Jonglei governor tells police graduates to be more responsible

October 20, 2008 (BOR TOWN) – Jonglei Governor Kuol Manyang Juuk urged 83 police graduates on Monday to enforce laws as a “neutral body… and conduct yourselves in a manner that the public perceive you as friend and not enemy.”

The police force graduation has been considered, so far, by the state government “one of the achievements.”

The graduates completed a month United Nations Mission in Sudan (UNMIS) sponsored training on VIP security & protection, Anti-roit and special weapons & tactics (SWAT) in Bor.

At a colorful ceremony, conducted at UNMIS base in Bor and attended by heads of organized forces and state ministers, Governor Kuol Manyang flashed history, outlined major roles and warned police against any sort of vice while executing their responsibilities.

“Historically, police came into existence…as a result of social unrest and political discontent that industrialization unlashed (in the United Kingdom in1819). The roles of police are regarded as an essential neutral body; the purpose of which is to maintain domestic order, the perception of individuals’ rights and liberties. ” Governor Kuol stressed.

‘CLEAN HAND VIGILANT EYES’

Cattle raiding, child’s abduction and killings have been rising sharply in recent months, pushing Jonglei government’s progress in peace building to rare zones. State Minister of Information and Communication Timothy Taban Jouch later tells Sudan Tribune on Tuesday at his office that the graduates will train more forces to increase on the number of qualified staffs, capable to promote stability (state-wide).

On the other hand, Governor Kuol Manyang presses the laws enforcing agencies to embark on their roles as “shaped by the nature of political system” and use the acquired skills in appropriate-transparent manner.

“The government of Jonglei state reiterates to fight against all kinds of corruption and this will be achieved through clean hands and vigilant eyes of our police forces that we are graduating now. In the same way, I advice you to adhere to this policy by refraining from corruption,” he noted.

The graduation ceremony was attended by State Ministers; John Antipas Ayiei and Agot Alier Leek, Acting commissioner of police John Malony Riak and head of UNMIS in Bor Malick Ceesay, whom Governor Kuol describes his roles as “good partnership in training police.”

    Good news that our state is having a number of police who can control mayhem.
    Lest they turn out to be cattle rustlers within their own community.

    They must know when and how to use their powers as trained to do so.

    i am very happy to hear that jonglei state is very reactive to its problems. Kuol Manyang is a big guy and i thought he was static but he has proven to me that he is very dynamic in thinking. any effort to decrease the incidents of child abduction, general crime and punish the recent twice cattle raiders will be very much apreciated by the citizens of jonglei and south sudan.

    my apreciation to governer Kuol Manyam Juuk, the government of jonglei state and the people who happily joined to be public servants. thats the way forward. i will also advice our governer in lake state Awet Akot to do the same.

    That is a good advices Mr. Governor, but we need to hear more about how to protect all of our communities in Jonglei state. You can advice police to ensue that all members of counties in state can have respect to each other and working together in one hand for the development of our areas. Security is need to be all over counties to protect people from enemies that want to underminde peace. Those who are living across the borders, including Anyuak, Kachipo, Murle and Nuer should be protected from Ethiopian and Kenyan raiders. Within state they need to be treated equally and protected from each other, such as Bor, Nuer, Mundari, Murlei, Kachipo and Anyuak should not be allow to attack each other. Jonglei citizens are need education, health care, water project or any all kind of development to be spread out into all across the counties. Governor do what have been done by the governor of Unity state to his people. His state now is looking forward carrying out no child lift behind policy. Jonglei state can be more secure if we educated all children of our state. All counties should be convinced to open access to their borders for trading, Health care, education and communication among each other. The government of Jonglei should respect dignity, freedom of speech, cultures of our people. State authority should not be allow to prevent citizens from practicing their traditional cultures. Governor if Jonglei government carry out all these across states I think we can bring peace, friendship and intermariage for all of our people. I know some radical can be against what I think could be best to bring Jonglei people together.

    Because it is not easy for Bor person to talk about peace and unity among communities.

    Thanks to the giant Governor for the job well done.

    This is expected of Kuol and those who are taken by surprised should think twice.

    The Logic-Boy is worthless to downplay Jonglei ability. How can you compare lion with a cat? Equatoria has not vioce to challenge Jonglei because we don’t really understand the mode of administration there. But keeping on commenting because we shall flesh up your irresponsible language. You may be the king later in your evolving States.

    Refraining from all sorts of shameful arguement is a blessing. Cleaver man always listen keenly, identify his mistakes and change his direction of approaching things.

    But the way I see you, you turned out to be a very little minded crook who love to cause problems between communities.

    If you have clean brain, for real who has been complaining all those years, Murle or Bor? Well keep your answer for yourself because both Bor and Murle people don’t like it.
