December 11, 2008 (BOR TOWN) – Pachala Commissioner John Joseph Abulla says it is “a surprise and shy when King Adongo Agada Akway announced unreasonable accusations, interfering with government policies and creating a hole for Anywaak intellectuals.”
The commissioner made the remarks in a letter addressed to Jonglei Governor and at press briefing on Wednesday in Bor Town.
Commissioner John Abulla was reacting to King Adongo’s thirteen (13) charges of corruption, tribalism, nepotism, under development, money mismanagement and unqualified leadership among others.
The traditional leader, according to John Abulla, made the charges public through local media in November, 2008 after meeting Anywaak community in Juba with an effort to remove him [the commissioner].
John Abulla threw back the charges to King Adongo and what he refers to as “his group” in the six (6) paged letter dated 06 December, 2008 which is addressed to Jonglei Governor. The letter is also copied to GoSS President, GoSS Vice President, Deputy Governor of Jonglei State, Speaker of South Sudan Legislative Assembly and SPLM Secretary General.
Pachala is one of inaccessible counties by road from Jonglei capital Bor Town, hammering accelerated development programs. But Abulla says “the County managed to open a secondary school in 2008 which is a sign of development.” Five primary schools are being renovated by UN agencies and State authorities offered fifteen boreholes to the County. The commissioner says this progress is being skip by the Kingun reasonably.
Corruption, Abulla says: “I never corrupt any public property because the community never raises any problem related to misappropriation.” Commissioner Abulla linked King Adongo and ‘his group’ to public property untrustworthiness. “As a fact for him [King] with his group, 40,000 SDG (about $20,000 US) of martyrs…offered by Government to respective Counties has been misused,” he said in the letter also seen by Sudan Tribune.

Nepotism and tribalism charges, the commissioner says, are faults, aimed at dividing the County and at King’s interest. “The aim he is struggling for is to bring a new commissioner from his clan as he already nominates Gen. David Okwier to be the next commissioner……
From city to the village,” he revealed. Whether he (Abulla) is qualified to lead the county, Commissioner Abulla says “no one is 100% qualified except our father almighty God.” Commissioner Abulla defined qualified leader as “a person who provides services to the community, protecting public property, provides security, implementing government policies and establishing peace and stability among the citizens.”
Abulla argues that King Adongo interrupts political affairs. “He uses to interfere into government affairs while he is a traditional leader…and has no something to do,” he observed.
To resign from the seat, as demanded by King and ‘his group,’ is not a relevant option for John Joseph Abulla. “In fact my removal from the post, not because for the above charges, would have been discussed with community at county level not here in Bor or Juba as they did,” he dismissed the request to quit.
The commissioner says his removal may open a room for illegal armed groups already under training in Eritrea and facilitated by men affiliated to King Adongo. He named Baara Agiid and Gen. David Okwier as the men likely to cause conflict at Sudan – Ethiopia border.
“Baara Agiid is now in Eritrea with more than 50 people on military training,” he disclosed adding “I am assuring the government of Southern Sudan, especially Jonglei State, that, being a commissioner is not important to me, the matter is to make sure that our border is well secured.”
Commissioners from Counties, remote from capital Bor Town, allegedly under pay government employees, and blackmailing that “the government of Southern Sudan has no enough budgets.”
Abulla says he loves meet the King before the court of law to clear his tore image. “I thank the King, because I don’t know that he was hiding behind me and I thought we were working together, finally you turn your back to me, and we shall meet before the law,” he noted.

This is nonsense of you Commissioner Abulla. Just step down as demand by your elders since you have failed to reach the expectation of the people. It is being corrupt that you are insisting to remain in power despite the numerous charges brought against you. Do you want 130 charges to go? 13 are enough for a wise man.

please ! Mr. commissioner I think the king is right to call for your stepping down from office, most of our men like yourself are now busy accumulating whealth because they know very well that they will not access public office again after southern sudan go for Election.
I catergorically want to agree with the king’s accusation put on the commissioner for being trablist .this already means that he is corrupt and whatever it’s.

Please forget Mr. trueson of tribalism because he was the enslaved child in Uganda who tries to transfer his status to other people.
Regarding Pachalla issue, I think both commissioner and the king are innocent,but the very criminal who need to be dealt with is Mr. Oguto who always want to divid people through tribal lines as he divided Anyuak and Murle 1995 just few months after Murle community nominated him as Pibor deputy commissioner.
Oguto’s days are numbered.

otherwise, the commissioner is truely corrupt but he has right to dismiss resignition wanted by you people. He was not taken to that position by the people he is leading and has absolute right to refuse so that he is brought down by he who made him what he is. He could be more foolish went he accepts to go down, try to understand the code of ethics. Where in the world do people who take power by non-democratic means go down due to public call? I know you are good supporter of Oguto because in fact oguto acted with the orders of your tribalistic leaders includes you and your former likes with addition of Ayuen Alier and one eyed Madul who wanted to used SPLA muscles to grabbed Murle cows and tried to drive to Bor, But Murle were not stupid to allow their cows for Jongkoth to take them home and nicely they confiscated their cows from criminals in 1992 and returned back to the owners.
