South Sudan earmarks $200mln for universities- minister

August 2, 2008 (JUBA) – The Minister of Information and Broadcasting and official Spokesperson of the semi-automous Government of Southern Sudan, Gabriel Changson Chang, said the cabinet has resolved to allocate 200 million US dollars for renovations and constructions of infrastructures of four Southern Sudan universities.
The Council of minister also added to the list of the universities a would-be established Rumbek university, which the President of the Republic of Sudan pledged to establish through his office support when he visited Rumbek town last year. That initiative has not yet materialized.
Minister Chang told the press that based on the report of the Ministerial Committee Chairman, Dr. Luka Tombekana Manoja, the amount of 200 million dollars was passed in the Council of Ministers’ meeting on Friday chaired by the First Vice President of the Republic and President of the Government of Southern Sudan, General Salva Kiir Mayardit.
Chang revealed that Bilinyang – an area of few kilometers from Juba – has been chosen for construction of new premises of University of Juba in addition to the University’s existing premises inside Juba town.
The Vice Chancellors of the four Universities were asked by the Council to budget for their respective administrative budgets.
The cabinet also noted the gradual return of the three universities from Khartoum which would begin with the first year students in most faculties in the next academic year.
The Southern Sudan universities were transferred to northern Sudan during the 21-year civil war in the country with only very few faculties retained in the South, leaving hundreds of secondary school leavers unable to access their desired fields of study every year.

We have the money but some individuals are working with dark heart for their own interest instead of building South up,this behaviour must not be tolerated,especially those who moving from their areas to cause problems to other states.I think that those people need some skills to organise themselves when planning for development because i think that the development is always suppose to begin from the city before spreading to urbans areas like Upper Nile or Rumbak,but this idea of ranning different places at onces seem to be as a target of consuming money,otherwise some while mis out.

Building Uniniversties is not the right infrastructures we are badly needing right now, eduction doesn’t start from university but from the basic! the GoSS, must make sure that all the kids in Southern Sudan have primaries and secondaries to go to while gradually building our higher eduaction infrastructures, childern also need protection from diseases, a good healthcare infrastructure is also required!
I am not saying that universities are rubbish but to mention that the GoSS, should have built other important ereas such healthcare,basic and secondary education, roads, housing and then higher edcuation

The repatriation of Southern Sudan Universities from the the North is a good idea, but the building of more Universties is not viable at this time in point. South Sudan is in need of more skilled people to cater for its natural resources as we lack the human resources.
A well organized Army is that with many soldiers than Generals. The Generals don,t fight,but the soldiers do the fighting. In order to meet the shortage of skilled manpower more colleges of the existing Universities have to be created and spread in all states and in addition Vocational training has to be incorporated into the secondary school system and technical schools build in every state to harmonize the shortage of skilled manpower that the south needs desparately.
You can already see that even the digging of pit latrines is done by semi-skilled or non-skilled people from neibouring countries. Skilled jobs are never dirty jobs. You may get dirty with oil as a Car mechanic,but the money you get is not dirty. I am taken aback that the post war Vocational and technical schools have not been taken care of since our development depends on these instituitions. The ministry of Education,Industry , labour and manpower development have to come up with plans to secure the shortage of skilled manpower that we badly need at this point in time. We do not need to depend on foreign skilled manpower if we could produce our own think about it. That is just food for thoght!!!
