South Sudan MPs decry armed clashes in Lakes, Jonglei

January 28, 2009 (JUBA) – Twenty-one people were killed in clashes this month in Lakes and Jonglei states, according to urgent motions written by members of the South Sudan Legislative Assembly.

Hon. Andrea Yodo Maktab, the SPLM representative of Wulu County in Lakes state, made an urgent statement that mounting inter-ethnic tension engulfed Wulu county as Agaar people from Kok moved into Jur area to graze their animals, resulting in serious conflict.

The clashes left six people dead while those displaced took refuge in Wako, Makundi and Lulungyi villages. The fight took place at Kenmer on January 1, 2009.

On January 19 another fighting broke at Wulu centre and Wulu Gadiem, leaving two people dead. Another fight broke out on January 21 at Wulu town, Wulu Gadiem and Lulung, where nine people were killed and the commissioner’s house was burnt to ashes. This prompted a security officer in the area to advise the commissioner to leave Rumbek for personal security, while people displaced ran to Mapurdit and Mvolo counties.

Wulu is located south of Rumbek, the capital of Lakes, and is the only part of the state inhabited by Jur-Beli communities.

Due to the insecurity, the road linking Bahr el Ghazal and Equatoria was cut off.

Similarly, Hon. Gathuoth Duop Kuich wrote another urgent motion on the security situation in Jonglei state, where six people died and eight suffered severe wounds when reportedly attacked by Duk County police and wildlife forces.

The Assembly Specialized Committee on Security and Public Order was supposed to listen to a visit report to investigate a pastoralist threat on the life of people residing in Magwi of Equatoria. The visit, which started from January 16-17, was proposed to the August House by Hon. Beatrice Aber Samson in early January.

The committee is concerned about cattle destroying people’s properties as heavily armed pastoralists with AKM 47, RPG 7, RPD 44 and 60 mm mortars threaten inhabitants. The pastoralists allegedly migrated from Bor of Jonglei state.

The committee met the Executive Director of Magwi County, Rhino Lokore, who elucidated that cattle have destroyed crops in Ayii-Kit, Pageri and Ame areas, affecting people seriously with hunger.

Sub-chief Jarbesio of Ame showed the visiting committee evidence of a destroyed garden, including cattle roaming along the road seeking wheat to eat.

The committee noted that most of the affected people are former Southern Sudanese refugees repatriated from Uganda early last year. The resettlement package happened to cease just as their situation was aggravated by crop destruction from the roaming cattle, driving them into despair and desperation.

The committee recommends summoning three governors, from Eastern Equatoria, Central Equatoria and Jonglei states to appear before the assembly. MPs want the governors to furnish them with evidence of implementation of earlier resolutions passed by the assembly, which authorized immediate return of pastoralist to their pre-war locations.

The committee also recommended that the Relief and Rehabilitation Commission deliver emergency relief and water to those affected.

Today there were 90 registered MPs but only 25 were in the hall. MPs are required to register attendance and receive allowance for sitting.

    I deplore this criminal and hostile behaviour of our people toward each other.What are police forces paid for?So that they can beat young girls who they claim to be dressed inappropriately?The parliament should quickly act on that.I also urge the parliament to reduce all those powers which Kiir and his ministers accumulated in their hands.Parliament should be the most powerful arm of the government but not vis-versa.

    Again I urge tribal scums on this website to stop insulting,insiting and embrassing the people of South Sudan.Enough of your internet war.Learn to forgive each other and join hands in educating our people the value of nationhood.

    What are you crying for, before when i was talking of the corruption in your devastating states of jungle you were aggressive to me. Do you even know the mission of your people right now in your state? let me remain you, your people are money lovers, even the polices, they don’t care about anyone accpet money and this is why your state remains in worse situation compared to other civilised areas in South. To be wise you should ask yourself that, what is the future of my own people if they are stilling pointing guns at each other, riding cattle and children from neighbouring states. There is more for your people to learnt before you can talk of police otherwise those polices are there just like toys to represent, but doing nothing. Denying your own fault is not a genuine process of gaining respect from others, you should always respect yourself before you will be respected by others. And this is what i would like to see from yourselves. Don’t be ambitous for money, be ambitious for development and making a better nation. Junglese i don’t know what to say, but soon nor later you will regret if you don;t change the way you behave.

    your arrogant talks and selfish ambition was the cause of Anyanya 1 failure. Your uncle Lagu left the defence force to the post of vice president which was for Abel Alier.
    Being greedy led down the entire Madi upto today.
    Jonglel`s people are your liberators stop pointing at them.
