South Sudan recovers million dollars from ghost jobs
July 31, 2008 (JUBA) — Southern Sudan government continues crackdown on ghost jobs and concerned authorities have succeeded to recover about one million dollars during one month, said Salva Kiir yesterday.
Speaking during the 3rd commemoration of Garang’s death on Wednesday, the president of southern Sudan government disclosed that the ministry of Labour, Public Service and Human Resource Development has launched a payroll scrutiny programme and identified ghost names in some southern states.
The Labour ministry recovered “in one month about half a million Sudanese Pounds from the ghost names and double-pay and we expect more to be recovered,” Kiir said. Adding “In Jongeli State alone, the Governor has managed to reduce the civil service by more than 50% and we hope other states will follow suit.”
Salva Kiir warned against these practices and said this should be a clear message to people who are still receiving more than a salary that to be prepared to face justice. He also directed the southern Sudan authorities at all levels to tackle seriously with this issue of ghost jobs.
“In this way we can effectively combat corruption in our systems.” He said.
Corrupt officials have been adding the names of relatives to swollen payrolls and collecting their salaries. This practice of ghost workers soaks up millions of dollars desperately needed for southern Sudan development.
Kiir pledged that his government would invest more in development of private sector to promote job creation, sustainable delivery of service and efficient use of natural resources.

I know president Kiir and Dr. Riak Machar have tried very hard to bring corruption down by whatever means, but the accomplishment is at stake untill the following has to be executed:-
1. Every worker be it in military or civil service must be paid after ID delivery.
2. SPLA commanders should not act like payroll personel, every soldier must get his salary from established post office run by well trained accountants.
3.Highly qualified business administrators who will trace any single coin must be hired, I am one of these needed tracers.
4. Those who are caught with red hands by stealing national funds must be harshly jailed for them to serve as a lession for other remaining crocodiles.
5. Those old faces who have been smuggling millions of money, gallons of UN oil, sorghum bags, SPLA guns since Garang era must all be removed to pave the way to new and fresh citizens who may come with nationalistic ideologies.
6. Those greezle mouth eaters need to go and rest while their pensions are given to them.
By doing these, South Sudan will prosper.

Absolutely true Mr. President! We can’t tolerate this dirty habbit of cheating our nation for long.
Meanwhile, the sleeping governors of Equartoria States, Bar – el – Ghazal States and Upper Nile plus other corrupt GoSS ministers should copy from Jonglei immedaitely or send them to Jonglei to go to learn. They are taking our nation backward. We can’t wait.

… BUT WHERE WERE YOU ALL THESE YEARS?.
This well done mr. Mayardit. The only thing left is the repatration of the Southern Universities back home from that harsh Khartoum. I don’t see what those southern institutions are waiting there. I thought it could form importent parts of your yesterday speeches, unfortunately you ignore it.
Your government do sent students there yearly, these students are thoroughly humiliated by the arabs and you turn a deaf hear to their cry. Please Mr. Mayardit if you are serious with our future as a Southern Sudanese president you better looks into this before next year election.

Prevention is better than cure!
Cracking down on corrupt officials is not an effective way to deal with bizzare situation in the South. South Sudanese have been waiting for this moment for long time but now they have got it,but due to our way of doing things will make us less develop.
Three years on, and we still don’t have many tarmac roads within the capital city of South Sudan. Leave the roads that are connecting other towns to the capital. Still no proper sewage system in the capital. Where is the money going? That’s a big question without proper answer from the officials who are working for the GOSS!
GOSS officials have put theirs sons, daughters and other relatives in very expensive schools in neighbouring countries and abroad while we have people at home who can’t even afford a cup of rice! Their sons and daughters are driving fifty thousand cars in abroad while back home no a single bus that can transport people from town to town! If the GOSS leader dig a deeper hole, I think the corruption allegations will involve ministers and governors who are working for the GOSS.
If these public funds are use for individuals purposes, what about those people who don’t have their sons and daughters working for the GOSS!
The only solutions to the problem in my opinion is, to create a banking system with expertise who know how to deal with money! Working with money is like a male who is working in a brothel! He or she needs to have control of emotions and have sense of professionalism as well! After you have created a proper banking system, everybody now will have a bank account where he or she will have his or her money deposit in it! This money will be known be the banking system! And if you have more than your salary, than there will be a question of your other income!
I think, in that sense corruption would be brought undercontrole! Without that, public money will be use by individuals forever in the South.
We will never developed if we don’t give up greedness and put equal share first above everything esle!
I am happy to see a different South Sudan not the way I left it seven years ago! We are working hard day and night here to achieve something and come back home to help our people!
God will bless South Sudanese despite living in fear of corruption!
