South Sudan speaker orders to refund illegal bonus payments

December 31, 2008 (JUBA) – The speaker of Southern Sudan Legislative Assembly, James Wani Igga, ordered chairpersons of specialized committee and their deputies to immediately return Christmas bonuses paid illegally to them contrary to his directive issued before Christmas.
He also suspended Emildio Marcelino, deputy clerk, for failing to implement the directive, while a quorum of less than 60 MPs are meeting under closed door with the speaker over a technical boycott, disclosed Hon. Alhag Babala.
With serious declines in government revenue due to lower oil prices, administrators continue to seek ways to cut expenditures. The Minister of Parliamentary Affairs, who is also acting Minister of Labour, Public Service and Human Resource Development and party leader of South Sudan Democratic Forum, Dr. Martin Elias Lomuro, ordered all Undersecretaries and Director Generals of Administration and Finance to strictly stop paying Government of Southern Sudan (GoSS) employees residing in hotels at expense of the government.
All managers of hotels in Juba are urged to furnish Lomuro’s ministry with lists of government employees in their respective hotels. South Sudan’s Criminal Investigations Unit and the economic sector of the national intelligence agency are tasked with enforcing the ministerial order.
Reflecting on achievements of GoSS since the CPA was signed on January 9, 2005, Lomuro hailed GoSS for establishing interim governments in Khartoum and Southern Sudan and for providing security that pave the way for free movement, expression and association in Southern Sudan.
Minister Lomuro noted that GoSS has a very poor development record in Southern Sudan particularly in Juba city, but he praised Eastern Equatoria as being the best example for the rest of states, where officials are building in their own state rather than buying houses in Khartoum, Kampala or Nairobi.
He called on Southern Sudanese to carefully learn the provisions of the CPA on population, census, election and representation, which state that a population census throughout Sudan shall be conducted and completed by the end of second year of interim period—a date now passed.
In a separate development, Elijah Malok Aleng, who joined SPLM/A on December 28, 1983 and was formerly in the SPLA High Command, acknowledged having given instruction barring young Southern Sudanese from pursuing further education rather than joining and training as SPLA soldiers to fight for liberation of Southern Sudan.
However, Aleng reminisced that the split of SPLA in 1991 created grave destruction within the ranks of the people’s movement, bringing it nearly to collapse. He said Lam Akol Ajawin was behind the split, using Riek Machar to execute his plot.
Aleng’s remarks indicated that he supports unity of Sudan rather than separation, when it comes to the general election scheduled for July next year, which preludes the 2011 referendum for independence. He has already written a book entitled “Southern Sudan Struggle for Liberty,” though copies are not available and the book is due for launch on January 22, 2009.

This is what i was talking about that if you just go around the luxurious hotels in Juba at 5 Pm to 8 Pm, you will always see Goss officials laughting, drinking and having a wonderful life like the people of New York. Those corruptess who practice illgally payment of bonuses should be remove from position for good. For the junglese they are well known for their arrogance, they love to eat money, but not building their house. Those who own houses in Uganda, Kenya, USA, Uk and others are all from dinkas not everyone,even Kiir by himself might be having 10 luxurious houses in USA beside other countries, because they are the corruptees who invite their relatives from other countries to take money from Goss. Also People like Malok are those kind of idiots who train Goss childresn to target people in Juba. Thise madness must stoped, i urge those who are in conern to follow the view of Dr Lomuro.

Wani Igga you have to talk like a man for the truth,with this order I see you have started your work as a brave and anti-corruption well rounded southerner since you began work, who is against muddy behave GOSS intending officials who claim to have known something but nothing.continue with your work and you will earn the support of your people.Well taking Reuben Ngooth who claim DINKAS are the one who fought for the CPA.My dear a shallow minded Dinka like you who easily when given a bone, begins saying i have fought for the peace taking supremacy over others forgetting their contributions will end in hell believe me or not.ok,what i have known about your(Dinkas) contribution in the war was the weakening of the SPLM in 1991 when you outdated,babaric,and discriminative muddy brain animals caused tribal conflict with the Neur people causing the SPLA Weakness and almost collapsed and that’s were the Neur people taught you a lesson by killing a number of Dinkas and you claim to have died in fighting war.Some of you died of hunger because you are lazy to work for yourselves depending on looting Equatorian and travelling with their long legs after UN food from camp to camp like dogs,with the greed for cows.you Dinkas I can see you are easily corrupted by the arabs other than the heroes of greater Equatoria who does not give up and are intelligent.you will not get an Equatorian arguing of who is elected on the government post so long as he/she has the qualities.Not that he is from dinka bor,dinka bar el gazel or awiel he is ours or theirs.you should better copy the life styles of your masters the Equatorians.they can be integreted easily in any community other than you trouble causers in Australia,uk,USA,Kenya,uganda etc with you animalic behaviours.Reform now before other tribes in southern sudan wipe you out,we are tired of you Dinkas spoiling Juba forgetting their places like dogs discovering a new home were meat is always eaten forgetting his master’s home because of the bones.
