SPLM presses ruling NCP to adopt new laws before elections

February 7, 2009 (KHARTOUM) — The Sudan People Liberation Movement (SPLM) criticized its partner in the government of National Unity for refusing to adopt new laws considered inconsistent with the constitution.

The SPLM spokesperson Yien Matthew told reporters that the political bureau is seeking to endorse the laws but that the NCP “is dragging its feet”.

Mathew added that they had reached an agreement with the NCP on the new set of laws but that the latter withdrew them from the National assembly before a vote could be made.

He accused “certain figures” within the NCP of seeking to delay the elections.

The NCP and the SPLM have failed to agree on National Security Law, Press Law, Land Commission and Human Rights Commission.

Adopting the new laws is considered a prerequisite for the first general elections to be held in Sudan since 1986 to comply with the interim constitution.

The SPLM official said that there are 37 laws that are incompatible with the Comprehensive Peace Agreement (CPA) “in whole and spirit”.

He also said that the political bureau called for convening a joint session with the NCP to discuss moving the laws forward. Furthermore he demanded voiding the Popular defense, Popular Police and General Order laws.

The Southern ex-rebels want changes in the National Security Law to incorporate the appointment of the National Security Service Director, appointment of his deputies, and the power to arrest.

The SPLM contends that the National Security Bureau functions should be limited to gathering intelligence information and analyzing it.

SPLM officials also said that they could agree on the Press and Publications Act which gives the Press Council powers of control and accountability on the press, provided that the Council be elected by journalists and publishers

The CPA signed in 2005 between the NCP and the SPLM provided for elections to be held no later than July 2009 as part of a democratic transition in the country.

    The SPLM SPokesperson is called Yien Matthew (not Ben Matthew). This is a point of correction!

    On the article no body is clear about the outcome of the recent SPLM Political Bureau meeting in Juba. We are told that the press was prevented from accessing the information. If that is true, then the SPLM itself is far from respecting Media and Press Laws that it wants to push through before the elections.

    Speculations talk of fierce critism labelled on the SPLM Chairman, Salva Kiir Mayardit and that some more senior members of the Bureau told him that he was incompetent to lead the party. The issue of ICC was also discussed but nothing has come out in the media as to the fresh position of the SPLM in the wake of announcement of arrest warrant for President Al-Bashir. What about the ongoing tribal wars in the South, we are interested to know what the Bureau resolved on, etc.

    SPLM must stop wasting time appealing to NCP at this time,it too late for NCP to listen when its` strongest folk is receiving death threat from ICC.They are busy comfronting the internation community,trying to challenge ICC.

    SPLM stop dreaming abuot endoring the electrol laws and think of what to do after Beshir is being pushed in to hague based ICC prison.

    You did not read my message clearly. There was nothing talked about the SPLM 2nd National Convention. It was about the SPLM Political Bureau meeting which ended two days ago. This is where the senior SPLM officials told Kiir that he was incompetent and would step down, or else would not dream as a future leader beyond interim period.

    As for your 2nd SPLM Convention, you did not tell the truth either because it was Salva Kiir who was about to lose if the elections took place. If you don’t know what transpirted in the last minute, let me lecture you: Nhial Deng Nhial split with Salva Kiir and divided the Dinka right from Warrap and beyond as they both competed for chairmanship. Nhial Deng allied with Dr.Riek Machar.

    Mr. Pagan Amum defected from Salva Kiir and joined Dr. Riek Machar, resulting to split of the so-called Northern Sector delegates between Yasser Arman, the hyena of SPLM and Pagan Amum.

    Mr. James Wani Igga struck a secret deal with Dr. Riek Machar, resulting to Equatorian votes going to Dr. Riek Machar while Wani Igga would become the Vice Chairman of SPLM, a similar position granted to him by Salva Kiir also. But he chose to secretly side with Dr. Riek Machar which would have surprised you did the secret ballot election take place.

    So my friend, Salva Kiir was definitely losing the election and this was why the Dinka of Warrap and Abyei advised him to restore the SPLM constitution to three deputies and avoid the elections. That was the secret behind the postponement of the leadership election during the 2nd SPLM Convention in May last year. So, don’t mention something that was not in your favor, okay. If you have any doubts come to Malakal from wherever you are hiding and I will explain to you clearly face to face.

    Dear Citizens of South (especially internet commentators)
    It would be better and kind not to leave the main topic which has been published by this site otherwise you are trying to ruin this chance of exchanging views.I gave up and quit commenting for sometime due to behaviours like this,on my come back today there is no different.You gentlemen are literates,intellectuals,professionals and of course grown up enough.
    Can you please stop this lunatic and be a good example to the next generation?
