Ugandan troops kill 10 civilian in southern Sudan – report
July 23, 2008 (JUBA) — A Southern Sudanese official accused Ugandan soldiers of killing ten civilians during recent attacks in Eastern Equatoria, southern Sudan, but the Ugandan army spokesperson denied the aggression.
At least 10 people died after the assault at a cattle camp in Kapoeta, about 250 kilometers (155 miles) east of Southern Sudan’s capital, Juba, Marko Lokoroe, commissioner of Kapoeta- East County, told Bloomberg.
“Eyewitnesses said that those who killed the people were Ugandan soldiers in Ugandan army uniforms,” Lokoroe said. “Cartridges from the guns that were used against civilians were left on the ground and are similar to those used by Ugandan troops. We strongly condemn the act.”
In the latest attack, in which 100 cattle and 30 goats were also killed, a T-55 tank — the same model employed by the Ugandan army — was used, Lokoroe said.
Since 2002, Sudan allowed the UPDF to pursue LRA rebels up to a limited area extending to a “red line”, about 100 km north of the Uganda-Sudan border.
Nonetheless, the Ugandan army denied the aggression saying that its troupes are disciplined and could not commit such crimes.
Major Chris Magezi, spokesman for the Uganda People’s Defense Force told Bloomberg “the allegations are laughable,”, adding “UPDF is a very disciplined army and cannot attack civilians. It can also not use its tanks against civilians.”
In an interview with the Ugandan New Vision today, Salva Kiir said his government has not demanded the withdrawal of the Ugandan army from southern Sudan.
“When we took the administration of the south and found the UPDF there, we did not expel them because we respected the agreement which they reached with the government of Sudan,” Kiir said.
“This is the position we maintain to date. We did not have any problems with the UPDF. We discussed it with President Museveni and we agreed that we put it to the chiefs of the two armies to go and settle it. It is an administrative issue.”

I personal point my finger on Kiir made the agreement with Ugandan soldiers to come and do such crazy thing in our territory, I warn that Kiir and his internal enemy Riek must act serious with these stupid soldiers, we have faced a lot of problems in Eqauatoria it is time for peace and unity, this is absolutely stupid for us to believe that we are under government control while a government is too harmfully, how can Kiir agree with Ugandan troops to operate in Equatoria while none of LRA is longer hiding in Equatoria, Riek must not bring his own anger of missing leadership and intending to support LRA while Kiir is also working for his dinkas to carryout stupid things and now bringing negative agreement with UPDF to kill with our people in Equatoria,how ashamed is this? 10 people my God!!!!!!!

When is the security will improve in the South?
These civilians were one of the objectives that the South Sudanese took up arms to protect against the serpent in Khartuom but now peace is achieved and still civilians are dieing without anyone held accountable!
It doesn’t make any sense here, to have Ugandan troops in the South to hunt down LRA and peace talks on the other hand!
The GOSS should be cautious about the security of civilians in the South. Neighbouring countries bandits can take that advantage of having low security.
It is not clear whether Ugandan troops or LRA are the one who all the times carried out attacks on civilians in Equartoria.
I disagree with Logic boy on the insulting the whole community of Dinka and Nuer.
He has a right to blame leaders but not tribes who have very little knowledge about the the South Government.
Let’s the Ugandan troops withdraw from the South and deploy in the border instead of being in the South which is causing alot of insecurity for the civilians.
Protect South Sudan sovereignty.

The government of southern Sudan must inform the Ugandan government to advise their troops to stop such act in our territory.How come the UPDF came to the South in pursue of thier foes and instead begins to kill us.Something must be done.

It is very sorrowful news to hear UPDF is using tank against our civillians in Southern Sudan.I personally request investigation of incident,soldiers should be taken there to briefy track/trail of the alleged tank involves in killing if not then the Commissioner should held responsible because to report false incident is a big crimes and he must be disciplined. If the incident is true then Uganda army must leave South Sudan and follow Kony because we tired of them.

Fellow southerners,we don’t need to blame mr.Kiir because his administration does not include the safety of the life of southerners especially Equatoreans.His main task is to watch the killing of southerners for enjoyment and sending appreciations to Museven.
I am strongly urging our leaders to go for psychaitric test before they come to their various posts for some of them do not koow what do.
