NCP, SPLM to work together for Darfur peace and Sudan unity

August 6, 2008 (KHARTOUM) — A joint committee between Sudan’s peace partners today held its first meeting to implement a joint resolution to achieve peace in Darfur, unity and national reconciliation.

Two delegations from the Sudan People’s Liberation Movement headed by Pagan Amum and the National Congress Party led by Mustafa Osman Ismail met in the SPLM premises in Khartoum to establish a plan of action on the three issues.

The joint meeting agreed to form three committees to draw common grounds to reach peace in Darfur, make the choice of unity attractive for southern Sudanese and achieve national reconciliation.

The joint committee will put a plan to realise a comprehensive peace in Sudan particularly in Darfur and makes the unity attractive, said the SPLM Secretary General. He further added that “We have to reconcile between the state and the citizens, ensure a peaceful transfer of power and achieve equality between Sudanese.”

A comprehensive peace deal was signed in 2005 to end more than two decades of war between the SPLM which aims at a secular state while NCP which had seized the power in 1989 to establish an Islamic state in Sudan.

According to the CPA, the NCP and SPLM shares wealth and power and agreed to achieve democratic transformation in Africa’s largest country. However, since three years the implementation of the peace deal is hindered by conflict of ideological visions and differences in the interpretation of CPA provisions and mistrust.

The south also has a right to vote on secession in 2011 under the deal.

NCP leading member Mustafa Osman Ismail told the reporters that the two parties count on this committee to find common ground on the three crucial issues.

Ismail also said they agreed to form three committees to implement these objectives, adding they will establish a joint mechanism to carry out “social activities” between the two partners of the national unity government but also between the NCP-SPLM and the other political forces.

The delegations agreed to hold another meeting soon.

Next year the country should witness the first free and fair general elections since 1986.

Among the outstanding issues that the joint committee has to resolve that complete democratic transformation in Sudan would also require major legal reform elsewhere, such as media and national security legislation.

However despite the adoption of the elections bill last July the press and media law, the national security law remain unchanged.

Sounds good that Pagan is heading the team, these Islamic laws which typically reflect the interest of the ruling minority have to be changed to incorporate the large marginalised population. Democracy can not be functional when the press (media) is not free from political influence to fulfil its obligation of being public ‘watchdog’.

A change will only come when Kiir stands firm with courageous figures such as Yasir and Pagan and face the regime mutually. I deserve an outstanding hope that Pagan will unite the split Darfuris, but the question is, will the arrogant NCP accept the outcomes in goodwill? Obviously no, at less Kiir backs up the team in exerting more pressure on the regime.

It doesn’t make sense at allot, for Pagan, to jump and head this committee without the grassroots and live supporters of SPLM/A, hearing how this fuss of intimidation, degradation and humiliation of Secretary General of SPLM as a vital partner was resolve. I am not talking of Pagan, as individual here but this was a violation of CPA and it shows how low SPLM can be dragged by NCP. If his case was resolve under close door then those grassroots and live supporters of SPLM should switch side and victory goes to the giant NCP.

    Making unity attractive?

what new thing has the NCP not done in the last 3 years?

Killing and displacing Abiye civilians? Is this making unity attractive or unattractive?

    Think twice SPLM…

    Gentlement,
Whatever initiatives are taken now over the sitution in Darfur is upon the interest of saving Bashirs neck from the ICC pricking situation. Pagan and Yasser would be called the right or tough men on job who is going to take heed to any recommentions or suggestions they would give.
If such committee was formed when everyone; whether locally or internatinally were calling on the Bashir’s government to settle the problem in Darfur, one would say the government mean bsuiness, but Bashir paid deaf ears. Evidently he was the mastermind behind the killings and misery in Darfur. But now that he has been pinched by ICC, good thoughts and initiatives are coming out for Darfur. But remember Gentlement! Suppose ICC would drop the charges now against Bashir because, Bashir is trying to do good, the reverse of these thoughts or committee of solution finding to the Darfur situation would be true.

I would be sitting on my tree branch to watch things closely and pray that, God takes it cause on Darfur. All I could see is politicking!
    DARFURIS! God have not forgotten.
