February 2, 2009 (JUBA) — Southern Sudan Legislators have today again summoned the ministers of SPLA Affairs, Interior, and the governors of Eastern Equatoria, Central Equatoria, Western Equatoria, Lakes and Jonglei to appear in person before lawmakers on Monday without fail.
In a motion raised by Hon. Rebecca Mabior, the officials are called to appear to discuss security issues. Otherwise, their refusal could amount to contempt of assembly rules and regulations potentially leading to vote of no confidence, warned MPs.
The Chairman of the Public Security Committee, Hon. Daniel Deng Monydit, said those people involved in creating insecurity in the mentioned states have to be arrested and brought to book.
He further attributed the continuing insecurity in states of southern Sudan to bad governance despite that the army and security are being paid promptly and better compared to the period of the previous government of the southern coordination council.
Of late, high levels of insecurity have prompted honorable members of affected constituencies to call for more concrete action from the Southern Sudan government. The main recent security issues include LRA violence in Western Equatoria, clan clashes in Lakes state and Shilluk-Dinka violence in Upper Nile.
Meanwhile, controversy surrounded some local policing measures taken in Juba, the capital of South Sudan. In an interview, Commissioner Pious Subek issued a strong directive for vehicles and motorbike riders to ensure the safety of pedestrians.
The directive stated that all commercial vehicles having doors opening on the left side should change to the right, must possess a valid vehicle registration and have a fire extinguisher in public cars, while drivers must have a valid license, otherwise they will be fined 150,000 Sudanese pounds.
Furthermore, all motorcyclists must have their bike license and wears a helmet when riding; violation will result in a fine of thirty Sudanese pounds for not wearing a helmet. The order was effective from last Friday and those affected are given seven days to comply.
Subek disclosed that some senior government officials called and threatened him to refrain from issuing such destructive orders, arguing that the general election was at corner. However, the commissioner said they are concerned about life of people being molested by motorists in Juba city.

Hi there!
it’s good that the southern sudan legislative assembly is doing its work to the point, however the MPs have to follow up whatever suggestions they brought forward in the parliament. The mentioned ministers and governors have to appear before the assembly to explain themtheves regarding the insecurity issues in their states and ministries.
Meanwhile, the new directives put in place by Juba commissioner are good rules to protect citizens in the southern city, however, the fines are too severe for culprits to bear. Imagine a fine of 150,000 sudanese pound for cars with out doors on the left and 30.000 sudanese pound for motor bikes (offenders)with out licences.
I support the existence of rules that regulate traffic but with less fines affordable by wrong doers rather than heavy fines that could not be paid to government. Well done commissioner but consider my suggestions if you can to reduce those fines.

Sudantribune need a to hire expert managing editors before posting any information otherwise the website posted improper information to the general public.summoned is a wrong word here because it is a term use for convicted person, and these people are not convicted or murders anyway, it is because of uncontrolable insecurity.In addition, I wonder if these is a violation of intrem constitution of southern sudan against Governers to be sumoned on before the assemble, and by the way the adviser to the president Rebecca NYandeng De mabior mis her roll, this is no longer a bush war time, I think insecurity is under the Defend minister authority and the governors but this undermine Mr Nhial Deng Nhial powers.
I think the GOSS is sucks because nobody knows its roll play in the government from the Assembly to the Ministers as well as presidential advisors.

Hi guys is it true or false?Is South Sudan Legislative functioning really all this period where everything is now from the wrong shape.South Sudan MPs if you have summoned the two minister and the Governors for 5 states do your work so that your action to be hard loud from far. If you fail to make implementation then being MPs for South Sudan is unless. Don’t make the place for that meeting a feeding centre and source of getting money from the community.Lawmakers in the GOSS are all cowards and top Government officials in the South are greedy and thirsty for wealth and concern about the insecurity in their states.
Top governments officials like Governors in the states they are always joking no good governance they are even doing but taking property from the community is where their powers last and building of concrete buildings for show off.
Please remove anyone who does not know his roles becoz can bring weaknesses in the government.Let all these current governors go all and Nhial Deng if they are not after the lives of the community in the South.You are not governors for wealth but you appointed to save the lives of the community if you don’t know.
Please MPs sharpen your powers and the commuinty will enjoy the fruits and God will reward you as MPs for justice in the South.

those Honorable or i can called them horrible MPs have been sleeping for long. it is your constitutional right to question whoever Minister/Governor mishandle issues of the nation especially on security and corruption cases. please do a good thing that will allow you to be re-elected again otherwise we will not votes for you because you are very weak MPs ever seen in the world.

What? This is long over due. These are old tricks used by members of the August House. They have smell a rat. They (in Africa)ours in context, are always serious when election nears because that office is hard to keep for long as politics is dynamic. Elections are underway, the power of the ballot will swing them left, right and centre giving them sleepless nights and some of them will not go back there again to sleep.
There is a reason to panic as exhibited at the end of the article members suggesting that Dr. Pious Subek’s orders are likely to cause him his office comes elections this year.They forgot to understand that commissioner’s stern warnings are aimed at creating an orderly town and safety of all people in the state. This is what all citizens in the South yearns for during this peace time. The commissioner would have earned himself my vote if he were to stand in elections held today.
For the word summons, it was used rightly by the reporter as contrarily suggested by the previous commenter. Summons is a directive issued by an authority to some one to come to a particular place,at a particular time to answer specific issues. It is not used on people convicted because once you are convicted, a sentence is passed and you are handed over to the prison warders to take you to jail.
It is better late than never. So may the summons be effective and produce good results to those who have suffered as a result of insecurity in Southern sudan and may issues of security rank top in the minds of the MPs! Our MPs should continue with this spirit and may God help them to rediscover the direction of Southern Sudan.

The right word for the Southern Sudan Legislators to used is testify for somebody that is the right word for the ministers and governors for their progress on the security but not Summoned is wrongly word used.

Don’t lecture me About the branch of Government,they are not functioning in the southern sudan, but functionless.
West Equatoria insecurity is not Governor fault, it is the LRA and the SPLA lack of capability to combat insecurity in the south, and need somebody who have been experiences in military strategies.
The Governor of Lake, has nothing to do with the tribal conflict in his state but the traditional conflict that exist before the formation of GOSS, And need conflict resolution expertist. And So forth..

The usage of the ”word summoned” by the Southern Sudan Legislative was a wrong English to use. To summoned someone before the court means you are in position to punished that person of the crime he/she/they have done. The right word to use and which would have sound well was to say that the southern sudan legislative has called ministers of SPLA affairs,interior and governors of easternern equatoria,centralequatoria west equatoria,lakes and jonglei to appear in person before lawmakers on monday without fail.
What law did the make to claim calling themselves lawmakers?
To the best of my knowledge and according to what i construed it is a waste of time and resources. What i know the legislators have not yet developed any law apart from 10% taxable per every member that is earning income.
