Government signs fives contracts to build South Sudan dams

August 27, 2008 (JUBA) — Sudan signed today five contracts for scientific and feasibility studies Wednesday in Juba for construction and rehabilitation four dams in south Sudan that will cost 38 million USD. It represents the preparatory phase of the implementation of the projects.

bashir_in_Juba_27_august_08.jpgPresident Omer Hassan Al-Bashir, and the First Vice-President and President of the Government of South Sudan (GoSS), Salva Kiir Mayadrit were among the present in the signing ceremony.

The contracts were signed by the Executive Director of the Dams Implementation Unit (DIU), Ussama Abdalla and different representatives of the implementing companies.

The five signed contracts were on areal photography, survey linkage, studies and designing on three medium size dams, maintenance and re-operation of Maridi Dam and Water Station, studying and formulation of a tender book on major dams, in addition to observing the implementation of projects by the Towns Water Authority.

The new three dams would be constructed in Wau of Western Bahr El Ghazal state, Juba of Western Equatoria state, and Torit of East Equatoria state.

The three new dams are dedicated to fulfill southern Sudan needs in electricity and clean water; while the Maridi dam rehabilitation project limited to supply water and irrigate the agriculture in the region.

DIU Director pointed out that such a big development projects will transfer south Sudan into the world food basket.

Meanwhile, the Minister of Irrigation and Water Resources, Engineer Kamal Ali Mohamed, said that the implementation of the signed contracts will contribute to production of water electricity power of great economic outcome as well as enhancing the work at the agricultural, industrial and other fields.

Southern Sudan government minister of energy and mining John Luke said dams’ projects will attract investors. He further said that construction of dams, which is expected to be finalized after four (4) years, will cost in total estimated five billion US dollars.

The projects will be financed by the federal government.

The Minister of Irrigation in the Government of South Sudan, Joseph Doweir, said that the signing of contracts for establishment of dams represented the real start for realizing development in south Sudan.

The Minister of Parliamentary Affairs, Joseph Okello, said that the implementation of such projects will strengthen ties between the people of the one nation and enhance the standard of living for the citizens of south Sudan.

    This article is written in the response of Prof. Chand, article of 21 July 2008, published by Sudantribune, and whoever like to question should himself of why he published that article which outrages many people

    Come to life the untold genocide of 28th August 1991 in Bor land and repeated in Bharl el Ghazal in 1992.

    The Bor town became centre of historical events in the history of the Southern Sudan, be in happiness as everyone celebrating the CPA and heroes day which is dedicated to late C-IN-IN Dr. John Garang and all fallen heroes who dedicated their life and time to free us and to bring democratic to the whole nation who suffered massive suffering under successive regime of the Khartoum and be in genocides and crimes against humanity also in Bor.

    They 104 and 105 battalions in Bor town made rightful and historical decision and courageous action to rebelled against Khartoum rules that emerged as the kick off to started war against the regime for the sake of bringing freedom to people of the Southern Sudan, Nuba mountain, blue Nile and Darfuria in western Sudan, however for the course this struggle the very first people to experience the war causalities in the war tore South Sudan were from Bor resident at Bor town and villages.
    The first bomb dropped in the aftermath of 16th May 1983 at 5:30 pm Sudanese local time, was dropped down to Bor area killing two children in Baidit (Mach Deng) where CDR. Kerubino and his men were quiescent after their arrival from Bor town in the afternoon however, the first fatalities happened in Bor.

    The rebellion against Khartoum regime, was vary clear after the collapsed of the Addis Ababa agreement, although the Southerners did not agreed of where to start the War, when and which place but happened to be Bor town under Cdr. Kerubino K. Bol. The purpose of rebellion was to protects innocent people, their culture, and safeguard traditions and fight for freedom and democratic, to give everyone freedom to live and freedom of speech and give each and every regions self determination, at all levels of the government and more so, protection of the civilians that I thinks was why many of us able to joined SPLA/SPLM in our early ages in order to give room to children and elders sense of pride and find humanity in their life as Sudanese.

    However, to my surprised, that was turned up side down by the Nasir groups led by those who thinks to be well educated in education but lack pride in them, lack sense of being human and born among the people, being arrogate enough to caused harms and shamed to Southerners and forgetting the life of those whom we lost from the starting of war in 1983 to 1991, in my documentary, I had discussed more about Dr. Riak’s characters and his friend Lam Akol as well as his allies in war against the Southerners and their movement. I will be exposing Machar’s true color so that those who hided under his umbra will be hurt by sun and be able to find some where else hide.

    The Dr. Riak’s planning to carried massacre in Bor and in Dinka in general took difference angles, the projects started when SPLA sent Dr. Lam to led the SPLA delegates in Nairobi, I do not want to give date and year since the self proclaimed prof. Chand have a habits of copy an unfounded resources, he might temper to use my resources which Am writing from experience as a part of struggle. Chand has no experience and know nothing about the movement. I hope this article will feed him to digest the pride of being part of the South Sudan. According to C-IN-C John Garang, Lam left the agent of his meeting with the Sudan foreign minister and discusses with him what they had agreed with Riak Machar. The government of Sudan known these people as fools but the can use them to disrupt SPLA/SPLM successful attack against Juba and to make them success in their offensive and ethnic cleansing, Khartoum accepted the offer to assist them since they are willing to bring down the SPLA/SPLM which was successfully capturing towns after the other. The Khartoum policy which the need to implemented before SPLA captured Juba was to carry out an attack and kills people in Bor which can weaken the movement and of course it happened. Khartoum policy of arming community against another became effective and as a result, Nuer in general was armed and since Dr. Lam was not popular among his people, no one from his community followed his foolish ideas and undefined direction; he was left a lone to followed Riak. Dr. Riak did not know that we took up arms to protect civilians and not to turned against them and killed them. Bor were targeted and Riak’s forces emerged with no sense of humanity and Bor was rocked with fires, people were burn a live, children were killed, women were raped and killed, elders were also killed and some girls were taken to captivity, homes were destroys and cattle were looted and more so, Bor was captured and every many other unaccounted atrocities were committed.

    On the other hand, the SPLA/SPLM seized Juba and it was half way to be capture when news reached Cdr. Salva Kiir and C-IN-C, ordered Kiir to go to Bor and the news came from Cdr. William Nyuon Beny, but news remained kept secret to Cdr. Kuol Manyang since he is the son of the area and the scale taken by war which weigh heavily on civilians was worse of that kind, it happened when Bor sons taken away trained as Koryom two in Torit and remain were women and children and elders were destroyed , that could be distressing situation to Cdr Kuol if told. However, Cdr. Salva Kiir took step and strong courage to informed Cdr. Kuol and Kuol immediately joined Kiir before he reach Bor and became the front runner who sent Riak’s forces back to Nasir. Riak saw no alterative Bor was destroyed and the SPLA remained strong and C-IN-C still alive. He only destroyed innocent peoples but movement remained and struggle was far from over. The only way out was to join Khartoum and planned together was the only option left to South Traitor.

    After Riak’s failed to reach the SPLA/SPLM stronghold of Torit, Riak took another step and signed what John Garang called as Khartoum fools Agreement (KFA). Riak abandon his soldiers whom he used to attacked SPLA and Bor civilians and went to Khartoum and signed the KFA, this raises concerned from many human right groups to question his judgment and the visions he had for his people whom he just abandon them at Fangak and Nasir and many other places in Nuer areas. After he left to Khartoum the abandon soldiers were no one guiding them and some joined Nation Islamic Front (NIF) which now change to be Sudan Army forces (SAF) due to political changes in Sudan and the rests formed transformed to militia and set against Dinkas and the SPLA forces and Riak when to Khartoum and came to Juba to meet with LRA leader Konyi and Murle Chief Gen. Ismale Konyi and this meetings resulted in the formation of the SSDF and EDF all were set against the SPLA/SPLM, that was why Kiir revealed the bitterness last year when he say, I cannot collaborate now during the time of peace why didn’t I do it during the time of war as other did and he continues to say, when we were attacking Juba, our own brothers were busy inside here in Juba killing their own brothers and sisters and they were blank like us. The President’s speech was one that touched my heart but collaborators refer it Arabs, nobly they heroes who never being to Khartoum know whom he was referring to. President Kiir was ironically talking about traitors and the leader being Dr. Riak and Lam. The people who are being maintain through position, except Dr. Lam, who is now gone and no community can follow him but to Riak is difference, if remove from CDR. Wani position he can take the whole Nuer back to Khartoum and that is why SPLM/SPLA had concession to give high position to those were after the position but not after the South. Only Gen. James Holt distance himself from Riak and good enough people like Governor Taban Deng Gai became aware of the man and they are now beginning to exposure him to the public. Here we have seen and have a little background about Riak let come to conclusion.

    Inclusion, unless we stand up for justice, Dr. Riak will not learn and he will not going to apology to Southerners, I took a stand to see him brought to justice while Kiir will be there to give the evidence. I ask the victims families, it is a long journey but their will be an end. It took SPLA/SPLM 21 years to achieved CPA and its took Bashir 4 year to received indictment about Darfur war crimes and it will take another 10 years for him to face judges likewise to Dr. Riak its will take many years but still justice will come to rest.

    Today is a day the money worked to brought the man out his own culture, identify of the national pride and his nationalist and turned against his own people, starting from Nuer community itself, when, CDR. Peter Panuom was murdered by Riek in Nasir, with many other Nuer due to their closes linked to the liberation struggle seen in term of Dinka movement by Dr. Riek and his allies against struggle.

    I known those who love self denunciation as a key solution to atrocities committed due the war against innocent people in Bor as a something that should be kept secret to avoid division within the tribes line but that stand is hardest line to take, and public repent and public explanations is regarded as a key to put it to rest, whether you like it or not, the struggle will definitely begin if the we achieve separation of the South Sudan, for public campaign to bring to Justice Dr. Riek and his allies. In fact that will never stop someone like me not publish such an article regardless of how some people will receive my message, especially those who try to shied this murderer. If somebody who was young by then was able to survive and fought the hard war for 21 year what about Riek who was elder, and educated not able to stand like the rest, it is my surprise when some people misuse the name hero, is he hero because of joining Khartoum or killing of innocent people make people become hero.

    Dating back to the history of struggle when southerners took up arm against the Arab dominated north of the country, southern battalions were once prompted by the right decision to choose for change of the government that failed to fulfill the interest of the people. Although long enough, it didn’t take time to recess the idea of struggle as Nuer were the head up people who would quickly jump into changing the old philosophy which continually became the to be the continuation of struggle this days. In the birth of the Sudan independent, when British colonialists handed over the power to the Sudanese in general, the participant during those days were Nuer some of whom you may have heard from other as Both Diau who to these day is remarkably known for his struggle to bring change into Sudan particularly for the sake of southern Sudanese. None of the Dinka currently portrayed as hero were not known back in a day when the real political game was played through barrel, and bullet.

    Later in a day, not long ago, it didn’t take time for Nuer battalions to took up arm against Arab, when the infiltration of the southern Sudanese politicians had begum. It was William Nyoun Bany who quickly realized the fate of struggle to change the inappropriate condition aimed at southern Sudanese in their own land by the Arab merchants coming to trade their merchandizes. None of the Dinka you currently promote as nationwide hero have not gangs up against Arab, but these respectable Nuer who keep silent for the sake of valuing the dignity of a human being are the ones to be honored for that. As I can call it, you are fool blinded by your short sightedness in which it blinded you mind and your rational thinking because of the hatred built in you against Nuer people.

    Dr. John has massacred Nuer villages yet Nuer are still silent knowing that what had happened, had happened but not to bring them back in people’s thinking every single day. I believe your outcry to the world indicate your weakness which in fact painted your true images as coward people in nowhere they could be found. I believe that Bor massacre was not caused by Nuer people; however, the cause for that was humiliation you have done to Nuer people during your late stupid leader (thank God that he died without seeing the hope he was building) Dr. John of your silly moron tribe.

    Frankly speaking, without Nuer there wouldn’t have struggle in the south. All of you would until today be treated slaves. I don’t see that you can gangs up against Nuer because they freed you from being slaved by the Arab. Please, Nuer are your safe heaven if you don’t know. Without Nuer resistance to Islamization most of you could have been marked in the bum because you like selling yourself to the enemy which you would never seen from Nuer people.

    If you know the history down the road, you would realize that somebody like Kuany Latjor, Joseph Lago, and Gach Tut were the ones who engineered the movement, and are the people to be remembered from time to time. There is nothing Dr. John has done, but killing Nuer civilians for the sake of ethnic cleansing which failed to reach the final destiny. The fierce battle you waged with Nuer Gaa-jaak taught you a lesson. You were fighting with civilians yet you claimed that Dr. Riek launched a fierce battle against you which indicated that you qualified for falsifying things. What a stupid people are you? I wish you deseve to be funished by Ngundeng again. Remember your bustard heroes who died in a plane crush couple months ago. You too will face the same thing again because Ngungdeng knows you as hypocrites.

    LET ME BREAK THE DEBATE HERE ON THE RESPONSE TO DAVID DE CHAN’S ARTICLE .

    To the best of my knowledge and understanding of Arab policies, the main aim of Mr. Bashir visit to Juba was not about the so-called five contracts rather to lobbies SPLM for something else which I believe they will achieve because the SPLM POLICIES MAKING BODY (SPLM PB)and President Kiir senior aide differs recently. Mr. Bashir had made many political promises in 2006 through 2007 which yielded to nothing but their political interests.
    He had promised Rumbek Senior Secondary School to be upgraded as University of Rumbek, he had also promised Malakal – Bor – Juba roads and Wau – Raja – Yambio roads, all were to be funded by the “so-called” central government. I believe all of you brothers and sisters of have seen this fruitless promises. I was reall very bitter the day before yesterday when it was being announced on
    SSTV that Juba citizens should turn in their big numbers to welcome a bloody hand man who is coming with hinden agenda to this great town of ours.

    I was also shock yesterday when I moved around Juba and found all the shops, banks and commercial plane like East African, Jetlink and so on were not allow to land simply becuase of the BLOODY HAND PRESIDENT. The business group have lose big money yesterday and who will be responsible for all those loses, is it the “so-called” Central government or GOSS? This unexceptable at all. I know many of you will argue me when I say Omer Bashir’s aim was coming to convene some SPLM Leaders not to contest for the Presidency come the year 2009 general elections. It is indicated by the fact many of his (Bashir) advisors have made statements and even some GOSS Ministers like GOSS minister for Parliamentary Affairs have made a convening statement two weeks ago.

    Those who do not know this simple facts should not hope that Mr. Bashir visit will bring all those political promises into reality. That how poitician are, they do not feel shy especially when it come laiy. At this point, it will be very shameful and disgrace to the SPLM when they are convenced not to contest for the Presidency. Their main target is to elect the BLOODY HAND MAN by all the Sudanese people and when he come to power again knowing that he has legatimate mandate even from his ex-enemies, then he abolish/disown the CPA and declare the State of Emergency like what his (Bashir) one time Commander – in chief Jafar Nimeri have done with Adis Abada agreement of 1972. This is exactly how it came about. Don’t be suprised when that happend before referundum. Also, I would once again would like to tell the SPLM that they should stop talking of Democratic change to the marginalized group because how do you change peoples’ situation when you are under some body? Now SPLM is always being intimidated from time to time and they came and joined the government through CPA which was the last attempt to bring peace atmostphere in the Sudan.

    Generally, it is we who will lose the independent of South Sudan which is the Arab target, the right time for a Southerner to become the president of the Republic of Sudan and at all, there will never ever be a golden chance like what we have now believe me or not. I wish that the SPLM have to rectify this before time and let’s not except any big price that NCP would buy any idividuals, let’s focus on our ojectives and goals as a party. Thanks

    Why are we not developing? what are we waiting for? a great God from sky to come and build our country? what a shameless crooks that are running our country right now!! why you don’t want to compete with other states of Sudan? why are you still living the same conditions just like when we don’t have nothing in southern Sudan! where is the money that we are getting as our share of oil, I mean our 50% share of oil money! crooks! I hope the story of Southetrn Sudan will never forgive you! the dead will never forgive you even though you are too primitive to know the
    results of your evil deeds!!
