Tribal fighting displaces one thousand in Western Equatoria

January 14, 2009 (MVOLO, Western Equatoria) — Tribal fighting killed two, and injured four people and displaced nearly one thousand of civilians, mostly women and children, in the county of Mvolo in Western Equatoria State early this month, top state government official said.

“The fighting in Mvolo County broke out early in late December 2008 between the Dinka Agar tribe and the indigenous Jur over cattle and other livestock around the town of Mvolo,” government source was quoted as saying.

Analysts who follow Mvolo County say the Dinka Agar and Jur tribes are in dispute over land ownership rights for cattle grazing.

“Dinka Agar across the neighboring state of Lakes raided some cattle of the Jur on the 31st December 2008 but the police in the area intervened and recovered the stolen cattle a situation which forced the Dinka Agar to launch attack on civilians killing two people and four people injured,” said Wilson Moga the SRRC Secretary of Mvolo County.

The areas rocked by this include; Mukundi, Bed Badai, Kombi on the east of Mvolo County and most of the displaced includes Mvolo County on the north part of the county on the road to Mapordit.

Moga stressed to the deputy governor who visited the place on January 9, 2009 that, “a lady among the displaced gave birth under a tree but unfortunately the child died due to the harsh condition in the bush.”

He pointed that, “women and the youths of Mvolo now say that the Government of South Sudan has forgotten them that is why the cattle keepers of Dinka Agar are armed with Guns to kill them.” He urged and appealed for urgent Government intervention to solve this problem so that the displaced can return to their homes and be able to “harvest what they have in the garden.”

“People were left without the bare necessities,” worried Moga.

The majority of the displaced sought shelter under trees and on a nearby seasonal river where water was readily available but their living conditions could “quickly deteriorate” with winter approaching, the SRRC statement worded.

Col Joseph Ngere Paciko, Deputy of Governor of WES recommends to organize “reconciliation, peace and Justice between, the local chiefs and elders of the Western Equatoria and Lakes states.” He affirmed that the situation is being contained down by the state authorities.

Col Ngere noted that the cattle keepers, who are also acting like armed robbers, “are possessing large amount weaponry.” He added “the gangs have confiscated fifteen Thuraya satellite phones, various travelers and seized thousands of Sudanese pounds from businessmen who entered into their ambushes.”

The possession of firearms by cattle owners causes bigger security threat to southern Sudan and WES in particular. Similar tribal fight plunged WES before into ethnic cleansing in late 2006.

A reconciliation dialogue was organized by the then WES government headed by Brig Patrick Zamoi, the reconciliation had made tremendous progress in most parties of WES, but Mvolo county has witnessed more of such attacks, more than three times since 2006, simply because cattle keepers from neighboring Lakes state have paid deaf ears to the dialogue conference which was held in 2006.

The Southern Sudan’s semi-autonomous regional government held an extra-ordinary meeting last Wednesday and discussed the growing insecurity situation in the region.

The GOSS Council of Ministers passed a number of resolutions in the light of general insecurity situation, the random shootings and continuous murder of people in Juba town and the escalating attacks on the civil population by the Ugandan rebels of the Lord’s Resistance Army (LRA), [but] the meeting did not resolve on the insecurity posed by the cattle keepers widely in southern Sudan.

“Once again, civilians are bearing the brunt of fighting in Mvolo County,” said honorable member from Mvolo County, who requested anonymity.

    Gatwech you point it out, this is how they were enslave by arabs when they were facing alot of problems living in poor condition no food, clothes and any facilities for survival. And now they are getting little from this savage Goss and they are using it for rising with horns. But for our own sake as people of Greater Equatoria, those arrogance will one day surrender themselves to us as our servants, just don’t aske when and how. Imagine during their ensalve by arabs some were realing facing water, collecting firewood, girls of 12 years were force by their parents to get marriage as a source of getting some food for servival, but today you can see a skinny and tall ugly man eating in a standard restuarant, drinking minerial water, riding motor bike, going in a luxurious car worth $$$$ sleeping in a matress instead of ash. Jesus what a good moment to the lives of Junglese. God knows everything are in his calender !!!

    I want to tell you that what Mr. Richard Ruati said about the tribal fighting between Mvolo western equatoria state and Lakes state is untrue, both communities have been living together using Jur land for animals pastures and nobody from Dinka say they want to own jur land as Richard mentioned.
    the recent clashes between Dinka and jur was resolved by both state authorities and they have resume their normal social and co-existence, people are moving freely using Rumbek -wulu -Mvolo -juba road and nobody had been killed on the ways as it has been rumors by wrong elements of peace dividend in Southern Sudan.
    this is to assure you that what had been said is not true and there is no such a great number of people displaced from their home due to the clashes mentioned.
    Ruati should be realistic on his reporting because you cannot stired up the situation, which is not existing.
    I hope you will understand.

    Am still wondering if this tall ugly, skinny, crape, wild, dotty and moron tribe of dinkas will recover from their foolishness. The people of south are entirely sick of your bloody stupid behaviours, just imagine yourselves like monkeys who were taught a very bad lession by your arab during your enslaves. You like to fight with every community in South even within your selves you still fight with each other just like uncivilised dogs. This madness does not show any braveness or being a right person to be a leader, its crazy and shows that your the last people to learnt a better way of living in this World. Killing, violence and many more crazy things are all yours in South. Where do you think that this Savage Goss will take you? I think your looking for your elimination in South, Sudan and Africa in general. One day you will surrender within 24 hours like what had happened in Rwanda. Its better to live without having any tribe call dinka or dirty creatures. Your must change your name from “D” to begin with any other letter otherwise “d” for dirty/dingy is a bad letter for your names.

    this is what’s happening in our home land,the acts of, Barbaric, looting,grapping ,corruption, misused of power you name it etc…iam wondering, why we can’t lived in peace? the libaration of killing each other.klashinkoff, AK 47 are in the hand of wrong people who believed in violence, laterally people who believed in use of force to get anything, as for me, i think the best hope for south sudan insecurity situation is to disarm the herders and replaced it with traditional spears, clubs,bows, arrows, and machetes.it’s sad and pitty to see the liberators mistreating thier own people they claimed they have liberated.

    The Dinkas are fighting non-Dinkas everywhere in South Sudan. That is an issue that must be tackle by everybody who is being attack by Dinka. Dinka are using SPLA arms. A certain Dinka SPLA General Called Thon Chol beat an Officer from JIU who as part of investigation team at Angdair yesterday and hampering investigation on Malakal by Dinka. The Dinka actions must be curtain at any cost.
