Official denounces fees imposition in South Sudan hospitals

October 31, 2008 (JUBA) – A Southern Sudanese official slammed pay of money practice in the hospitals, and accused the public health establishments and services of violating the interim constitution of the semi-autonomous region.

The Director of Public Health in GOSS ministry of health Dr. Makur Matur said that imposing medical and health fees in the southern Sudan hospitals is a clear violation of the Southern Sudan Interim constitution because the fundamental law provides it should be free for all the citizens.

“People are being taxed not only at Juba Teaching Hospital but in all the hospitals in southern Sudan and this is in violation of the constitution of the Government of Southern Sudan,” said Matur.

He further said that “three articles in the constitution – from 38 up to 41 –” deal with health services in southern Sudan; and state that primary health care service is provided by the Government of Southern Sudan free of charge.

Article 35 of the Interim Constitution of Southern Sudan says “All levels of government in Southern Sudan shall promote public health, establish, rehabilitate and develop basic medical and diagnostic institutions and provide free primary health care and emergency services for all citizens.”

He further said that consultations, admission fees and drugs should be free to patients because they have already been paid for by the United Nations Population Fund (UNFPA).

Matur hailed the good policy of Jonglei State because it is the sole state in southern Sudan where hospitals do not impose any fees for treatment of patients.

    Hi folks:

    Yab Sudantribune, no taxes in Jongolei state because that is the very state where the high rated honest figures like Kuol Manyang and J. James come from.

    Please move all hospitals to Jongolei and all will be fine for patients. Or wait till I become a president and I will fix that in my fisrt term in the office.

    It is difficult some times for some one to comment on a report like this one with out details of how much is being collected and what the maoney is being used for, becasue I am an advocate of selfreliance.I hope the charges are minimal and goes for improvememnt of the health service in our health institiutions.I think we need to come out from the attitude of free things that make us to become permenant slaves of dependance on foreign support. What we want in this case is complete transparency and accountability of what is being collected and the charges must be faire and affordable. that is how the modern world operate.

    I think I need to wait and hear the other side of the story. But if it is true that people pay medical fees in most hospitals in South Sudan, then I will urge all the people of South Sudan to demand expalation from the GOSS. Where will the common street in South Sudan get the money while all the oil money is stored in pockets of those who are fortunate enough to gain government positions? People must wake before we see another disaster. But I hope the news is not accurate.

    In fact I miss you and your cousins Trueson and nptorious Liber, didn’t know that Kill-me quick pull you out from doing your studies in Addis Ababa back to Juba where the hottest liquor so called Kill-me quick is just 200 miles away from its shipping points in Uganda.

    Well I have already talk to Murle, that is way you didn’t her either child abduction or cattle rattling these days,that also means I have secured 20% of the vote heavily from Bor counties, however, the remaning thing is your part to go and advice Bor to stop raiding each other as they did last week because that is shameful.

    As for my presidential bid, I think the people of southsudan are already to choose somebody who don’t hire his relatives, somebody who respect everyone and will handle their money honestly, And that person is me. So give me early support so that I got to apoint you as my campaign manager in Bor.
