South Sudan establishes Bureau for civilian disarmament

October 31, 2008 (JUBA) – Government of Southern Sudan on Friday resolved to establish a bureau under the Ministry of Internal Affairs for the sole purposes of developing and coordinating a policy for small arms control among the civil population in the semi-autonomous region.

arms_collected_rumbek.jpgIt passed the policy and mandate of the Bureau which would now develop comprehensive strategies and plans to address community insecurity and the misuse of small arms at the state and county levels.

A sum of 5.4 million Sudanese pounds was approved by the Council of Ministers to finance the establishment of the Bureau.

Donors and UN agencies have also promised to financially and technically support the Bureau.

According to the GoSS Minister of Information and Broadcasting, Gabriel Changson Chang, the Bureau for Community Security and Small Arms Control will function as an advocacy body that will be coordinating policies aimed at promoting peaceful, voluntary disarmament of the civil population and small arms control approach.

It will also be linking relevant GoSS ministries, commissions and law enforcement agencies, states, civil society organizations and partners in order to oversee the policy formulation and law making process.

The Bureau will also be coordinating with northern Sudan and regional bodies, particularly the relevant authorities in the neighboring countries, to curb proliferation of small arms and cross-border armed conflicts among civilians.

The Bureau’s policy and mandate will then be presented to the parliament for final endorsement.

Insecurity caused by armed sectional and tribal conflicts among communities in the region has been a wide spread phenomenon.

Attempts by the organized forces to forcefully disarm them have met stiff and deadly resistance for the last three years.

    Perfect GOSS!

    It looks we are now heading to the right direction on civilian fights. One more advice I should say, don’t only base the headquarters of the Bureau of Civil (Civilian) Disarmament in Juba alone and charge it with “the sole purposes of developing and coordinating a policy for small arms control among the civil population in the semi-autonomous region.”

    However, also work hard to establish its State subsidiary offices in every county of every Southern Sudan States, where at least one federal (national) administrative official in each State County, should register any weapon legally carried right there just for regulatory purposes.

    Make sure that you have also manned these county offices with investigative officials or inspectors besides that federal administrative official. This should have been done by each State of the South Sudan but it looks as if States have no power to disarm their dangerous civilians.

    These officials, I suggested, should work with local officials namely Payam administrators, Executive Chiefs and Subchiefs in every county, besides Group leaders in civil administration. State officials in the offices of State Criminal Investigation Departments should also work hand in hand with these civil investigative officials or inspectors until proven that all weapons are taken off the hands of civilians who use them to take their lives and frustrate peaceful co-existence or peace and development in the South.

    Therefore, we can not afford to fight two wars at the same time-one war fought on tribal or clan basis and the other war with our archenemy that we already know. Let us stick to resolving one war that we already know.

    Thanks to all legislators who came up with this idea on behalf of Southern Sudan people and to those legislators who also supported the establishment of Bureau for Civilian Disarmament.

    Let our national government step in to disarm them and regulate any weapons if State governments can not disarm and regulate them for the sake of our national security and stability or peace among the Southern Communities.

    Dear legislators, get up every morning with at least one issue in your mind and think about how to resolve it; then another day come back again to your office with another issue in your mind and how to resolve it; and you will resolve and eliminate all these issues one by one and South Sudan will soon be peaeful and stable in the long run.     Oh! Lawmaker’s and the entirely southern sudan Government organs in the first place i would like to connect you to my my net ………x.The bereau for disarmament sound so nice but it require more lobbying for the communities to understand the process .

    Nontheless ,the approve budget is it going to be the offering package for the person whom hands his arm to aurthority voluntery or what was the approved for?.Government need to more seriously on such decision before implementing it unless this packages is for individual pocket.Not only that the GOSS have to sensitizing the community on peace process becouse most of people in south Sudan and sudan at large are been all militerize and that sense of truama is still existing among the them otherwise the campaign is useless and will worth nothing rather corruption and killing …….z
    I hope the Government use my connection author seriosly,What had happen in Lake State on Sept 08 2008 will continue to erup in the process if the policy is not introduce well and benefits of disarming to community ,let me guess you with dourt that half way 50% of approachs political organs had used and had want to watchout the fruit of it…..

    Iam not sure whether the current disarmed guns from civilian will remain there in the general store for the government of south suddan because i have realised that after the disarmment , again the higher ranking of SPLA resale the same guns to the civilian as their starting business capital.
