Jonglei parliament asks minister to go

September 1, 2008 (BOR TOWN) — Jonglei State Legislative Assembly (JSLA) passed vote of no confidence against education minister Monday for monetary fraud.

The decision to remove education minister, Dr John Antipas Ayiei, a medical practitioner, came after a parliamentary committee confirmed that he is responsible for diversion of Alternative Education System (AED) funds amounting to 1,536,900 Sudanese Pounds (about $768,450 US) amount other charges.

The parliament failed to get a genuine re-location of funds from the Ministry staffs interviewed. Director General, Director of Administration and Finance, Director of Accounts and Inspector of AES in the Ministry declined to clarify the route as well.

The 40 members of parliament who attended the 39th session today voted 33:7 against the minister in accordance to Jonglei State interim constitution; article 118 (1).

It is not immediately clear how John Antipas will respond to the legislators’ move but constitution states that: ‘Jonglei state legislative Assembly shall passed vote of no confident against a minister or any other staff when supported by 2/3. The minister or any other staff shall then resign from the position or remove by the State Governor.’

Speaking to reporters before the session begins; Speaker Jodi Jonglei Boyoris says the parliament has powers to remove any government staff.

The parliamentary committee also accused John Ayiei (the minister in question) of not paying June, 2006 salaries for teachers, varying number of teachers in payroll and on field (teaching) and what the committee described as “financial mismanagement which is violation of rule of law and order.” Chairperson of the committee hon. Nyang Chuol Dhuor in his report argues that the minister will refund any fund unaccounted for.

Jonglei house aligned State Ministers for 2005-2008 reports following alleged vice in state ministries described by Governor Kuol Manyang, in his May 31, 2008 press briefing, as “corruption in government machinery.” No official declaration justifies the parliamentary inquiries from the ministers but public feels that Kuol Manyang’s Administration is not tolerating corruption.

State Ministries aligned for representation at the parliament include Health, Finance, Local Government, Physical Infrastructure and Agriculture.

The parliament says the decision for Health and Agriculture Ministries is very close too. It remains unclear whether the duo will fall into Education Minister’s channel.

    Job well done by Jonglei Legislators. Sometimes, it sound-less when rhetoric dominate the politics. It shows huge corruption that looming and no one is taking care about it. Now, one Minister is about to be knock away, what a great news.

    There is now a little sense of work in our State and this is what we must be proud about.

    There is a line-up of enquiry to take place across the Ministries as Thon Aleu put it, and that will not matter if others follow John Dual. Jonglei has lot of qualified public servants that can take up Ministries. Therefore, no one should be allow to mis-manage public funds as a fear of skill shortage.

    Hi bros?

    This is highly welcome idea, the government of Jongolei should take a lead and adapt no tolerant initiative by firing those glaton crocodiles to warn their counterparts from other states from playing the same tricks agains Southsudan people.

    I am really afraid to see Southerners have gone in corruption that far. However, the state legislature, parliament plus governor need to be tough on mindless people like that, they are dangerous to the national development.

    Corruption is the only key within you the people of jungle state, how could a person consume the sweat of other like how this man has done to those teachers, don’t you ever think of your futures and putting South into a better position, so is this how you are going to spent the $$$ from EU.So sorry I don’t understand when are you going to behave like real citizens of South, how could you reveal a gluttonous heart of being rich within your own people and own state and region in partcular.please this is not how we had plan to waste our times in the bush for 21 years.Itis time for us to rebuild this nation of south and I would support Speaker Jodi in his speech of improving corruption. Everyone must act below the law because sitting or standing on the law is just like supporting corruption in South.I hope governor will discipline those individuals corrupters whether male or female,whether big or small,whether junglese or internal migrant from other states.

    what a shame. I thought we were fighting the war that cost the lives of our millions love one in good faith, but didnt know that some had different agenda. I thought we were going to build South Sudan together faithly and selflessely but didnt the so called PhDs well educated Southerners, are not actually educated as their titles suggest, but they are just rotten brain sons of bitches. How can you dare loot money from poor communities who have lost everything and their only hope now is their children future for education.one man has decided to use up for his own good, the money for the war veteren children’ school. I dont think he is aware of the blood that has flown more than river nile in South Sudan; and especially in Jonglei capital Bor. I doubt he will not survive that money.

    such people need to be punish well so that they know that going into politics in South Sudan does not means quick means of getting rich but away to go and show the knowledge one has to make South Sudan a better place for. And to show to the world that we are better than the brutal regime in Khartoum made up of clan members from Bashir trip and their only interest is to loot from the South so that they can build Khartoum and their fmaily and that is all. Sudanese need to wake and to let these idiots shit brian so called PhD shit holes not mess up great nation.

    Well done to the parliament of Jonglei, there are no room for corruption in SouthSudan. It time to rebuilt South Sudan and help the people of South Sudan. The GOSS does not give the MP’s opportunity of self serving but ruther gives them the opportunity to serve their representatatives, and there are many more corrupt MP’s in the GOSS and justice is coming their way.

    This is a very good step forward for the people of Jonglei. It will build not only people’s confidence in the government but also donors’ confidence in the government’s ability to use fund appropriately. The state governor has a reputation for fighting corruption so he will join hands with the parliament to make sure the government works efficiently and effectively without corruption.

    Talking about the politics of “eat and let’s eat.” Chinua Achebe discussed it in his book A Man of the people .People justify corruption in government by saying that everyone in government is corrupt and is out to exploit his position, so we shouldn’t condemn anyone for being corrupt since everybody else is doing it.

    Well, the only way we can get rid of corruption is to start with individuals and ends up with everyone else because that is the same way corruption starts. It starts with individuals and ends up being practised by everyone. The tendency to justify wrongdoing with another wrong is ingrained in people since childhood because it is the easiest way of justifying a wrong. What I always say is that two wrongs cannot make a right. If an action is wrong, don’t justify it with another wrong action.
