonglei state headquarters with open hearts for them to feel at home.

Firstly, it is unfortunate that a member of Parliament should use this forum as a platform for advancing his personal agenda. Surely there are rules against such actions, especially if they are meant to be divisive.
Secondly, the article is written so badly and ungrammatically that one cannot help but question the quality of representation we are getting here. The least that the representative could have done here was to give the article to someone who could have corrected it stylistically and grammatically, before posting it.
