Detained SPLA general released in Juba

January 1, 2009 (JUBA) — A high-ranking commander in the Sudan People’s Liberation Army (SPLA) was released in Juba on Wednesday after more than a year and a half in detention.

kiir_in_cathedral3.jpgMaj. General Isaac Obuto Mamur Mete was released and reinstated to his position as deputy chief of staff for political and moral orientation. He appeared publicly for the first time in Kator cathedral in Juba, accompanied by his wife Mary and twelve children.

Mamur, an Equatorian commander, had been arrested on March 20, 2007 on charges of administrative misconduct. He faced an indeterminate court-martial and reportedly was released following a decision by the military court–however, informed sources insist, more to the point, that in recent weeks he held private meetings with SPLA Commander-in-Chief Salva Kiir Mayardit, the president of Southern Sudan.

The released general hailed President Kiir for a decisive decision and appealed to all his followers and supporters to maintain calm and continue praying for unity of Southern Sudanese at this crucial time of decision-making for or against unity of the Sudan.

“I’m not afraid of military detention. If I fought for 21 years to free ourselves from oppression and exploitation by Arabized northern Sudanese, why not accept detention by fellow comrades with same objective?” he posed.

Supporters rejoiced at his release, and the parish priest of St. Theresa Cathedral, Fr. Caeseur Lokani, described the event as miraculous and a New Year gift to all Southern Sudanese for celebrating the 53rd anniversary of Sudan’s independence.

Members of the Equatorian community had lobbied for Mamur’s release, including parliamentarians who voiced their concern during Kiir’s recent visit to Torit.

Benaiah Duku, a senior member of the Equatorian Association in the United States, expressed satisfaction that the ordeal had ended peacefully. Duku had taken part in a delegation that discussed the matter with SPLM Secretary General Pagan Amum in Washington in September 2007. The organisation also took it up with Minister of Presidential Affairs Luka Biong Deng and other senior officials.

A more recently formed group began organising members of the diaspora to take part in the Gen. Isaac Obuto Mamur Initiative: A Quest for Justice. Their advocacy helped win the general’s release, said Steve Paterno, a Sudanese-American leader in the group.

But ultimately it was Kiir who took the initiative to release the detainee, said Paterno. He also observed that the decision to release the general was timed to help consolidate unity within the south ahead of Sudan’s 2009 elections, as well as restore a renowned military figure during a period of continuing political uncertainty.

According to Duku, who once chaired the Equatorian Association in the U.S., the detention of the general suggests that individuals can use the justice system in Southern Sudan “to perpetrate their own hidden agenda on their own colleagues using the system.”

“The SPLA was a rebel movement, which is directed by commanders and commanders have their own differences,” he said.

“In the making of the SPLA there are regional commanders. And these commanders get their support from the region,” added Duku. “When such leaders are in trouble with the system and the accusations against them are not made up clearly to the public, then it becomes very easy for one to speculate that these leaders are targeted, either from above or maybe by their own colleagues, whether it comes to vying for positions or influence in the system.”

At issue now, said Duku, is whether Mamur will be effective in his position or whether he has already become irrelevant. He indicated that the general’s main concern now will improving security—four people were killed by unknown gunmen as he was released, including Mogga Loro, son of former governor of Equatoria from the Bari tribe, Sarah Kasara Adui Madi from Moli, Bosco Tabule from the Kakuwa tribe and Musa Lado from the Lolubo tribe.

Supporters are also concerned about the commander’s health and they will try to get him medical attention abroad.

Mamur is from the Otuho (Lotuka) tribe and Torit town, where SPLA was headquartered during parts of the 22-year north-south civil war.

The SPLA uprising began in 1983 when John Garang, then the head of the army’s Staff College in Omdurman, joined guerrillas and the 105 battalion in mutinying and fleeing to Ethiopia.

The CPA established the SPLA as the Sudanese army in southern Sudan while the Sudan Armed Force is considered as the northern Sudanese army. Both are parts of the Sudanese army. The Joint Integrated Units formed in accordance to the peace deal are supposed to the nucleus of the future united army if southern Sudan opts to remain part of a united Sudan.

    According to the article is Mamur a SPLA commander or Equatoria Commander?

    Well that is good news for Lt G.Kiir Mayardit to release him from the prison.

    Mamur looks suspicious in the picture, I gues he must listen to the SPLA instruction and not the Equatoria instructions.

    Thank you Mr. Dictator for finally allowing our hero out of the prison; credit goes to sustain pressure by lobbyists and then a good start from the new Defense Minister. We actually celeberated yesterday with gun shots in town, a message that says: no matter the length of justice, the truth will prevail!

    No one now could tell why he was arrested in the first place; what crime did he do to deserve imprisonment for that long. It was a ploy by our brothers called Dinkas in their struggle with Nuer to make our hero (Gen. Mamur) a sacrficial lamb. Gen. Mamur had no intention of overthrowing the work of his own hands (Peace/CPA-GOSS).

    You are warned to stop it and if you mess us up, we will not sit idly doing nothing; we were actually not doing nothing…

    To General Mamur, don’t be slowed down by that humiliation, do your best to stand tall as a true liberator of Southern Sudan; those who arrested you have not even captured a single enemy gun, car or a town.

    Comrade Obuto Mamur is one of the few who maintained their commitment to the struggle for libration of our people during those difficult days when Dr. Riek Machar & Dr. Lam Akol defacted to Khartoum from 1990 – 2001. I’m very please with his release and reinstation, and I solute Salva Kiir for this wise decision.

    General Obuto’s release is good news for many especially in Equatoria, but not for others who wished him finished in prison. He must now have learned who are his enemies and who are his supporters. It is the Equatorian lobbying groups who worked hard in the last few months and days to ensure that he is released from his jail after it has become clear that his detention was motivated by some dubious aims of a nefarious group within SPLA.

    Sure time has come for us to expose the group and the full story behind the long detention of hero Obuto.

    congratulations to The Greater Equatoria and the entire South Sudan! It’s a historic day that one of the real Southern heroes who have been detained by his suspicious collegues as a thread to the strong people of the G.Equatoria, has been released.
    But There is no need of thanking the GOSS president because he failed to explain why he arrested Gen.Mamur. That is a real corruption that a person is arrested and released without judgement. Anyway, this is not the first time that equatorians are being mistreated for no reasons since Garang’s reign. Imagine if it would have been Jenge, what do you think would’ve happened? But the people of GE believe in peace and stability and that shows South Sudan will never be peaceful if those “coward dog barking style’s Jenge” hold the top positions in the GOSS because a lot of negative things have been seen since the signing of the CPA which happens due to their money minded leaders with no developmental strategies but posting threads to the other tribes because they know what they are doing are not favoring the entire southern tribes but the ‘moin Jieng'(Dinka) only. Calling themselves the liberators of south Sudan as if they fought alone but the fact is that the Garang regime was putting the non Dinka into the frontline and they assumed themselves the officers incharge whenever a region is captured. Not only Sudanese but also the international community knows these facts well including the personalisation of food aids given to the displaced. Now, if only the power monopoly and the corruption of south sudan can be stoped, then there will be a real unity of the southern people but not the current “Pseudo-peace” preached by the suspicious corrupt leaders beginning from the president.

    All in all it is really a great thing that our real hero is out of the hands of the “not understanding people”…but those who wished he was dead are now with their tails between their legs with heads bent down.
    Long live southern Sudan, Long live the Greater Equatoria, LONG LIVE ISAAC OBUTO MAMUR!

    Commander momur oyee,your courageousness must continue we are behind you.Leave this useless Dinkas who claim to have fought while lottering around yei,kajo-kejiand Nimule counties looting people to bark.During the war Equatorians were sent ahead while the coward Dinkas remain behind killing our innocent people.Other even not train claimed to be soldier moreover lingering around camps after been fucked by the NUER People like orphans.Salva kiir reform now or otherwise the devil will finish you.

    we should always forgive and forget the little differrences and misunderstandings that sneaked within our midst,aiming to destroy our brotherhood and undermining our common goal.we southerners should always hold onto what unites us rather than what divides us.     Ladies and gentlemen
    I would to take this an opportunty to express my views. I hat when people talk about tribes differences. However, sometime the idiat and crazy people out there put you in this situation. I don’t have problem with any Nuer, Equatorians or any other tribs in South sudan since I fought many years for the citizens of south.I kwon some veterans like me out there do not to talk for some crazy stuffs like what I read in this article. I hat these two guys (Gatwich or Mr.logic)because the alway talk against Dinka. But please, let me tell you. you realy don’t know the war because you never been in battle fild. You just hear about the war and you don’t know it consequences. During the 21 years civil war in the south, Dinka had fought multiple enemies such as Arabs, Nuer,and Eduatorians but we didn’t quit or surrender until last man stand and that why you guys had CPA. I would be happy if we face one or two enemies in south this time and no arab any more.Moreover, this time I would like to see any tribe to attack a great Bar el gazel and I think the result of it, the would not forget in their history. I am very sirous about. Please try and thank you
